I —Mayor Larry Fournier will call the meeting to order.
Mayor Fournier called the meeting to order at 6:30 PM.

Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator and Ron Wagner, City Engineer.
Pledge of Allegiance, Mayor Fournier led in the Pledge of Allegiance.
2• Consider agenda approval
CM Struthers requested to add under Item 9. County Road 37 and Western Otsego. Mike
Robertson requested to add under 9.4. Snowmobiling on Parrish Avenue.
CM Wendel motioned to approve the agenda as amended. Seconded by CM
Scharber. All in favor. Motion carried.
3. Consider the followin minutes:
3.1. October 13 2003 City Council minutes
CM Struthers noted on page 3, should be second class buildings.
Mayor Fournier motioned adoption of the minutes as amended. Seconded by CM
Struthers. All in favor. Motion carried.
4. Open Forum (5 minute limit)
Tom Darkenwald, 7767 NE River Road, representing Clem Darkenwald and requesting a
Waiver of the one year extension timeline on Quaday Addition Final Plat application.
Council directed Mike Robertson to place this on the November 10, 2003 City Council
Agenda. Mayor Fournier also directed staff to have the recent letters from the
Darkenwalds on the next agenda.

5.1. Approve Claims List
5.2• Final Payment to W.B. Miller for $34,843.40 East of CSAH 42
CM Heidner motioned adoption. Seconded by CM Scharber.

7. Ron Wagner, City Engineer:
7.1. Construction Update
Ron Wagner said the 87`h Street and O'Brian Avenue reconstruction will start tomorrow.
7.2. Consider Lefebvre Creek Bids.
Ron Wagner went over the bids.
CM Struthers motioned to award the bid to Dennis Fehn Gravel & Excavating for
$132,810.00. Seconded by CM Wendel. All in favor. Motion carried.
C1VI Heidner motioned to approve the final payment of 5708.32 to Dennis Fehn
Gravel & Excavating for the 88`h Street drainage project. Seconded by CM
Struthers. All in favor. Motion carried.
8. Andrew MacArthur, Citv Attomev:
8.1. Nuisance Update.
Mike Robertson gave the update.
8.2. Adoption of Assessment Roll for 85`h Street Extension.
CM Scharber motioned to table to the November 10, 2003 City Council Meeting.
Seconded by CM Heidner. All in favor. Motion carried.
8.3. Adoption of Assessment Roll for Waterfront West.
CM Scharber motioned to table to the November 10, 2003 City Council Meeting.
Seconded by CM Struthers. All in favor. Motion carried.
9. Council Items:
9.1. East and West Sewer Plant Update
Mike Robertson went over letter from Bonestroo regarding the electrical contractor.
CM Struthers motioned to go with Option 1 demanding that EIM do the work as
bid. Seconded by Mayor Fournier. All in favor. Motion carried.
9.2. County Road 37.
CM Struthers stated that County Road 37 is a very dangerous road and has poor visual
and would like to see the Council go on record with the County Commissions that this
road needs to be upgraded with shoulders added.
CM Struthers motioned to send a letter to the Wright County Commissioners
requesting that County Road 37 be upgraded. Seconded by CM Heidner. All in
favor. Motion carried.
9.3. Western Otsego
CM Struthers said he read in the Monticello Times regarding the City of Monticello
annexing 10,000 acres of Monticello Township and suggested that Otsego should look at
the sections along its border. Mayor Fournier talked to the Monticello Township Clerk
who was asking for advice on preventing incorporation.
The Council directed Mike Robertson to check with the Township on a date to meet with
them.

9.4. Parrish Avenue Snowmobilin
Mike Robertson reported the Snowmobile Club will not have a trail on Parrish because
there is no way to get a snowmobile trail through the Waterfront West. He recommended
signage stating no snowmobiling on Parrish Avenue from County Road 39 to the
Mississippi River.
CM Struthers motioned to modify the section in the Snowmobile Ordinance
prohibiting snowmobiling on Parrish Avenue from the Mississippi Bridge to
County Road 39. Seconded by Wendel. All in favor. Motion carried.
10. Mike Robertson, City Administrator:
10.1. Approve Tree Grant Application
Mike explained the matching grant and suggested using it on the 85`h Street and Page
Avenue project. Minnegasco will match up to $2,500.00.
CM Heidner motioned to participate in the $2,500 matching grant with Minnegasco
for the Tree Grant Project. Seconded by CM Scharber. All in favor. Motion
carried.
CM Struthers also asked for staff to check on the number of false alarm calls.
11. Judy Hudson, City Clerk.

12. Adjourn by 10 PM.

carried.
