Mr. Brad Paumen, the developer, was present to represent the project. The first issues raised by the public focused on the impact of the project to the lots in the adjacent Mississippi Pines subdivision final platted in August 2000. Residents of Mississippi Pines were concerned that the new homes in Maple Hill would be visible from their neighborhood and about stormwater runoff. City staff responded that development of Maple Hill and the property owner's rights are no different today than when Mississippi Pines was subdivided just two years ago. Further, Maple Hill provides at least 50 feet of common open space between the lots of the two neighborhoods, so no compatibility issues are anticipated. Concerning stormwater drainage, the City Engineer is requiring ponding of sufficient size to ensure no point discharge from Maple Hill to surrounding properties. Although the Planning Commission did not direct any changes to the plat based on these comments, the Mr. Paumen said he would work with Mississippi Pines residents on building locations and screening issues separately. The second issue discussed concerned the realignment of Kadler Avenue. This project was suggested by our office as a traffic calming measure in response to frequent complaints about speeding on Kadler Avenue. The majority of area residents didn't believe that the realigned intersection would curb speeding and didn't want to be inconvenienced by needing to make an turn to reach CSAH 39. The Planning Commission decided that the potential traffic calming from the intersection would be minimal and was not worth the cost of realigning the street incurred by the applicant. As such, the Planning Commission recommends that Jansen Circle intersect existing Kadler Avenue at a 90 degree intersection to be aligned to minimize headlight glare for existing residences on the east side of Kadler Avenue. The Planning Commission closed the public hearing and voted 7-0 to recommend approval of the rezoning and the preliminary plat, subject to the conditions outlined below. The application is to be considered by the City Council at their meeting on 24 November 2003 at 6:30 PM. Decision 1 — Zoning Map Amendment A. Motion to approve a Zoning Map amendment rezoning the subject site from A-1 District to R -C District based on a finding that the request is consistent with the Comprehensive Plan. B. Farr Development Corporation for Kittredge Crossings 3rd and 4th Additions. Ms. Lucinda Gardner was present to represent the project along with the two builders for the project. There were no public comments. The Planning Commission discussion focused on the design of the two building types. For both projects, the Planning Commission discussed the City's standard practice of requiring distinct color packages within individual townhouse projects. The developer made a valid point that Kittredge Crossings is a unique development with smaller nodes of different townhouse projects. Thus, more uniform color schemes may be used in this case to create an identity for each individual townhouse project. The Planning Commission decided that the builders should bring back their planned color schemes for their projects for review by the Planning Commission and approval of the City Council prior to issuance of building permits. The second discussion item focused on the ten unit buildings proposed as part of the 4th Addition. The Planning Commission believed that the site design without the buildings in a straight line and the building design with varied roof and pitched roofs back from the street mitigated the ten unit size of the buildings. The Planning Commission was also supportive of the idea of allowing these two buildings to be constructed, recognizing that under the PUD future requests for 10 unit buildings may be denied if the end result proves undesirable. After closing the public hearing, the Planning Commission voted 7-0 to recommend approval of the 3`d Addition PUD Development Stage Plan and Final Plat. In a separate motion, the Planning Commission voted 6-1 to recommend approval of the 4th Addition PUD Development Stage Plan and Final Plat. Commissioner Thompson voted against recommending approval of the 4th Addition request based on the 10 unit buildings. The applications are to be considered by the City Council at their meeting on 24 November 2003 at 6:30 PM. CITY RECORDS RETENTION SCHEDULE City Clerk Hudson has pulled together all of the requirements of the State and the recommendations of the League of Minnesota Cities for making certain that we are maintaining our records properly. City Attorney MacArthur is currently reviewing the information to be sure we are up to date with legal requirements. CITY ORDINANCE CODIFICATION This is expected to be submitted to the City Council within the next month. 3 COMP PLAN UPDATE Update of the Comprehensive sewer service to the entire started preliminary work on Plan to plan for eventual community. Dan has already this. PARK PLAN UPDATE The Park Plan needs to be updated for the West Sewer District area. This could be done as part of the Comp Plan Update. ON STREET PARKING ORDINANCE We have had several requests to restrict on street parking, particularly in the new subdivisions. Staff will review other communities ordinances and present options to the Council. DOG ORDINANCE UPDATE The City Attorney has met with Council to review this ordinance and this project could be completed shortly. QUADAY AVENUE IMPROVEMENT Replace N of a mile of existing gravel road with a major collector road. MACIVER AVENUE IMPROVEMENT Replace two miles of an existing gravel road with a major collector road. OTSEGO CREEK IMPROVEMENT Begin the improvement of Otsego Creek from County Road 19 to the Section 30 wetland. NE WRIGHT COUNTY TRANSPORTATION PLAN This plan is -near completion. It will guide future transportation planning for Otsego, St. Michael, Albertville, and Wright County. WEST OTSEGO TRANSPORTATION PLAN As part of the Comp Plan update, staff will be updating the transportation plan for West Otsego. The City Engineer has already prepared a draft which the Council has reviewed. R PARRISH AVENUE DIKE REVIEW Working with the Army Corp of Engineers on their review of the Parrish Avenue dike. GASB 34 CONVERSION Gather the necessary information and convert the City's financial systems to met the federal mandate known as General Accounting Standards Board #34. WATER & SEWER RATE STUDY People Service is currently working on a rate study for our water and sewer system. They do this for free as part of their regular services. 0 COMPLETED PROJECTS FINANCIAL PLAN The Financial Plan was completed and reviewed by the Council in late 2002. Staff will update this plan on a yearly basis and present it for review early each calendar year. PARK CAPITAL IMPROVEMENTS PLAN This plan was submitted last year and was the legal basis for raising the City's Park & Trail fees. OTSEGO CREEK CULVERTS Costs for these culverts were determined and an Otsego Creek Fund has been set up and will be updated yearly as part of the Financial Plan. WEST OTSEGO REGIONAL PARK SITES Council and Park Commissioners have reviewed several sites for major community parks. The concepts discussed for these parks can be refined further as part of the Park Plan update. OTSEGO CREEK STORMWATER PLAN Council has approved the Otsego Creek Stormwater Plan. CITY HALL REMODELING City Hall remodeling based on accommodating building inspection and administrative personnel for the next few years has been completed. Council has reviewed remodeling concepts for accommodating either a police department or an expansion of existing services. WATER & SEWER BUDGET A water & sewer budget was submitted and reviewed by Council. People Service is currently doing a free rate study which they expect to present some time in the next few months. This may cause the budget to be revised. 0 f REVISION OF LIQUOR ORDINANCES The ordinances have been revised so that there are no longer public hearings required for renewals of every license. CITY IDENTIFICATION SIGNAGE COSTS The City Council examined cost estimates and decided not to spend the money except for the Waterfront sign. PARRISH AVENUE FLOODING GRANT The grant was not funded and the information we received from State and federal officials convinced us that they are not likely to ever fund it unless criteria drastically change. 7
