Special Joint City Council Meeting with Otsego
November 16, 2005
CALL TO ORDER ROLL CALL 7:00 P.M.
Pursuant to due call and notice a special joint meeting of the Otsego and St. Michael City Councils
was held on Wednesday, November 16, 2005, in the St. Michael City Hall Council Chambers at
7:00 p.m.
Present: St. Michael Mayor Jerry Zachman; Council Members Joe Hagerty, Dean Eggert, and Joe
Marx; Otsego Mayor Larry Fournier; Council Members Vern Heidner and Mark Thorsted; Otsego
City Administrator Mike Robertson; City Engineer Ron Wagner; St. Michael City Engineer Steve
Bot; Community Development Director Marc Weigle; and Administrative Assistant Diana Berning.
St. Michael Council Member Cindy Weston and Otsego Council Members Jessica Stockamp and
Dan Scharber were absent.
Call to Order
St. Michael Mayor Zachman called the meeting to order, declaring a quorum present.
City Updates
Weigle went over St. Michael City projects, including new home permit numbers, Highway 241,
the One-way Pair, the Comprehensive Plan Update, Town Center, future businesses, and the current
plan for the Downtown corner. A few questions were answered relating to road connections and
limiting the number of permits each year.
There was discussion on projects in Otsego and the amount of platted lots. Heidner spoke about the
sewer availability and said it limits the amount of lots that can be developed. There was discussion
on the development along CR19 and the lack of funding from Albertville for border road
improvements. Otsego Administrator Robertson briefly explained other Otsego projects, including
Highway 101, a downtown development, and a controlled intersection at County Road 37 and
Highway 101.
101 Highway Improvement - Local Financine
Otsego Engineer Wagner introduced the Highway 101 project and payment plans for it. MnDOT is
working hard and will hopefully be letting the project in spring 2006. MnDOT is planning to keep
the road at four lanes while it is under construction. There was discussion on other connecting
projects and what surrounding cities are planning.
STMA Future School Site
Weigle asked about the future school site, and gave a few possible options. One potential site is
north of 60`h Street in Otsego, and currently does not have sewer access. There was discussion on
whether Otsego would be willing to give up that property for the school and have Albertville
service it with sewer until St. Michael is able to. It would be hard to give up that residential land for
the school, but Otsego was willing to look into possible options. There was discussion on
Albertville's concerns with that area, including the increase in traffic.
Eggert asked about commercial development on the west side on CR 19. Otsego has had interested
developers and it will probably be developed within the next few years. There was also discussion
about the County's project of widening CR 19 to a five land road.

Naber Avenue Interchange Update
Otsego questioned where St. Michael was with the Naber Avenue Interchange project. Weigle said
the Preliminary Design and Environmental Assessment will hopefully be approved by next year.
Once everything is approved, the City will probably hold off for a few years, until other projects
within the City are completed and property owners near Naber Avenue are willing to sell.
Robertson asked about the funding, and whether MnDOT will help at all. There was discussion on
the new interchange in Monticello and where funding came for that. Otsego would be willing to
look at funding a portion of the Naber Avenue Interchange. The property around the interchange
for both cities is zoned industrial, which would work well.
Sewer Service in St. Michael, near Highway 101
Bot said that St. Michael still plans on servicing the area north of I-94 with sewer through Otsego.
He figured about 10,000 gallons a day would be the max needed. Wagner explained their plans for
sewer and possible build -out plans. Timeframes were discussed as to when sewer would be needed
for that area. The City will likely not pursue the option until residents begin requesting it.
Other
There was discussion on other projects in the area including, the large lot development on the north
side of Otsego, home occupations, the new Elk River elementary school, a new Otsego Public
Works Facilities, and Pelican Lake. (Hagerty out at 8:40 p.m.)
Future Meetings
Both City Councils agreed it had been a productive session and understand the importance of
communicating with each other. They left it up to the two City Administrators to set up the meeting
at an appropriate time within the next year or so.

There being no further business, Mayor Zachman adjourned the meeting at approximately 8:50 p.m.
