Chair Fournier called the Board of Review Meeting back to order at 6:31 PM, which was
continued from April 15, 2003.
Roll Call: Chair Larry Fournier; Board members: Vern Heidner, Virginia Wendel, Jerry
Struthers and Dan Scharber.
Staff Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator; Andrew MacArthur, City Attorney; Daniel Licht, City Planner and Ron
Wagner, City Engineer.
Approval of the April 15 2003 Board of Review Minutes
Chair Fournier asked that the minutes reflect Board Members rather than
Councilmembers.
Board Member Struthers motioned to approve the April 15, 2003 Board of Review
Meeting as amended. Seconded by Board Member Scharber. All in favor. Motion
carried.
Review of property.
The City Assessor, Pete Merges, reviewed the properties they visited.
Cindy and Kerry Samuelson

Mr. Merges said the house was built differently than what he thought and the basement is
50% finished rather than 75%. He recommended changing home value to $209,800.
Board Member Heidner motioned to lower the home value to $209,800. Seconded
by Board Member Struthers. All in favur. Motion carried.

Mr. Merges agreed this needs more depreciation since there needs to be a lot of work
done inside. He recommended lowering the value down to $107,100.
Board Member Heidner motioned to lower the home value to $107,100. Seconded
by Board Member Struthers. All in favor. Motion carried.

Richard Nichols

Mr. Merges said they looked at this property and gathered as many comps as they could
and they gave a copy of this to Mr. Nichols. They feel this property is not over valued
and treated the same as everyone else.
The Board of Review took no action.
Ebner property

Parrish Avenue.
Mr. Merges said they feel the property is valued correct. They are working with Gil
Ebner on the legal description and will let city staff know of any changes.
Close the 2003 Board of Review.
Board Member Heidner motioned to close the 2003 Board of Review. Seconded by
Board Member Scharber. All in favor. Motion carried.
