01-11-99 CCCITY OF OTSEGO WRIGHT COUNTY, MINNESOTA CITY COUNCIL MEETING 6:30 PM COUNCIL CHAMBERS OTSEGO CITY HALL JANUARY 11, 1999 1_ Mayor Larry Fournier will call meeting to order - Mayor Fournier called the January 11, 1999 City Council Meeting to order at 6:36 PM. a_ Pledge of Allegi nce Mayor Fournier led in the Pledge of Allegiance. Mayor Larry Fournier; Councilmembers: Mark Berning, Suzanne Ackerman, Virginia Wendel, Vern Heidner. Staff: Mike Robertson, City Administrator; Elaine Beatty, City Clerk/Zoning Administrator; Judy Hudson, Deputy Clerk/Treasurer; Jerry Olson, Building Official. Absent: Andrew MacArthur, City Attorney; Dan Licht, City Planner; Larry Koshak, City Engineer. Mayor Fournier swore in re-elected Councilmembers Suzanne Ackerman and Vern Heidner for a Four Year Term. 2. Consider agenda approval. Mayor Fournier requested the addition under Item of 5.3. Signing the Winter Fest Proclamation for the Park and Rec. Commission. CM Heidner motioned to approve the January 11, 1999 City Council Agenda as amended. Seconded by CM Ackerman. All in favor. Motion carried. 3. Consider Minutes- a- Regular Council Meeting of December 28, 1998 CM Berning motioned to adopt the minutes. Seconded by CM Wendel. All in favor. Motion carried. 4. Open Forum 4.1_ A. Jerry Olson, City Building Official - Discussion of adopting 1997 State Building Code - Jerry Olson recommended to the City Council that the 1994 Building Code Permit Fee Schedule and the 1997 State Uniform Building Code be adopted. Currently the City is using the 1994 UBC and the 1988 Fee Schedule. CM Berning motioned to adopt the 1994 Building Code Permit Fee Schedule and the 1997 State Uniform Building Code excluding decks and Ag. Buildings which will remain under the current schedule. All in favor. Motion carried. CM Heidner encouraged staff to work with the banks that are located in Otsego. The Council agreed. 6. Dan Licht, Cit, Planner. There were no planning items. 7. Larry Koshak. City Engineer. 7-1- Update on Well #2 The City Administrator, Mike Robertson, stated the development work of Well #2 is completed and the well will be pumped at about 475 GPM. S. Andrew MacArthur Attorney. There were no legal items. 9. Council Items: 9.1. City Administrator - update. a_ Discussion of Sewer & Water Right of Way Acquisition Process, Mike Robertson stated the Right -of -Way People are starting to contact the residents. b. Any other Administrative Business_ Mayor Fournier, CM Heidner and CM Wendel interviewed applicants for the Planning Commission prior to the Council Meeting. Additional interviewing for other commissions will take place prior to the January 25, 1999 City Council Meeting. The Council decided to appoint the members at the January 25th Council meeting. 9.3. Elaine Beatty. City Clerk - u da P_ Elaine had no updates. 9.4. Judy Hudson, Deputy Clerk - update" Judy had no updates. 9.5_ Consider Claims List for a})proval" CM Berning motioned to adopt the Claims List. Seconded by CM Ackerman. All in favor.
