ARE YOU SEEKING APPROVAL OF A CONTRACT? No BACKGROUNDMUSTIFICATION: IS A PUBLIC HEARING REQUIRED? Noticed for December 8, 2014. Annually, the Council reviews proposed fees to be adopted as part of the City Code for the upcoming year. City staff has outlined the adjustments to the fee schedule for 2015 in the attached draft. Items to note include: • Play Field Use: Ballfields and soccer field fees were added. • Water and Sewer Utility: The Municipal water and sewage rates were updated per Ordinance 2014-04. Bulk water monthly rental of $50 per month has been added. The water disconnect/reconnect at service value fee has been adjusted to add $75 for first hour plus costs incurred for additional time and materials. • Development Fees: Per the latest ENR index; the collector street access, storm water impact fees and park and trail fee in lieu of land dedication were adjusted. • Inspection Fee: The Biannual Fire Inspection (commercial, industrial and institutional uses) fee was removed to include language "No charge for the first inspection/ costs incurred for any other inspection." • Engineering: The GIS Data Entry was updated to remove escrow. New language $100/ac. • Public Works: The labor per employee has been adjusted to clarify $50/hour plus overtime per City Policy. • Documents: The schedule for documents has been adjusted to remove the Topography Maps and Data and the half section maps. City staff met to review the fees applicable to the Department of Building Safety. The table outlined in the current fee schedule for issuance of building permits was established by former Building Official Tim Rochel and has charges that differ from the schedule outlined in the 1997 Uniform Building Code that most cities utilize. City staff, including Building Official Loren Kohnen recommends using the fee schedule incorporated within the Uniform Building Code. The fee schedule is also expanded to include the list of flat fee permits issued by the Department of Building Safety. This includes a flat permit fee for window replacements, which has been only charged to contractors and not homeowners, but which City staff recommends be changed for both going forward for consistency. Finally, City staff is proposing to increase the required escrow for residential landscaping and list a separate escrow for driveways collected by the Department of Building Safety when the construction improvements are completed but the sod/seed, tree, grading certification, driveway and/or sidewalks are not complete, typically due to seasonal conditions.
