11-17-14 SCCSPECIAL CITY COUNCIL MEETING PRAIRIE CENTER NOVEMBER 17, 2014 Call to Order. Mayor Jessica Stockamp called the meeting to order at 5:35 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime, and Doug Schroeder. Absent: Councilmember Tom Darkenwald. Staff: Jordet, Administrative Services Director; Kurt Neidermeier, Utility Operations Supervisor, Ross Demant, Parks and Recreation Director, Kevin Lamson, Interim Streets Maintenance Supervisor and Tami Loff, City Clerk. 1. CIP. Parks and Recreation Manager Demant reviewed the Medium Duty Truck Rating System that was developed by City staff to determine the fitness of the vehicles and help to determine the criteria for replacement. He stated this is has been updated per the Public Works Subcommittee recommendations. CM Heidner said he thinks this is a good thing but stated he thought some of the individual rating sheets/summaries are low. CM Warehime questioned the rating scale. 1- 18; the criteria for each has not been determined. CM Heidner questioned the estimated repair cost of $1245 filled in on a majority of the summary sheets. Interim Streets Maintenance Supervisor Lamson said that is for routine maintenance. CM Heidner said we should already be doing this. CM Schroeder asked if the city has looked at a service agreement for some of those items. Interim Streets Maintenance Supervisor Lamson said no. The City Council agreed with the rating system and City staff will continue to make updates as they go. It was recommended to list the major repairs for each vehicle in the comment section of that vehicle summary form. There was discussion on the streets department being short by one person. The City Council thanked the PW staff for plowing and said they are doing a good job. Administrative Services Director Jordet distributed to the City Council the 2015 capital request information forms for Public Works and Parks and Recreation. Administrative Services Director Jordet reviewed the schedule of Capital Assets and alternative schedules for financing. It was agreed on schedule G which increases $40,000 per year through 2019.
