11-24-14 CCOTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER NOVEMBER 24, 2014 7:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 7:06 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder, Tom Darkenwald and Jason Warehime. Staff: Lori Johnson, City Administrator; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City Attorney; Dan Jordet, Administrative Services Director and Tami Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Special Presentation: Thank you certificates to the Boy Scouts for the Otsego Pumpkin Patch Event. The City Council and Parks & Recreation Manager Ross Demant presented certificates of appreciation to the Boy Scouts for their help with the Otsego Pumpkin Patch event. 2. Consider agenda approval. Mayor Stockamp requested to add item 6.1 Old City Hall Building- Use for Gifts Anonymous Program. CM Heidner motioned to approve as amended. Seconded by CM Schroeder. All in favor. Motion carried. 3. Consent Agenda. (Non -controversial items 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. November 10, 2014 Meeting. 3.3 Approve Code Enforcement Software with Hakanson-Midwest. 3.4 Motion to close City Hall for one hour December 18, 2014 for staff Holiday Party. 3.5 Approve Resolution 2014-76 Rescinding Assessment for unpaid Utility Bills. 3.6 Received Commission Minutes: A. September 15, 2014 Planning. B. October 14, 2014 Public Safety. C. October 14, 2014 Heritage Preservation. 3.7 Approve Resolution 2014-77 Employee Recognition Policy. CM Heidner motioned to approve as written. Seconded by CM Schroeder. All in favor. Motion carried. 4. Community Development: 4.1 Wilson: A. Sketch Plan Review of a proposed subdivision to create ten (10) single family lots (Including the existing single family dwelling.) City Planner Licht presented the staff report. Applicant, Bill Christian, Christian Builders, was present and said he agreed with the staff report. CM Heidner asked if it has been confirmed by the DNR that a boardwalk is needed. City Planner Licht said it would come back with the Preliminary Plat. CM Heidner motioned to approve a sketch plan for the property at 8600 Odean Avenue as outlined in the report dated November 14, 2014. Seconded by CM Darkenwald. All in favor. Motion carried 5-0. 5. Administration: 5.1 Investing Policy and Procedure. Administrative Services Director Jordet presented the policy. CM Darkenwald asked if this would affect the current budget or operating expenses. Administrative Services Director Jordet said no it does not. CM Darkenwald asked if this will affect the bond rating. Administrative Services Director Jordet said no. CM Heidner asked how much it will cost for the "trustee." Administrative Services Director Jordet said $50-100 base fee per month and about $45-50 fee per transaction. Mayor Stockamp asked who it would be. Administrative Services Director Jordet said usually a bank that has a trust division and he said City staff would bring back a recommendation. CM Darkenwald asked what insurance there is that this money is protected. Administrative Services Director Jordet said the law requires company to hold a federal security in the City's name. CM Warehime asked if the broker's fee will go up. Administrative Services Director Jordet said the brokerage fee should be the same rolled into the transaction itself. CM Heidner noted a typo in the Resolution, the fourth paragraph change to "begin" instead of "being". CM Heidner moved to adopt Resolution 2014-78 establishing an Investment Policy for the City of Otsego with correction of typo. Seconded by CM Schroeder. All in favor. Motion carried 5-0. 6. City Council Reports and Updates. 6.1 Old City Hall Building- Use for Gifts Anonymous Program. Mayor Stockamp said the Otsego Lions Club was contacted by CAER to take over the gifts anonymous program; for 2014 the Lions Club is looking for space the Saturday and Sunday before Christmas to store the gifts. She is wondering if the City would consider use of the Old City Hall Building for 2014 and for the 2015 year. Mayor Stockamp also said the Lions Club would be responsible for cleaning the building. CM Warehime agreed a good thing and stated his concern with the amount of bugs in the building and leaky roof, he wants to make sure the city is not responsible for damaged items. Mayor Stockamp said the roof does not leak and agreed the bugs are a problem and the Club would need to keep up on them. Otsego Lions Club President Bill Christian said the Lions Club is willing to do what is needed to clean up the facility and he thinks this is a good opportunity for the city. The City Council concurred to have the City Attorney draft an agreement for the December 8 meeting. 7. Staff Reports and Updates. No items. 8. Adjourn. CM Darkenwald motioned to adjourn.
