04-19-99 BRCITY OF OTSEGO BOARD OF REVIEW MEETING APRIL 19, 1999 6:30 PM OTSEGO CITY HALL 1 Mayor Larry Fournier will call the Board of Review Meeting to order. Mayor Fournier called the Board of Review to order at 6:30 PM. Mayor Fournier stated that the Board of Review is for property owners to discuss valuations and not the taxes. Roll Call: Mayor Larry Fournier; Councilmembers: Suzanne Ackerman, Virginia Wendel, Mark Berning, Vern Heidner. Staff: Mike Robertson, City Administrator; Elaine Beatty, City Clerk/Zoning Administrator; Judy Hudson, Deputy Clerk; Pete Merges, City Assessor. Also attending was Randy DesMarais, Assistant County Assessor. 2. Turn meeting over to Wright County Assessor and Pete Merges. City Assessor for brief comments. Mr. Merges also stated this meeting is for the purpose of discussing valuation. He went over his attached letter to the City Council addressing the areas of increases. Randy DesMarais stated any property inspections will be done Thursday, April 22. 6:36 PM Jeanette Carron 12860 83rd St. NE 118-500-202400 and 118-500-194102. Mrs. Carron was concerned with the differing amounts from the assessment cards and the actual property tax statements received. The assessors explained that not included on the assessment cards are any special assessments and solid waste charges. No Council action taken. Frank and Annick Muller 118-034-001030 8416 Oakwood Avenue NE Mr. Muller asked why his neighbor's taxes were so much lower than his. Pete and Randy compared the neighbor's property to the Mullers and the taxable amounts which were different than what the Mullers were told. No Council action taken. Rodney L. Bengtson and L. Wilder 118-026-001060 14340 89th St. NE Mr. Bengtson questioned the 10% valuation increase with no improvements. Pete and Randy went over the increase amounts which was only 5% rather than the 10%. At this point, since no one was here, Mike Robertson asked Mr. DesMarais about the valuations on outlots owned by the City located in Heritage Hills. Mr. DesMarais said the City should file an Exempt Document at the County. Michael J. and Tammi L. Day 118-066-004120 8240 Ochoa Court Mr. Day asked how is valuation determined. Pete explained he had down that their basement is finished for valuation of $20,200. The Days said the basement is not finished. CM Berning motioned to lower Property 118-066-004120 by $20,200 for a valuation of $148, 800 from $169,000. Seconded by CM Ackerman. All in favor. Motion carried. Eugene J. & Marlys A. Brennan 118-047-001030 7690 River Road NE Mr. Brennan asked why his valuation went up so much. Pete Merges explained how he follows the sales in Otsego and the State requires that he is from 90% to 105% of the Market Value. He went over Mr. Brennan's valuation which went up about 8% this year. No action taken. Jeffrey D & Cheryl Swenson 118-065-002040 14667 72nd St. NE Mr. Swenson asked about valuation. Pete went over his valuation and included in his valuation was a basement finish of $20,200. Mr. Swenson said his basement is not finished. CM Heidner motioned to lower Property 118-065-002040 by $20,200 because there is no basement finish. Seconded by CM Ackerman. All in favor. Motion carried. CM Heidner left at this point to attend the Planning Commission Meeting. Scott R. & Lisa M. Driscoll 118-060-003070 9362 Nason Court Mr. Driscoll said he paid $156,900 for his home and the EMV is $211,000. CM Ackerman motioned for the property at 9362 Nason Court be reviewed by the assessor on Thursday, April 22, 1999 at 10:30 AM. Seconded by CM Wendel. All in favor. Motion carried. Motion carried. On April 26, 1999, Mayor Fournier continued the Board of Review Meeting at 6:40 PM. The City Assessor, Pete Merges, viewed the property at 9362 Nason Court, 118-060- 003070 of Scott R & Lisa M. Driscoll. Mr. Merges recommended reducing the valuation to $156,900. CM Berning motioned to reduce the value of property 118-060-003070 to $156,900, from $211,000, for a difference of $54,100. Seconded by CM Heidner. All in favor. Motion carried. CM Heidner motioned to adopt the Board of Review Minutes including the addition of the April 26, 1999 Continuation of Board of Review minutes. Seconded by CM Berning. All in favor. Motion carried.
