04-26-00 BRCITY OF OTSEGO WRIGHT COUNTY, MINNESOTA BOARD OF REVIEW 6:30 PM OTSEGO CITY HALL APRIL 26, 2000 1 Mayor Larry Fournier will call the Board of Review Mee 'ng to order: Mayor Fournier called the Board of Review Meeting to order at 6:36 PM. Rol all: Mayor Larry Fournier; Councilmembers: Vern Heidner, Virginia Wendel, Mark Berning. Suzanne Ackerman arrived at 6:41 PM. Staff: Elaine Beatty, City Clerk/Zoning Administrator; Judy Hudson, Deputy Clerk. Assessors: Pete Merges, City Assessor; Randal DesMarais, County Assessor and Tony Rasmuson, Assistant County Assessor. 2. Turn meeting oyer to Randy DesMarais, Assistant Wright County Assessor for brief comment. Mr. DesMarais summarized that throughout the whole county there was a minimum 5% increase for all properties. Pole buildings and out -buildings went up from $1.00 to $1.50 per square foot. Additions to homes went up from 5 to 7%. Thc-re were 81 residential sales in Otsego in 1999. State law requires that valuations are between 90 and 110% for Market Values. Mr. DesMarais also reported that taxable values are steadying climbing in Otsego with agricultural increasing approximately 13% and overall for residential about 11%. The reason for these increases, he explained, is that there is a lot of sales activity with a strong demand and a weak supply. 3. City Assessor Pete Merges will give an overview of changes Pete Merges went over the attached handout he had prepared outlining the changes for the Year 2000 Assessments. CM Ackerman arrived at this point. Joe Koehn 118-053-004020 L2 B4 Antelope Park 14778 92nd Circle NE EMV $159,500. Mr. Koehn stated concern for the increase in valuation. Arlene and Loren Nagel 118-035-001020 L20, B2 Vasseurs Oak Grove Estates 3rd Addition 8102 Needham Ave NE EMV $91,000 The Nagels asked why the increase in valuation. Mr. Merges had comparable sales of other earth homes. No action taken Merlin Bode 118-058-001010 L 1 B 1 Bulow Estates 13555 95th St. NE EMV $87,600 Mr. Bode feels the valuation went up too much. Pete went over the valuation and stated the building valuation is $69,600 and lot value is at $18,000. No action taken. Jeffrey Krueger 118-134-001080 L8 B 1 Wokson Hills 16736 59th St. NE EMV $129,300 Phone: 428-3905 Mr. Krueger feels the valuation is too high. Pete reviewed stating the buildings went up $4,000 and land up $2,000. CM Berning motioned for the assessors to review Mr. Krueger's property on Tuesday, May 2, 2000 at 9:15 AM. Seconded by CM Heidner. All in favor. Motion carried. Elfrieda Lobeck 118-019-001040 L4 L5 B 1 Hylo Acres 14258 96th St. NE EMV $109,500 Ms. Lobeck stated that she feels the valuation is too high for her property. CM Berning motioned for the assessors to review Ms. Lobeck's property on May 2, 2000 at 9:45 AM. Seconded by CM Heidner. All in favor. Motion carried. Gerald and Barb Olejar 118-065-001090 L9 B 1 Lin Bar Estates 2nd Addition 7170 Ogren Avenue EMV $198,100 The Olejars stated the valuation is too high. Pete reviewed this valuation and announced the valuation went down from last year. No action taken John Simola 118-800-154404 9843 92nd Street NE EMV $142,900 Mr. Simola stated he hasn't done all the deferred maintenance since he last attended the Board of Review meeting in 1996. He has no problem with the land valuation but has with the building valuation. He did a comparison with his neighbors on the attached handout. Mr. Simola requested a reassessment. CM Heidner motioned for the assessors to review his house on May 2, 2000 at 10:30 AM. Seconded by CM Heidner. All in favor. Motion carried. David Schroeder 118-800-141303 10790 95th St. NE EMV $126,800 Mr. Schroeder expressed his valuation is too high. Pete went over his property's valuation - $41,300 for the land values of 2.5 acres and buildings went up $4,500 this year. No action taken. Guy Rowe 118-031-004020 14031 87th St. NE L2 B4 Vasseurs Oak Grove Estates EMV $105,600 The Rowe's feel the valuation is high. Pete went over valuation stating the land went up $3,000 and building up $4,000. No action taken. 5. Review any additional letters_ There were no letters.
