01-10-00 CCCITY OF OTSEGO WRIGHT COUNTY, MINNESOTA CITY COUNCIL MEETING 6:30 PM COUNCIL CHAMBERS OTSEGO CITY HALL JANUARY 10, 2000 1. Mayor Laay Fournier will call meeting to order: Mayor Fournier called the City Council Meeting to order at 6:30 PM. a_ RollCall: Mayor Larry Fournier; Councilmembers: Vern Heidner, Virginia Wendel. Mark Berning arrived at 6:33 PM and Suzanne Ackerman arrived at 6:42 PM. Staff: Mike Robertson, City Administrator; Judy Hudson, Deputy Clerk. Absent: Elaine Beatty, City Clerk/Zoning Administrator. b_ Pledge of Allegiance Mayor Fournier led in the Pledge of Allegiance. 2. Consider agenda approval" CM Heidner requested to remove Items 3.b. and c. from the agenda and place on the next EDA Meeting Agenda. CM Wendel requested to add under Item 9.1.c. Explanation of MSA Money and update on the Street Light at Country Roads 19 and 39. Mayor Fournier requested to add the following items: 7.3.1. MPCA letter of 12-28-99 and Permit; 7.3.2. Mike Robertson's letter dated 1-4-00 to the MN Dept. of Health; 9.1.c. Senator Ourada's letter dated 12-29-99; 9. Ld. Letter dated 1-3-00 from the City of Albertville; 9. Le. Economic Development Partnership of Wright County Two Year Plan. CM Heidner motioned to adopt the January 10, 2000 Agenda as amended. Seconded by CM Wendel. All in favor. Motion carried. 3. Consider Minutes: a. December 27, 1999 Regular Council Meeting Minutes. CM Berning motioned adoption. Seconded by CM Heidner. All in favor. Motion carried. b. December 16, 1999 EDA Meeting Minutes c. December 27. 1999 EDA Meeting Minutes. Items b. and c. were removed from the agenda. 4. Open Forum: No one appeared on Open Forum. Heidi Pepper stated she started as director for the Wright County Economic Development Partnership on July 1, 1999. She invited the City to join this partnership and went over their goals, advantages and benefits to the City. City Council Meeting of January 10, 2000, cont'd. Page 2. Council stated they felt the fee structure for membership should be based on a City's Industrial tax base rather than the 1990 population, and that is why they have not chosen to join the Partnership earlier. Alio, leads should be given to all cities whether they are a member or not since County tax dollars support this Partnership. . 5. Consent Agenda" 5.1. Larry Koshak, CityEn ineere Mike Robertson went over all the pay requests. CM Berning motioned to approve Payment No. 3 for $52,280.59 to Bauerly Brothers.. Seconded by CM Heidner. All in favor. Motion carried. 7.2_ Consider Pay Request #7 - Pumphouse #1 - EnComm Midwest for 122,377.06. CM Heidner motioned to approve Payment No. 7 to EnComm Midwest for $22,377.06. Seconded by CM Ackerman. Any Engineering Business 7.3. 1 MPCA Utter dated 12-28-99 and Permit, Mike Robertson went over the MPCA Letter and Permit, which is standard for sewer connections. 7.3.2. Januar; 4, 2000 letter written by Mike Robertson Mike went over his letter and also added that the Department of Health will require us to test the well every year. 8. Andrew MacArthur, CityAttorney: 8.1. Consideration of Wright -Hennepin Electric Billing Agreement Mike Robertson requested to have this issue on the next City Council Agenda since his contact person at Wright -Hennepin Electric is on vacation. 8.2. Seconded by CM Heidner. All in favor. b. Public Works Subcommittee Motion carried. Report, CM Ackerman reported they had gone over some of the Public Works expenses. CM Berning questioned if Public Works was preparing their department for the increase in road maintenance they will have with all the new developments. Mike responded a new Snow Plow Truck has been ordered and Dave Chase plans to keep Kenny Shierts as part- time employment and Curt Otterness on call for snow plowing. Any other Council Business_ 9.1 _C_ Senator Ourada's letter of 12-29-99 Mayor Fournier motioned for the City Administrator to draft a letter to Senator Ourada stating the City supports a sales tax repeal for municipalities. Seconded by CM Ackerman. All in favor. Motion carried. D. Letter from City of Albertville CM Berning suggested to hold off meeting with Albertville until Otsego's Engineer gives the Council more information and costs on us providing our own services to the triangle area. D Economic Development Partnershipof f Wright Cou= Mayor Fournier suggested to refer to the EDAAC for a recommendation if the City should join the Partnership and what would Otsego get out of being a member. CM Berning motioned for the City Administrator to draft a letter to each County Commission objecting that Public Funds are given to the Wright County Economic Development Partnership. Seconded by Mayor Fournier. All in favor. Motion carried. The Council agreed not to send this to the EDAAC 9.2_ Mike Robertson, Citi Administrator - update: a Consider Pay Request #8 - Gridor Construction - Wastewater Treatment Plant --$99,331. Mike reported the Contractor only has the finishing work to complete. CM Berning motioned to approve Pay Request No. 8 to Gridor Construction for $99,331. Seconded by CM Heidner. All in favor. Motion carried. h_ January 6. 2000 letter to Elk River Star News Mike went over his letter. The Star News is currently doing a regular page in their newspaper for the City of Zimmerman and would like to do the same for Otsego. c. Street Lights CM Wendel stated the Street Light for Country Road 19 and 39 hasn't been decided on yet and will continue to follow through on this. Mike Robertson reported he has received a complaint from the neighbor by the Treatment Plant. It appears that kids are using the Treatment Plant's driveway for a "hang out" which is causing problems. The neighbor would like to see a street light installed. The Council discussed installing a gate and directed the City Administrator to check into and bring back costs. Mike also reported that there is no plan at this time to install a street light at 85th and Odean. The Council directed him to get costs for installing one there and bring this information back. Elaine was not in attendance. 9.4_ Consider Claims List for approval- CM p roval_CM Berning motioned to accept the Claims List as presented. Seconded by CM Ackerman. All in favor. Motion carried.
