01-24-00 CCCITY OF OTSEGO WRIGHT COUNTY, MINNESOTA CITY COUNCIL MEETING 6:30 PM COUNCIL CHAMBERS OTSEGO CITY HALL JANUARY 24, 2000 1. Mayor Larry Fournier will call meeting to order: Mayor Fournier called the City Council meeting to order at 6:30 PM. a. Roll all: Larry Fournier, Mayor; Councilmembers: Virginia Wendel, Suzanne Ackerman, Vern Heidner, Mark Berning. Staff. Mike Robertson, City Administrator; Elaine Beatty, City Clerk/Zoning Administrator; Judy Hudson, Deputy Clerk; Dan Licht, City Planner; Larry Koshak, City Engineer. 2. Consider agenda approval, (Deletions or additional CM Wendel requested the following items be added: 9.c. Community Rec. Report, EDAAC Meeting Report and River Rider Meeting Report. Mayor Fournier requested to add: Item 7.6. Letter from Pheasant Dreams, 9.1. Letter from School District 728 requesting a meeting. CM Wendel motioned to approve the Agenda as amended. Township 121, Range 23, Wrighto un y Minnesota Property is zoned R-2 Residential (arge Lot) and located on Packard Avenue between 81 ST and 82ND Streets- Request is as follows% A. Conditional Use Permit o allow relocation of an existing home. Dan Licht presented the Planner's Report. The applicant had no comment. CM Berning motioned to adopt the Conditional Use Permit to allow the relocation of an existing manufactured single family dwelling to 8132 Packard Avenue subject to the five (5) conditions listed in the Findings of Fact. Seconded by CM Heidner. All in favor. Motion carried. 6.2. Any Other Planning Business Dan Licht reported the Planning Commission approved a Conditional Use Permit for AJE Mining Permit, applicant is Tony Emmerich and site is located by Water Tower No. 1. Application will come before Council when more information is provided by applicant. 7. Larry Kosha , City Engineer - 7.1. Southwest — . gle Study Larry Koshak went over his report. CM Berning motioned to proceed with the two foot contour mapping of the land located south of I-94 and the Water, Sanitary Sewer and Drainage Study for a cost of $18,300. Financing for this is for one-half to come out of the Council Contingency Fund and the other half from the Public Works Fund to be determined by the Public Works Sub -committee. Seconded by Mayor Fournier. Voting For the Motion: Mayor Fournier, CM Berning Voting Against the Motion: CM Wendel, CM Ackerman, CM Heidner Motion failed three (3) to two (2). CM Wendel stated she wants to meet with the City of Albertville before authorizing the study. Dan Licht said for studying planning issues in this area, his cost would be approximately $1,300. CM Heidner motioned to authorize the City Engineer to get the two (2) foot contour mapping. Seconded by CM Ackerman. Voting For the Motion: CM Wendel, CM Heidner, Mayor Fournier, CM Ackerman. Voting Against the Motion: CM Berning. Motion carried four (4) to one (1). The Council agreed to get contours and to wait until after these are received to meet with Albertville. The funding for this is half out of the Council Contingency Fund and half out of the Public Works Sub -committee. 7.2. Water Meter Quotes CM Berning motioned to accept the low bid from RMR Services for the Hersey Meter, AY MacDonald Brass Water Meters at $250.33 each. Seconded by CM Wendel. All in favor. Page 3. 7.3_ Preliminary Report for Storm Water Drainage Slay in Northeast Section of North Mississippi District Larry Koshak handed out the Trunk Storm Water Facilities Study for the East Commercial Area of the North Mississippi Watershed District to be discussed at the January 31, 2000 City Council Workshop. 7.4. Proposed Revision to Ordinance 24 and Associate Assessment Policies Mr. Koshak said this Revision and Policy should also be reviewed by the City Attorney and discussed with him at the January 31, 2000 Council Workshop. 7.5. Joint Utility Trench Ordinance Mayor Fournier motioned to direct the City Administrator to initiate a Joint Utility Trench Ordinance working with the City Attorney. Seconded by CM Wendel. All in favor. Motion carried. 7.6. AnyFnginneerin'g Business Larry Koshak said he met with the Country Engineer today at the Monticello Township Hall regarding the intersection of County Roads 118 and 37 and also regarding the relocation of Jaber Avenue access. They will be sending the City a copy of a plan for further discussion at the January Workshop. 7.6_a. January, 2000 letter from Pheasant Dreams Tnc Mayor Fournier asked the City Engineer to stay for the Closed Meeting to discuss this with the City Attorney. 8.1- Any Legal Busi�- Business.There was no Legal 9. Meeting CM Wendel reported on the Community Rec. Meeting. 9.1_d. River Rider CM Wendel reported the River Rider Board is currently drawing up By-laws. Voting on the proposed By-laws will be by communities who are donating money to River Rider. 9.1.e. EDAAC Meeting CM Wendel reported only two members attended and therefore, no quorum. Mayor Fournier and the City Council agreed to have the Park Commission review the current Park and Trail Dedication Fees. City Council Meeting of January 24, 2000, cont'd. Page 4. Any AdminiS rator Business Mike reported the EDAAC Signs were broken off by the heavy winds recently. Public Works will put them back up in the Spring. Mike and Dan Licht met with resident Mike Day today, who is looking at locating his business in Otsego. Mike also said he heard from the Star News that they plan on serving all of Otsego with the Newspaper. Wright - Hennepin Electric has agreed to all of the changes in the Meter Reading and Billing Contract. The Final Draft will be in the next City Council Agenda Mike also informed the Council he had recently attending the Rogers Chamber of Commerce Meeting. 9.3. Elaine Beatty,City Clerk - update Elaine said that she and Judy Hudson are starting to plan for the Year 2000 Elections. 9.4. Judy Hudson.Deputy Cityr'1�uda e Judy reported she is starting to line up vendors for the May 6, 2000 Clean Up Day. 9.5_ Consider Claims List for approval_ CM Berning motioned to adopt the Claims List as presented. Seconded by CM Ackerman. All in favor. Motion carried. Andrew MacArthur arrived at 9 PM. CM Heidner motioned to close meeting. Seconded by CM Ackerman All in favor. Motion carried.
