L Mayor Larry Fournier will call meeting to order:
Mayor Fournier called the City Council Meeting to order at 6:32 PM.
a. Roll Call: Mayor Larry Fournier; Councilmembers: Virginia Wendel,
Suzanne Ackerman, Vern Heidner and Mark Berning.
Staff: Elaine Beatty, City Clerk/Zoning Administrator; Judy Hudson, Deputy City Clerk,
Dan Licht, City Planner; Larry Koshak, City Engineer.
Absent: Mike Robertson, City Administrator and Andrew MacArthur, City Attorney.
b. Pledge of Allegiance
Mayor Fournier led in the Pledge of Allegiance.
2. Consider agenda approval. (Deletions or additionsl
Mayor Fournier requested to add under Item 7.3. Albertville Sewer Plant EAW, add under
Item 6.3. Snowmobile Complaints, add under Item 9.1.c. City Administrator's Memo of
February 8, 2000 on HRUA Proposed Permit.
CM Ackerman motioned to table all agenda items until the next City Council Meeting.
Motion died for lack of second.
CM Ackerman motioned to adopt the February 14, 2000 City Council Agenda as
amended. Seconded by CM Berning. All in favor. Motion carried.
3. Consider Minutes:
a. January 24. 2000 - Regular Council Meeting Minutes
CM Berning motioned adoption. Seconded by CM Wendel. All in favor. Motion
carried.
b. January 31, 2000 - Council Workshop Minutes
CM Berning motioned adoption. Seconded by CM Ackerman. All in favor. Motion
carried.

Dan Licht presented the Planner's Report.
CM Berning motioned to approve the Conditional Use Permit to allow accessory
retail sales and open sales/display within an I-3 District at 5600 Queens Avenue NE
subject to the six conditions listed in the Findings of Fact. Seconded by CM
Heidner. All in favor. Motion carried.
6.3. Any Other Planning Business
a. Snowmobiles complaints
Mayor Fournier stated he and City Staff have received a lot of complaints on
snowmobiles.
It was suggested to contact the Snowmobile Club for advertising their trails and
encourage all to follow the rules.
7. Larry Koshak,CityEngineer:
7-1- Hand out of revised Stormwat .r Drainage_ Report for the East Commercial
Area of the North Mississippi Watershed District.
The Council would like to have the ability to change options as long as the goals of the
study are kept. They also requested to know how much money is in each Water Shed
Fund. The Council also wants a statement that rates are to be guided by the Engineering
Construction Index to account for inflation. The Council also directed changes in Tables
1, 4 and 7 which Mr. Koshak will do.
7.2. Handout the updated version of the Roadway Management Plan
Mr. Koshak went over the Roadway Management Plan.
7.3 Any other Engineering Business
a. Albertville's EAW
Mayor Fournier motioned to direct staff to prepare a comment on Albertville EAW
to the MPCA, including any Engineering concerns, that Albertville continues
sharing costs of the Otsego Creek clean up and for the MPCA to copy Otsego their
reports. Seconded by CM Wendel. All in favor. motion carried.

Larry Koshak said the quote for the Year 2000 topography for the triangle area was
misquoted and is approximately $1,200 more than quoted.
The Council directed him to hold off ordering the topography until the Council meets with
Albertville.
Mr. Koshak also discussed the penalty payment for the Water Tower project. The City
should get back $7,730 from Change Order #1. The Council directed Larry Koshak to
ask for the $7,730 and the acceptance date would start from the date the Water Tower
gets water.

Mayor Fournier set March 9, 2000, 7 PM, at Otsego City Hall for discussing sewer issues.

Seconded by CM Ackerman. All in favor. Motion carried.
