has been working with this one for quite awhile. They clean up for awhile then bring it all
back in.

A RESOLUTION APPROVING AN INCREASE IN THE TAX LEVY
WHEREAS, the Minnesota State Legislature has
enacted a law which requires local governments to
adopt a resolution approving a tax increase when
their tax levy increases from one year to the next;
and,
WHEREAS, the City of Otsego's tax levy was $838,883
in 2000;
WHEREAS, the City of Otsego's preliminary tax levy
for 2001 is proposed to be $877,787;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF OTSEGO, MINNESOTA:
1. That the higher tax levy for 2001 is hereby
authorized by the City Council. The City Council
reserves their right to lower the 2001 tax levy by
its Truth -in -Taxation public hearing on Monday,
December 4, 2000 at 6:30 p.m. The City Council
takes this action tonight because it is mandated by
state law to do so by October 20, 2000.

BACKGROUND
At the City Council meeting on August 28, 2000, the consideration of the applications for
Comprehensive Plan Amendment, rezoning, PUD -CUP and preliminary plat for
development of a single family/townhouse project on 34 acres southwest of CSAH 42 and
85th Street was tabled. The Planning Commission had recommended approval of the
applications subject to 17 conditions following a public hearing. The City Council tabled
the request to allow the applicant an opportunity to revise their plans to address these
outstanding issues. Staff met with the applicant on August 30, 2000 to discuss necessary
modifications to the plans. The applicant has revised the development plans and
resubmitted them for review on September 11, 2000.

ANALYSIS
Subdivision Design. The applicant has modified the subdivision design to address
previous concerns with the street layout and placement of structures within the project.
The revised plans provide for two public street accesses to 85' Street, with the majority
of the townhouse units being served by private streets, which intersect the public streets.
The extension of 83rd Street from the adjacent Country Ridge subdivision has been revised
to discourage through traffic as directed.

The applicant has also revised the placement of structures within the subdivision design
to address problems with building orientation, setback conformance and crowding. The
single family unit at the corner of 85"' Street and the west public street has been replaced
with a 6 -unit structure, which we believe is more appropriate for this location. The revised
layout is a significant improvement in that many of the units back up to a central open
space and theat the different units types are more clustered together with similar units.
Lot Requirements. The revised subdivision design has two more units than the most
recent design, but is 14 units less than originally proposed. The subdivision now includes
16 single family lots that meet or exceed the R-4 District minimum requirements of 12,000
square foot lot area and 75 foot lot width. The breakdown of townhouse units and lot area
requirements is shown below.

Based upon the number of proposed units and lot area per unit requirements, the
townhouse element of the project must be at least 18.9 acres in size. The area devoted
to the townhouse project is 23.77 acres or 6,237 square feet per unit. This area is equal
to a density of 6.98 units per acre, which is consistent with the City's guidelines for
medium-high density housing outlined by the Comprehensive Plan. The present plan is
more dense than previous plans which ranged from 5.2 to 6.2 units per acre. However,
the higher density is offset by the better site design presented on the current plans.
Setbacks. Applicable setback requirements of the R-4 District have been illustrated on
the preliminary plat. The revised plans also indicate a required 65 foot setback from 85"'
Street and CSAH 42 due to their functional classification designations by the
Comprehensive Plan. The townhome structures are all setback 35 feet from local public
street rights-of-way and 25 feet from the back of private streets. The 25 foot setback from
a private street is the absolute minimum necessary to allow vehicle parking in the
driveways in front of the units while protecting visibility. There is also adequate area
between the townhouse structure based upon the previous elevations and current site
design (no additional information on building design was provided).
Streets. Again, the applicant has provided two public street accesses to 85I' Street and
revised the extension of 83'd Street to discourage through traffic from this project to the
west. The design of the public streets right-of-way and sections must be consistent with
the requirements of the Engineering Manual, subject to approval of the City Engineer.

The private streets intended to serve the majority of the townhouse units are 28 feet wide
back to back, or five feet narrower than a public street. The private streets also include
a traffic circle, which is a common traffic calming device in the eastern U.S. and England.
The traffic circle directs traffic in a one-way pattern around the intersection, with
intersecting streets yielding right-of-way. The traffic circle concept works best with a two
lane circle where the outside lane functions as a turn lane and the inside lane as a through
way. Given the low traffic volume that may be expected however, the 19 foot street width
may be acceptable, subject to further comment from the City Engineer.
With the reduced width of the street and without the public right-of-way, the cross section
distance from structure to structure across the street is reduced. Because the reduced
street width does not allow for on -street parking, the revised plans provide 75 guest
parking stalls. The 75 stalls is equal to .45 stalls per unit, or 8 stalls less than the ratio
suggested by the Planning Commission and City staff. However, the stalls that are
provided are well located and should be sufficient to meet peak demands.
Landscaping. The applicant has provided a revised landscape plan based upon the
current site plans and previous comments. The revised landscape plan includes a
includes a good variety of types of trees and shrubs. An issue with the project is the
provision of adequate screening at the perimeter of the site to minimize traffic and higher
land use impacts. The relocation of the power line easement to the north and east edge
of the project along 85' Street and CSAH 42 limits the height of plantings that can be
proposed at these boundaries.
The single rows of proposed trees and shrubs along 851 Street and CSAH 42 are spaced
20 to 40 feet apart. Providing two staggered rows of more intensive plantings with
maximum spacing of 15 to 20 feet would provide a more complete screen between the
street and the back of the proposed townhomes, especially on the eastern boundary of the
site.
We would also recommend that the landscaping to be installed within the traffic circle be
revised. The traffic circle has the potential to be an attractive focal point and should
therefore be planted more intensively and formally. The landscaping of the traffic island
should include a variety of shrubs and perennials to provide variety and color.
Grading and Easements. The subject parcel is to be included in the LeFebvre Creek
watershed district and will be responsible for an impact fee related to the City's planned
improvement project. The preliminary plat does not illustrate required drainage and utility
easements at the perimeter of the single family lots as required by the Subdivision
Ordinance. As with other townhouse projects, drainage and utility easements will be
required over all of the common space outlots. Finally, the City needs to finalize an
easement along the southern property line that provides service to the pumphouse
building. This easement should be dedicated as part of the preliminary plat. All grading,
drainage and easement issues are subject to review and approval of the City Engineer.

Park and Trail Dedication. The applicant is dedicating Outlot A to the City for
development of a future neighborhood park. The parcel is larger than on the previous
submission, with a current size of 1.96 acres. The configuration of this parcel is sufficient
to accommodate the facilities being considered by the Parks and Recreation Commission
for this park, which is intended to complement existing facilities at Otsego Elementary. As
the proposed dedication is less than required by the Subdivision Ordinance, the balance
of the applicant's park dedication requirements will need to be accounted for as a cash fee
in lieu of land.
LeFebvre Easement. There is a 40 foot wide easement within the City's trail corridor on
the west edge of the project. The easement provided for access to the LeFebvre land to
the south of the subject site. Under an agreement with the LeFebvre Trust, this easement
is to be terminated with development of the subject parcel. Termination of the easement
agreement should be acknowledged as part of any plat approval.
Development Contract. Upon approval of these applications and a final plat, the
applicant must enter into a development contract with the City and pay all fees and
securities. The development contract must also include provisions for a homeowners
association to ensure ongoing property maintenance of the townhouse common areas.
CONCLUSION AND RECOMMENDATION
As outlined in our previous report of August 15, 2000, the proposed development plan is
consistent with the intent of the Comprehensive Plan for the subject parcel. A transition
is being provided between existing unsewered residential areas to the west of the subject
parcel to the traffic and industrial uses planned to the east of the subject site. The
proposed development also serves to further broaden the housing choices within the
community to include alternatives to single family dwellings.
Overall, the project is consistent with the performance standards outlined by the Zoning
and Subdivision Ordinance. The revised plans also addresses the more subjective
concerns identified by the Planning Commission and City Council regarding the design
and function of the development plan.
Provided the City Council takes action to approve the necessary Comprehensive Plan and
Zoning Map amendments, which are policy issue that we do not provide recommendations
for, we would recommend approval of the requested PUD -CUP for townhouse
development and Stonegate Estates Preliminary Plat as outlined below.

Decision 1 - Comprehensive Plan Amendment
A. Motion to approve a resolution amending the Comprehensive Plan such that the
uses indicated on the Land Use Plan mirror the proposed development plan based
upon a finding that the request is consistent with the following policies:
Whenever possible, changes in types of land use shall occur either at the
center or rear, mid -block points so that similar uses front on the same street,
or at borders of areas separated by major man-made or natural barriers.
(Policy Plan, p. 39)
Transitions between distinctly differing types of land uses shall be
accomplished in an orderly fashion which does not create a negative impact
on adjoining developments. (Policy Plan, p. 39)
A balance in the availability of quality housing choices throughout the City
shall be maintained.
B. Motion to deny the requested Comprehensive Plan amendment based upon a
finding that the request is inconsistent with the Comprehensive Plan. (A specific
finding or policy supporting denial of the application should be cited.)
C. Motion to table the application. (specific direction should be provided to the
applicant and/or City Staff regarding additional information to be presented.)
Decision 2 - Zoning Map Amendment
A. Motion to approve an Ordinance amending the Zoning Map to designate the parcel
within the R-4 and R-6 Zoning Districts as illustrated by the development plan
based upon a finding that the action is consistent with the policies of the
Comprehensive Plan (see above).
B. Motion to deny the requested Zoning Map amendments based upon a finding that
the request is inconsistent with the Comprehensive Plan. (A specific finding or
policy supporting denial of the application should be cited.)
Decision 3 - PUD -CUP Concept Plan and Preliminary Plat
A. Motion to approve a PUD -CUP Concept Plan and preliminary plat of Stonegate
Estates based upon the current plans and information received to date, subject to
the following conditions:
Approval of the preliminary plat shall not guarantee access to sanitary sewer
service. The City shall only guarantee sanitary sewer service to approved
final plats with signed contracts or through a financial commitment for such
services to assure the City of timely development.

2. The separation between individual townhouse structures shall be at least
one-half the sum of adjacent building heights.
3. The design of all public and private streets is subject to review and approval
of the City Engineer.
4. The landscaping plan is revised to eliminate proposed plantings within Outlot
A, provide two staggered rows of plantings spaced not more than 20 feet on
center along 85th Street and CSAH 42 and provide a more formal landscape
treatment within the traffic circle, subject to City Staff approval.
5. Park and trail dedication requirements are satisfied through combination of
cash fee in lieu of land and dedication of Outlot A subject to review and
approval of the Parks and Recreation Commission and City Council.
6. The subject parcel shall be included within the LeFebvre Creek Watershed --
District, subject to applicable impact fees. All grading, drainage, utility and
easement issues are subject to review and approval of the City Engineer.
7. The 40 foot easement conveyed to the John LeFebvre Loving Trust in the
agreement dated April 16,1990 is terminated.
8. Upon approval of a final plat, the applicant shall enter into a development
contract with the City, provide documentation of a homeowners association
and pay all fees and post required securities, subject to review and approval
of the City Attorney.
9. Comments of other City Staff.

A RESOLUTION AMENDING THE COMPREHENSIVE PLAN - LAND USE PLAN MAP
TO ALTER THE DESIGNATION OF LAND USES SUGGESTED FOR PROPERTY
PROPOSED TO BE DEVELOPED AS STONEGATE ESTATES PRELIMINARY PLAT
BASED UPON THE SUBMITTED DEVELOPMENT PLAN.
WHEREAS, the property in question ("the property") is legally described by
attached Exhibit A; and,
WHEREAS, the property is within the Sanitary Sewer Service District established
by the 1998 Comprehensive Plan Update; and,
WHEREAS, the approximate west half of the property is guided for low density
residential uses and the approximate east half of the property is guided for medium and
high density residential land uses; and,
WHEREAS, the developer has submitted a preliminary plat and PUD -CUP
development application consisting of single family and townhouse uses, and,
WHEREAS, the developer is requesting an amendment of the Comprehensive Plan
Land Use Plan Map such that the guided land uses generally mirror that of the proposed
development plan; and,
WHEREAS, the planning reports dated August 15, 2000 and September 20, 2000
prepared by the City Planner, Northwest Associated Consultants, Inc., are incorporated
herein; and,
WHEREAS, the comments from the City Engineer, Hakanson Anderson Assoc.,
Inc., dated August 18, 2000 are incorporated herein; and,
WHEREAS, the Otsego Planning Commission conducted a public hearing at their
regular meeting on August 21, 2000 to consider the application, preceded by published
and mailed notice. Upon review of the application and evidence received, the Otsego
Planning Commission closed the public hearing and recommended by a 7-0 vote that the
City Council approve the Comprehensive Plan amendment based on the finding that the
action would be consistent with the policies of the Comprehensive Plan.
WHEREAS, the City Council tabled consideration of the application at their meeting
on August 28, 2000 to allowthe applicant an opportunity to address the outstanding issues
identified by the Planning Commission as part of their recommendation.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
OTSEGO THAT; the request to amend the Comprehensive Plan Land Use Plan Map to

Findings of Fact
& Decision
Applicant's Name: Tollefson Development, Inc.
Request: Consideration of a Zoning Map amendment to rezone property located at the
southwest quadrant of CSAH 42 and 851 Street from A-1 District to R-4 and R-6 District to allow
for development of single family and townhouse uses of the Stonegate Estates Preliminary Plat.
City Council Meeting Date: 28 August 2000
Findings of Fact: Based upon review of the application, the recommendation of the Planning
Commission and evidence received, the City Council of the City of Otsego now makes the
following findings of fact:
The legal description of the property is described by attached Exhibit A.
2. The 34.2 acre property lies within the Sanitary Sewer Service District and is guided for low
density and medium to high density residential land uses by the 1998 Comprehensive Plan
Update.
3. The property is zoned A-1, Agricultural Rural Service District; The applicant is requesting
the property be rezoned to R-4, Residential Urban Single Family District and R-6, Low
Density Multiple Family District to allow for development of the preliminary plat entitled
"Stonegate Estates"; Single family uses and townhouse uses are permitted uses of the R-4
and R-6 Districts, respectively.
4. The Planning Commission and City Council must take into consideration the possible
effects of the Zoning Map amendment with theirjudgement based upon (but not limited to)
the criteria outlined in Section 20-3-2.F of the Zoning Ordinance.-
A.

A. The proposed action's consistency with the specific policies and provisions of the
official City Comprehensive Plan.
Finding: The Comprehensive Plan calls for development of a range of urban
housing options addressing the lifecycle needs of the City including single family and
townhouse units, which supplement the City's existing housing stock consisting
almost exclusively of large lot single family dwellings. The location of single family
and townhouse elements of the project are generally consistent with the intent of the
Comprehensive Plan's Land Use Plan. The following policies may be cited in support
of the proposed use:
Whenever possible, changes in types of land use shall occur either at the
center or rear, mid -block points so that similar uses front on the same street,
or at borders of areas separated by major man-made or natural barriers.
(Policy Plan, p. 39)
Transitions between distinctly differing types of land uses shall be
accomplished in an orderly fashion which does not create a negative impact
on adjoining developments. (Policy Plan, p. 39)
A balance in the availability of quality housing choices throughout the City
shall be maintained.
B. The proposed use's compatibility with present and future land uses of the area.
Finding. The proposed uses have been anticipated by the Comprehensive Plan as
a transitional area at the edge of the Sanitary Sewer Service District. The proposed
single family lots are intended to be a transition between the existing large lot
dwellings to the west and planned medium-high density and industrial uses adjacent
to CSAH 42. The existing trail corridor further separates the proposed development
from existing residences.
C. The proposed use's conformity with all performance standards contained in the
Zoning Ordinance (i.e., parking, loading, noise, etc.).
Finding: The proposed development plan will be required to be consistent with all
applicable performance standards.
D. The proposed use's effect upon the area in which it is proposed.
Finding: Development of the subject project represents infill of a vacant parcel within
the Sanitary Sewer Service District. As the development provides a transition
between large unsewered residential lots and planned medium-high density and
industrial uses, no negative impacts are anticipated.
E. The proposed use's impact upon property values of the area in which it is proposed.
Finding: Although no study has been completed, the proposed use is not anticipated

THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
Section 1. The official Zoning Map of the Otsego Zoning Ordinance is hereby
amended to change the zoning classification of the property described by attached Exhibit
A(the "property").
Section 2. The portion of the property described by attached Exhibit B is hereby
rezoned from an A-1, Agricultural -Rural Service District designation to an R-4, Residential -
Urban Single Family District designation.
Section 3. The potion of the property described by attached Exhibit C is hereby
rezoned from an A-1, Agricultural -Rural Service District designation to an R-6, Residential -
Low Density Multiple Family District designation.
Section 4. The Zoning Administrator is hereby directed to make appropriate
changes to the official Zoning Map of the City of Otsego to reflect the change in zoning

Request: Consideration of preliminary plat for development of single family residential lots and
townhouse units platted in a unit and base lot configuration by Planned Unit Development -
Conditional Use Permit entitled Stonegate Estates.
City Council Meeting Date: 28 August 2000
Findings of Fact: Based upon review of the application, the recommendation of the Planning
Commission and evidence received, the City Council of the City of Otsego now makes the
following findings of fact:
1. The legal description of the property is described by attached Exhibit A.
2. The 34.2 acre property lies within the Sanitary Sewer Service District and is guided for low
density and medium to high density residential land uses by the 1998 Comprehensive Plan
Update.
3. The property is zoned R-4, Residential Urban Single Family District and R-6, Low Density
Multiple Family District; Single family uses and townhouse uses are permitted uses of the
R-4 and R-6 Districts, respectively.
4. Section 20-17-10 of the Zoning Ordinance requires that townhouse units intended for
owner occupancy be platted in a unit and base lot configuration by Planned Unit
Development.
5. The Planning Commission and City Council must take into consideration the possible
effects of the PUD -CUP allowing with theirjudgement based upon (but not limited to) the
criteria outlined in Section 20-4-2.F of the Zoning Ordinance:
A. The proposed action's consistency with the specific policies and provisions of the
official City Comprehensive Plan.
Finding: The Comprehensive Plan calls for development of a range of urban
housing options addressing the lifecycle needs of the City including single family and
townhouse units, which supplement the City's existing housing stock consisting
almost exclusively of large lot single family dwellings. The location of single family
and townhouse elements of the project are generally consistent with the intent of the
Comprehensive Plan's Land Use Plan. The following policies maybe cited in support
of the proposed use:
Whenever possible, changes in types of land use shall occur either at the
center or rear, mid -block points so that similar uses front on the same street,
or at borders of areas separated by major man-made or natural barriers.
(Policy Plan, p. 39)
Transitions between distinctly differing types of land uses shall be
accomplished in an orderly fashion which does not create a negative impact
on adjoining developments. (Policy Plan, p. 39)
A balance in the availability of quality housing choices throughout the City
shall be maintained.
B. The proposed use's compatibility with present and future land uses of the area.
Finding. The proposed uses have been anticipated by the Comprehensive Plan as
a transitional area at the edge of the Sanitary Sewer Service District. The proposed
single family lots are intended to be a transition between the existing large lot
dwellings to the west and planned medium-high density and industrial uses adjacent
to CSAH 42. The existing trail corridor further separates the proposed development
from existing residences.
C. The proposed use's conformity with all performance standards contained in the
Zoning Ordinance (i.e., parking, loading, noise, etc.).
Finding: The proposed development plan will be required to be consistent with all
applicable performance standards.
D. The proposed use's effect upon the area in which it is proposed.
Finding: Development of the subject project represents infill of a vacant parcel within
the Sanitary Sewer Service District. As the development provides a transition
between large unsewered residential lots and planned medium-high density and
industrial uses, no negative impacts are anticipated.
E. The proposed use's impact upon property values of the area in which it is proposed.
Finding: Although no study has been completed, the proposed use is not anticipated
to negatively impact area property values as it is consistent with the Comprehensive
Plan and applicable development regulations.

Decision: Based on the foregoing information and applicable ordinances, the requested PUD -
CUP concept plan and Preliminary Plat of Stonegate Estates is hereby approved based on the
most current plan and information received to date, subject to the following conditions:
Approval of the preliminary plat shall not guarantee access to sanitary sewer service. The
City shall only guarantee sanitary sewer service to approved final plats with signed
contracts or through a financial commitment for such services to assure the City of timely
development.
2. The separation between individual townhouse structures shall be at least one-half the sum
of adjacent building heights.
3. The design of all public and private streets is subject to review and approval of the City
Engineer.
4. The landscaping plan is revised to eliminate proposed plantings within Outlot A, provide
two staggered rows of plantings spaced not more than 20 feet on center along 85`h Street
and CSAH 42 and provide a more formal landscape treatment within the traffic circle,
subject to City Staff approval.
5. Park and trail dedication requirements are satisfied through combination of cash fee in lieu
of land and dedication of Outlot A subject to review and approval of the Parks and
Recreation Commission and City Council.
6. The subject parcel shall be included within the LeFebvre Creek Watershed District, subject
to applicable impact fees. All grading, drainage, utility and easement issues are subject
to review and approval of the City Engineer.
7. The 40 foot easement conveyed to the John LeFebvre Loving Trust in the agreement dated
April 16,1990 is terminated.
8. Upon approval of a final plat, the applicant shall enter into a development contract with the
City, provide documentation of a homeowners association and pay all fees and post
required securities, subject to review and approval of the City Attorney.

The Planning Commission reviewed the concept plans submitted for division of two lots
from the Roden and Weidenbach properties northeast of CSAH 19/80th Street. The
summary of the Planning Commission member's comments were that they appreciated
what the property owners were trying to accomplish, but were concerned about the long
term implications for resubdivision of the access corridor and extension of future streets.
The consensus of the members was that they would not support a rezoning/plat application
based upon the submitted concepts.
Staff explained at the meeting that under the previous 1:40 density allowance, property
owners could subdivide parcels along existing/new streets in clusters, including transfer
of development rights from a back 40 to a front parcel. The present Comprehensive Plan
would allow for this same approach, as well as subdivision of large acreage parcels that
would absorb an entire property. The Comprehensive Plan was not specific as to howthe
density allowances for the rural areas would be permitted to be utilized either as clusters,
large tracts or combination thereof. This maybe a topic for further discussion between the
Planning Commission and City Council.
However, an overriding concern with any rural subdivision is that it does not prelude future
resubdivision that may be possible with urban services. Further, rural subdivisions may
not create a barrier for the future extension of streets and utilities. Given that subdivisions
are permanent and the resulting lots subject to transfer, these considerations are critical
whether the area is likely to develop in one, ten or thirty years. This is the main issue with
the proposed subdivision concepts in that there is no feasible resubdivision of the 2500
foot access corridors and these same corridors would prevent the extension of future north
south streets/utiliites between the Roden and Weidenbach properties.

A possible alternative to the subdivision concepts presented by the property owners would
be to provide access from the west, off of Kadler Avenue where the Weidenbach property
has 250 feet of frontage. This approach would lessen the distance back from the main
street of the lots and make possible larger "square" lots. However, a public street would
be necessary off of Kadler such that both buildable lots would have the minimum required
frontage to a public street. City policy has always been that subdivisions will be allowed
only when the requirements of the Zoning Ordinance and Subdivision Ordinance may be
complied with, including the construction of necessary streets to serve proposed lots. The
property owners could do a cluster of lots in this area, using the sale of other building sites
to offset the cost of a street. This suggestion is offered for discussion only and is not a an
endorsement from our office at this time.
The submitted subdivision concepts will be discussed by the City Council at their meeting
on September 25, 2000. Again, because no formal zoning/subdivision application has
been submitted, this item is for discussion only.

This item is being placed again on the council agenda for consideration to
release the payment to the contractor. We are not aware of any changes
that would warrant release as of this writing.
Item 7.2 Discussion on future Page Avenue (between 79th and 82nd Street).
We are requesting that the city consider receiving quotes for the rough
grading of Page Avenue between 79th Street & 81St Street. (See exhibit)
The plats have been approved on either side of this section of street.
Pheasant Ridge 1St 2nd and 3rd Additions and Crimson Ponds 1St 2nd and
3rd Additions.
There are several reasons the City needs to grade this section to
accommodate utilities and infrastructure.
The storm sewer line from a pond in Pheasant Ridge 2nd Addition needs to
discharge into a pond in Crimson Ponds 2nd Addition. If the pipes are
installed in the present condition, they will be exposed and unsupported by
trench placement. These facilities need to be covered with about 4 feet of
soil, which is required in the location at the crossing.
Wright -Hennepin and Qwest both have major crossings. Wright -Hennepin
would be able to loop 3 phases throughout the 78th Street area
development if a crossing is made at 81St Street at the correct elevation
and location.
If a digging cuts the electric power line now in the area, every house would
be out of power. If the loop can be made, then the additional phase will
allow for most of the area to remain in service.

As with the telephone, Qwest has installed a major crossing at Palmgren
Ave. and Page Ave. to allow for the telephone system to serve the majority
of the homes should an accident occur if the line is cut. They also need to
install at the correct grade and location.
The area shown is a fill section and one of the sources of soils material is
a stockpile at the intersection of 78th Street & Page Ave., of which the City
has ownership. The rest of the material would need to come from the north
of Page Ave. south of 85th Street. We are in the process of determining if
we have adequate source of material to bring up the grade between 79th
Street and 81St Avenue.
We recommend that the City allow us to receive quotes for the rough
grading. At least one contractor would be available to do this work this
fall, and more maybe also available as other projects start this fall.
The cost of this work would come from the road access fees or possibility
from State Aid fund. We believe the work would be under $50,000,
therefore quotes would be sufficient in this case.

2. Attached is a Manufactures 2000 Week Resolution for Council to consider.

Whereas: Manufacturing has the largest total payroll of any business
sector in Minnesota. Providing $18 billion in 1998 wages, and
Whereas: Manufacturing produces $28.3 billion for the state economy and
is the second largest single share (18.9%) of our gross product, and
Whereas: Manufacturing exports brought nearly $9.2 billion into the Minnesota
economy in 1999, and
Whereas: Manufacturing provides high skill, high wage jobs which
significantly contribute to Minnesota's high standard of living
and economic vitality; and
Whereas: Manufacturing contributed nearly $232 million in corporate income
taxes in Minnesota, more than any other business sector, about 30%
of total corporate income taxes in 1999:
