04-23-01 CCCITY OF OTSEGO CITY COUNCIL MEETING APRIL 23, 2001 COUNCIL CHAMBERS OTSEGO CITY HALL 6:30 PM 1. Mayor Larry Fournier will call the meeting to order. Mayor Fournier called the meeting to order at 6:30 PM. Roll Call: Mayor Larry Fournier; Councilmembers: Virginia Wendel, Vern Heidner, Jerry Struthers and Suzanne Ackerman. Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator; Dan Licht, City Planner, Ron Wagner, City Engineer, Andrew MacArthur and City Attorney. Pledge of Allegiance: Mayor Fournier led in the Pledge of Allegiance. 2. Consider agenda approval. CM Wendel requested to add under Item 9.1. Consideration of planting shrubs at City Hall. Mayor Fournier requested to move Item 8 to after Item 9.2 and add 9.c. Discussion of Snowmobile Ordinance Workshop of April 24, 2001. CM Heidner motioned to adopt the agenda as amended. Seconded by CM Wendel. All in favor. Motion carried. 3. Consider the minutes of April 9 2001 CM Wendel motioned to accept the minutes as written. Seconded by CM Struthers. All in favor. Motion carried. 4. Open Forum: No one appeared on Open Forum. 5. Consent A enda. A. Approve Claims. B. Resolution 2001-13 calling the 1991 Bonds on August 1 2001 for early payment. CM Heidner motioned adoption of the Consent Agenda. Seconded by CM Ackerman. All in favor. Motion carried. 6. Dan Lich ts_City Planner: 6.1. Conditional Use Permit (CUP) to allow a Commercial Riding Stable within an A-1 District at 12301 95`' St. Greg and Linda Kreuser, applicants. Mr. Licht presented the Planner's Report. Ron Wagner asked for a manure management plan. The applicant, Greg Kreuser, said that most of the manure would be hauled off the property. Larry Koshak, City Engineer: 7.1. 2001 Roadway Update. Ron Wagner went over his update to the Otsego Roadway Manual. Mayor Fournier set Thursday, May 10`h at 4 PM as a Council Workshop with the City Engineers to review the Roadway Management Plan. 7.2. 88`h Street - Resolution approving Plans & Specs/Authorization to advertise. Ron Wagner reviewed the Resolution. CM Heidner motioned adoption of Resolution approving plans and specifications and ordering advertisement or bids with modifying the date to May 29`h. Seconded by Cm Ackerman. All in favor. Motion carried. 7.3. Groundwater Monitoring Ron Wagner went over the results. These monitoring wells are only 20 feet deep and most residents have deep -water wells. 7.4. Discussion of Frontage Road for commercial area in the Tom Thumb area. Ron Wagner went over his report. Mike Robertson said Dave Chase received a cost estimate for a temporary fix of $16,000 and feels the road would last 2 to 3 years. The property owners were invited to this meeting to express their opinions. These business owners, Rudy Thibodeau, Dr. Gilgenbach, Patricia Ringler, Mike from Majestic Rainbow all agreed they will be hooking up to sewer and water most likely in the near future and all of them prefer just the temporary fix for now. After a discussion the Council asked for more information and details of the patch estimate before making a decision. 7.5. Any other Engineering Business. Mike Robertson gave a brief update on stormwater problems as outlined in his attached memo. 9. Council Items: A. Update on MnDOT Corridor Studies, Hwy 101 and I-94. Mike went over his memo of April 18, 2000. Mayor Fournier also gave a report on his committee, which looks at the entire 101-169 corridor from Rogers to Garrison. B. Discussion of the West Sewer Plant. Mayor Fournier noted that the Sewer subcommittee has had several meetings regarding provision of sewer to the 1-94 area due to the growth in the surrounding area. Mayor Fournier went over the information Ted Field of Bonestroo outlined in his attached letter. After discussion the Council took the following action: CM Heidner motioned to direct Bonestroo to proceed with Step 2. The Engineering Report describing the proposed treatment plant using 300,000 gpd as a starting point. Seconded by CM Ackerman. All in favor. Motion carried. City Council Meeting of April 23, 2001.
