Re: Proposed Prepayment of 1991 Improvement Bonds
We have reached a call date on the 1991 Improvement
Bonds and Gary Groen and I are proposing that the City
call the bonds. Calling the bonds means paying them
off early. I have enclosed information from Juran &
Moody along with a resolution that must be passed to
call the bonds. As the information explains, by
calling the bonds, the City will save a total of
$4,687.50 in interest costs.
At this point we have $57,837.37 in the 1991 Bond Fund
which we will use to pay the bonds off. The fund will
be in deficit temporarily, but there are still
approximately $42,000 in assessments that will be
coming in for the next two years which will bring it
into a positive balance.

Here is the Resolution Calling the 1991 Bonds on August 1, 2001. Please have the
City complete the time, attendance, and motion details for the resolution and then the
City Clerk needs to sign the last page. After the resolution has been passed, the City
Clerk will need to notify the Bank of the action by sending a letter with the 2"d page
attached, Notice of Call for Redemption. The letter needs to be delivered to the Bank
by May 1 t to meet the 90 -day notice requirement for calling the bonds.
For the money side of the transaction, currently there is a total of $75,000
outstanding with an August 1t payment due of $25,000 principle and $4,687.50 of
interest @6.25%. By calling the bonds on August 1s', the City will save the interest
that would have been paid of $3,125.00 in 2001 and $1,562.50 in 2002, for a total
savings of $$4,687.50.
To recap the actions necessary to call the bonds on August 1 st:
1) City Council passes resolution on April 23d.
2) City Clerk notifies Bank by letter prior to May 1 st.

Improvement Bonds of 1991, of which, bonds maturing on August 1, 2001, $75,000 still remain
outstanding; and
B. All of said bonds maturing on August 1, 1997 through 2002, are subject to redemption, in
whole or in part, and prepayment at the option of the City on August 1, 1996, and on any payment date
thereafter at 100% plus accrued interest, all as provided in the resolution of the City authorizing the

C. The City deems it desirable and in the best interest of the City to call $50,000 of the

Please be advised that the Planning Commission held a public hearing at their meeting on
April 16, 2001 to consider the above request.
Comments received from the public included questions as to whether riders will use CSAH
39, the experience of those involved with the program, and whether the use would be
considered a home extended business. Responses from the applicant or staff on these
issues were that riding will be entirely on site, the applicants have extensive experience
in animal husbandry and medical therapy, and that as an agricultural use, the operation
would not be considered a home extended business. Several persons also spoke in
support of therapeutic horseback riding programs and the applicant's request.
The Planning Commission discussed the location of the proposed riding arena and its
potential impact to adjacent properties. The location of the building will not effect the
ability of adjacent properties to divide at densities allowed by the Comprehensive Plan.
To mitigate the size of the building, the Planning Commission recommended that a tree
line be provided along the west property line where the building will have the greatest
exposure.
After closing the public hearing, the Planning Commission voted 7-0 to recommend
approval of the conditional use permit application. Findings of fact consistent with this
recommendation are attached for review by the City Council. This application will
considered at the City Council meeting on April 23, 2001 6:30 PM.

Findings of Fact: Based upon review of the application, the recommendation of the Planning
Commission and evidence received, the City Council of the City of Otsego now makes the
following findings of fact:
The legal description of the property is described by attached Exhibit A.
2. The 10 acre property lies within the Agriculture Preserve and is guided for agricultural land
uses by the 1998 Comprehensive Plan Update.
3. The property is zoned A-1, Agricultural Rural Service District; Commercial stables are
allowed within this District as a conditional use.
4. The Planning Commission and City Council must take into consideration the possible
effects of the condition use with their judgement based upon (but not limited to) the criteria
outlined in Section 20-4-21 of the Zoning Ordinance:
A. The proposed action's consistency with the specific policies and provisions of the
official City Comprehensive Plan.
Finding: The subject property is within the northern portion of the Agricultural
Preserve and planned for continued agricultural uses. Commercial riding stables are
considered to be an agricultural use and would therefore be consistent with the
direction of the Comprehensive Plan, subject to applicable performance standards.
B. The proposed use's compatibility with present and future land uses of the area.
Finding. Existing uses surround the subject site are predominately agricultural fields
except for a 10 acre residential parcel immediately to the east and four five -acre
parcels with residential uses fronting Mason Avenue. The area surrounding the
subject parcel is presently zoned A-1 District, including the adjacent residential uses,
and planned to continue at the same or similar intensity. Provided that the applicable
performance standards for commercial stables are met, the use on the western
portion of the lot will likely be compatible.
C. The proposed use's conformity with all performance standards contained in the
Zoning Ordinance (i.e., parking, loading, noise, etc.).
Finding: The use will be required to conform to the specific performance standards
for commercial stables outlined in Section 20-26-5 of the Zoning Ordinahce.
D. The proposed use's effect upon the area in which it is proposed.
Finding: As an agricultural use within an area planned for such uses, the commercial
stable should not cause any negative impacts, subject to applicable performance
standards.
E. The proposed use's impact upon property values of the area in which it is proposed.
Finding: Although no study has been completed, the proposed use is not anticipated
to negatively impact area property values.
F. Traffic generation by the proposed use in relation to the capabilities of streets
serving the property.
Finding: The property has access to CSAH 39, which is designated as a principal
arterial by the Comprehensive Plan. This roadway should have adequate capacity
to accommodate the proposed use, which is limited in intensity due to the number
of potential horses that can be stables on the property.
G. The proposed use's impact upon existing public services and facilities including
parks, schools, streets, and utilities and its potential to overburden the City's service
capacity.
Finding: The proposed use is not anticipated to negatively impact the City's service
capabilities.
5. The planning report dated 11 April 2001 prepared by the City Planner, Northwest
Associated Consultants, Inc., is incorporated herein.
6. The Otsego Planning Commission conducted a public hearing at their regular meeting on
16 April 2001 to consider the application, preceded by published and mailed notice. Upon
review of the application and evidence received, the Otsego Planning Commission closed
the public hearing and recommended by a 7-0 vote that the City Council approve the
conditional use permit based on the aforementioned findings.
Decision: Based on the foregoing information and applicable ordinances, the requested
conditional use permit is hereby approved based on the most current plan and information
received to date, subject to the following conditions:
1. The use is operated in conformance with Section 20-26-5 of the Zoning Ordinance.

2 The maximum number of horses that may be stabled on the subject property at any time
shall be ten (10) animals.
3. The 2,016 sq. ft. pole barn is to be used to shelter the animals and no horses are to be
stabled within the riding arena.
4. The City Building Official shall inspect the existing pole barn to determine if it is in good
condition and suitable for sheltering animals.
5. Manure is to be stockpiled or applied in conformance with Section 20-27-10 of the Zoning
Ordinance and the applicant is to provide a manure management plan, subject to review
and approval of City Staff.
6. Access to CSAH 39 is subject to review and approval of Wright County and adequate
surfaced off-street parking areas are provided.
7. A landscape plan providing for a tree line along the west property line is to be provided and
installed, subject to review and approval of City Staff.

to consider the above referenced application.
The only comment was from Tom Constant, who is a member of the Otsego Parks and
Recreation Commission, regarding the impact of the lot split on the snowmobile trail that
crosses the property. This issue is particular to the lot split and not the rezoning question
being considered. Staff will follow-up on the matter as part of the administrative
subdivision process.
The Planning Commission had no further comments or questions regarding the request.

following findings of fact:
1. The legal description of the property is described by attached Exhibit A.
2. The 36.9 acre property lies within the Agriculture Preserve and is guided for future
agricultural land uses by the 1998 Comprehensive Plan Update.
3. The property is zoned A-1, Agricultural Rural Service District; The applicant is requesting
the property be rezoned to A-2, Agricultural Long Range Urban Service District to establish
additional development rights allowed by the Comprehensive Plan for the purpose of
creating one new residential lot.
4. The Planning Commission and City Council must take into consideration the possible
effects of the Zoning Map amendment with their judgement based upon (but not limited to)
the criteria outlined in Section 20-3-2.17 of the Zoning Ordinance:
A. The proposed action's consistency with the specific policies and provisions of the
official City Comprehensive Plan.
Finding: The subject property is within the Agricultural Preserve established by the
Comprehensive Plan. This area anticipated continued agricultural activities with
some allowance for rural residential use until such time as City approved sanitary
sewer and water service may be available. The Comprehensive Plan allows a
maximum density of four units per forty acres for parcels with public street frontage
and one unit per forty acres for parcels without public street frontage. Within the
Zoning Ordinance, the A-2 District is intended to implement the allowance of rural
residential development at four units per forty acres, whereas the A-1 District is more
restrictive one unit per forty acres for preservation purposes.
The subject site is 36.9 acres in size. There are no existing residential dwellings on
the property, but it is deed restricted from a previous division. Therefore no
additional building rights exist under the present A-1 District zoning. Under the
guidelines of the Comprehensive Plan, however, as many as three additional
building rights may be established by rezoning to A-2 District.
The proposal to rezone the subject site to A-2 District in order to allow for one new
residential lot to be created (at this time) is consistent with the intent of the
Comprehensive Plan to allow a minimum level of rural residential development that
may compatibly exist with agricultural activities.
B. The proposed use's compatibility with present and future land uses of the area.
Finding. The proposed rezoning will allow for creation of one and possibly more
residential lots at a density of four units per forty acres with street frontage. This
level of development is consistent with the rural character of the area, which is
expected to continue until such time as City approved sanitary sewer and water
services may be available.
C. The proposed use's conformity with all performance standards contained in the
Zoning Ordinance (i.e., parking, loading, noise, etc.).
Finding: The proposed division of one lot from the subject property can be processed
by the Zoning Administrator pursuant to Section 2 of the Subdivision Ordinance.
Although the subdivision is to be processed as a separate application and is not be
considered as part of this request, the following performance standards apply to the
anticipated minor subdivision request.
• Access. The proposed lot is to access off of Mason Avenue, which is
classified as a local street by the Comprehensive Plan. The width of the
access to Mason Avenue from the subject property must be in accordance
with the standards of the Engineering Manual, Standard Plate 109.
• Lot Area. The minimum lot size within the A-2 District is one acre in
accordance with Section 20-52-6.A.1. The proposed lot measures 1.87
acres, which is large enough to provide for a building site within required
setbacks and two septic drainfield sites.
• Lot Width. Section 20-52-6.A.2 of the Zoning Ordinance requires that lots
within the A-2 District must have at least 150 feet of frontage to a public
street, measured at the front setback line. The proposed lot is 244 feet wide.
• Lot Depth. Within the A-2 District, lots must be at least 150 feet deep as
required by Section 20-52-6.A.3. The proposed lot is 334 feet deep.
• Setbacks. The required setbacks are 35 feet front, 30 feet on each side yard
and 50 feet in the rear yard. The proposed house location meets these
setback requirements.
• Feedlot Setbacks. Section 20-27-9 of the Zoning Ordinance requires that
new residential lots be setback at least 1,000 feet from the facility. There are
no registered feedlots within 1,000 feet of the subject property or the
proposed lot.
• Utilities. Subdivision of lots to be served by individual septic systems must
demonstrate that the soils can support on-site systems and the survey must
identify primary and secondary drainfield sites.
• Drainage and Utility Easements. Section 21-7-15 of the Subdivision
Ordinance requires that a 10 foot drainage and utility easement be
established at the perimeter of the proposed lot. The need for any additional
drainage and utility easements are subject to review and approval of the City
Engineer.
Park and Trail Dedication. Section 21-7-18 of the Subdivision Ordinance
requires dedication of land for parks and trails as part of requests to subdivide
and develop property. As the City is not have plans for establishment of
parks or trails effecting the subject property, a cash fee in lieu of land is
required. The present cash fee is $1,075 per lot created. This cash fee in
lieu of land is to be paid at the time the administrative subdivision is
processed.
D. The proposed use's effect upon the area in which it is proposed.
Finding: The requested rezoning is not anticipated to have any negative effects to
the area in which it is proposed as it is within the guidelines of the Comprehensive
Plan.
E. The proposed use's impact upon property values of the area in which it is proposed.
Finding: Although no study has been completed, the proposed use is not anticipated
to negatively impact area property values.
F. Traffic generation by the proposed use in relation to the capabilities of streets
serving the property.
Finding: The proposed use resulting from the rezoning is not anticipated to generate
traffic beyond the capabilities of this street.
G. The proposed use's impact upon existing public services and facilities including
parks, schools, streets, and utilities and its potential to overburden the City's service
capacity.

Finding: The proposed use is not anticipated to have a negative impact to the City's
service capacity as it is within the scope of development anticipated by the
Comprehensive Plan.

The Planning Commission held a public hearing at their meeting on 16 April 2001 to
consider the above referenced application.
Comments from the public focused on the allowed density for the project, with most
commenting that the City should consistently apply the four units per 40 acre standard
outlined in the Comprehensive Plan. Another issue mentioned by the public was
protection of the existing natural areas within the project, which do require a conservation
plan. Other comments included wether any type of fencing would be provided between the
proposed trail and CSAH 39. This issue was made subject to further review.
The Planning Commission discussion included possible changes to address density and
lot suitability issue and the width of the trail corridors. The applicant indicated that they
would review changes to the plat to meet the density allowances for the parcel, but asked
that consideration be given to a narrower trail corridor. This issue was left for discussion
by the Parks and Recreation Commission.
Following discussion and closing of the public hearing, the Planning Commission voted
7-0 in separate motions to recommend approval of the Zoning Map amendment and the
PUD-CUP/Preliminary Plat. Findings consistent with these recommendations are attached
and will be considered by the City Council at their meeting on April 23, 2001 at 6:30 PM.

create with the provision of four units per forty acre density with street frontage.

Finding. The subject property is surrounded by agriculture or rural intensity uses, as
well as Prairie Park on its southeast corner. The proposed hobby farm development
is likely to be consistent with these existing uses and the planned continued
agricultural character of the area.
C. The proposed use's conformity with all performance standards contained in the
Zoning Ordinance (i.e., parking, loading, noise, etc.).
Finding: The project will be required to conform with all applicable performance
standards of the Zoning and Subdivision Ordinance.
D. The proposed use's effect upon the area in which it is proposed.
Finding: The proposed use is of a rural intensity and character that is consistent with
the area in which it is proposed.
E. The proposed use's impact upon property values of the area in which it is proposed.

Nashua Avenue, across the north portion of Prairie Park/City Hall.

parks, schools, streets, and utilities and its potential to overburden the City's service
capacity.
Finding: The proposed use is not anticipated to have a negative impact to the City's
service capacity as it is an intensity anticipated by the Comprehensive Plan.

hobby farm uses at the boundary of the rural and urban service areas, which is
generally Nashua Avenue. In that this property is within the northeast corner of the
Agriculture Preserve and planned for continued agricultural use, the proposed
development is consistent with the opportunities the Comprehensive Plan sought to
create with the provision of four units per forty acre density with street frontage.
B. The proposed use's compatibility with present and future land uses of the area.
Finding. The subject property is surrounded by agriculture or rural intensity uses, as
well as Prairie Park on its southeast corner. The proposed hobby farm development
is likely to be consistent with these existing uses and the planned continued
agricultural character of the area.
C. The proposed use's conformity with all performance standards contained in the
Zoning Ordinance (i.e., parking, loading, noise, etc.).
Finding: The project will be required to conform with all applicable performance
standards of the Zoning and Subdivision Ordinance.
D. The proposed use's effect upon the area in which it is proposed.
Finding: The proposed use is of a rural intensity and character that is consistent with
the area in which it is proposed.
E. The proposed use's impact upon property values of the area in which it is proposed.
Finding: Although no study has been completed, the proposed use is not anticipated
to negatively impact area property values.
F. Traffic generation by the proposed use in relation to the capabilities of streets
serving the property.
Finding: The property currently has access to CSAH 39. One issue discussed during
the Comprehensive Plan process was that developers would not be allowed to
extend cul-de-sac streets to back -forty parcels in order to obtain development rights.
As this property extends over 3,500 feet back from CSAH 39, the applicant has
addressed this issue by proposing to construct a full rural section City Street to
Nashua Avenue, across the north portion of Prairie Park/City Hall.
G. The proposed use's impact upon existing public services and facilities including
parks, schools, streets, and utilities and its potential to overburden the City's service
capacity.
Finding: The proposed use is not anticipated to have a negative impact to the City's
service capacity as it is an intensity anticipated by the Comprehensive Plan.
5. The planning report dated 11 April 2001 prepared by the City Planner, Northwest
Associated Consultants, Inc., is incorporated herein.
6. The engineering review dated 13 April 2001 prepared by the City Engineer, Hakanson
Anderson Associates, Inc., is incorporated herein.
7. The Otsego Planning Commission conducted a public hearing at their regular meeting on
16 April 2001 to consider the application, preceded by published and mailed notice. Upon
review of the application and evidence received, the Otsego Planning Commission closed
the public hearing and recommended by a 7-0 vote that the City Council approve the
request based on the aforementioned findings.
Decision: Based on the foregoing information and applicable ordinances, the requested PUD -
CUP and Preliminary Plat is hereby approved based on the most current plan and information
received to date, subject to the following conditions:
1. The preliminary plat is revised to have not more than ten (10) buildable lots consistent with
the "4 per 40" development allowance guided by the Comprehensive Plan.
2. Access to CSAH 39 is subject to review and approval of Wright County and the location
and design of all local street is subject to review and approval of the City Engineer.
3. Keeping of horses shall be allowed on all lots subject to the provisions of Section 20-26-4.B
and the following:
a. The maximum number of horses stabled on each lot may not exceed one
horse per acre or ten horses, which ever is least.
b. Shelter equal to 100 square feet of area per horse is required.
C. Manure stockpiling and application is regulated by Section 20-27-10 of the
Zoning Ordinance. A manure management plan for the project shall be
submitted, subject to review and approval of City Staff.
4. A conservation plan for maintaining shoreland and bluff impact zones within the Shoreland
Overlay District shall be submitted subject to comment of the DNR and approval of the City
Council.
5. Park and trail dedication requirements shall be subject to review of the Parks and
Recreation Commission and approval of the City Council.
6. A homeowners association shall be established for the maintenance of common open
space, subject to review and approval of the City Attorney.
7. Grading, drainage and easements are subject to review and approval of the City Engineer.
8. Upon approval of a final plat, the applicant is required to enter into a development contract
with the City and pay all fees and securities, subject to the review and approval of the City
Attorney.
9. The need to provide a fence between CSAH 39 and the proposed riding trail is to be
subject to further review and approval by the City Council.

RESOLUTION APPROVING PLANS AND SPECIFICATIONS
AND
ORDERING ADVERTISEMENT FOR BIDS
WHEREAS, pursuant to a resolution passed by the council on April 23, 2001,
Hakanson Anderson Associates, Inc. has prepared plans and specifications for the
improvement of 88" Street from CSAH 42 to Quaday Avenue.
and has presented such plans and specifications to the council for approval;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
OTSEGO MINNESOTA:
1. Such plans and specifications, dated April 11, 2001, a copy of which is
attached hereto and made a part hereof, are hereby approved.
2. The city clerk shall prepare and cause to be inserted in the official paper
and in the Construction Bulletin, an advertisement for bids upon the making of such
improvement under such approved plans and specifications. The advertisement shall
specify the work to be done, shall state that bids will be opened at 10:00 a.m. on May
28, 2001, at Otsego City Hall, 8899 Nashua Avenue, Otsego, Minnesota. No bids will be
considered unless sealed and filed with the clerk and accompanied by a cash deposit,
cashier's check, bid bond or certified check payable to the clerk for 5.0 per cent of the
amount of such bid.

Enclosed are the results of the testing monitor wells performed on the three (3)
groundwater monitoring wells in Otsego. The results indicate that the groundwater near
all three wells meets potable water standards set by both the United States
Environmental Protection Agency (US EPA) and the Minnesota Department of Health
(MDH).
The following table summarizes the results for all three groundwater monitoring wells:

The parameters above are used as indicators when looking for pollutants in
groundwater due to failure of septic drainfield systems.
The results indicate a failing result in the nitrogen total kjeldahl. Maximum allowable is
0.6 mg/I and all wells were above that level. Nitrogen can come from overfertilization in
agricultural regions. Nitrogen can convert to nitrate and nitrites health hazards from
ingesting nitrate and nitrites in water is primarily to infants 0-3 months. Nitrates interfere
with the infant's ability to transfer oxygen in the blood. Infants in homes using well
water should be given bottled water for this reason. Adults have no problem with much
higher doses of nitrate and nitrite intake.
I have compiled all of the previous data on to charts with a trend line. This can be
updated yearly and should be useful to quickly see if there are any trends we should be
aware of. Trend lines show that the groundwater quality appears to be decreasing, but
still is within safe drinking water standards.

The trunk sewer and water project will construct a 16 -inch watermain and a 12 -inch
sanitary sewer to the northwest quadrant of the intersection. This review examines and
evaluates extending the sewer and water to service the commercial zoned properties at
that corner.
The attached detailed quantity and cost estimate shows the following:
Sanitary Sewer, East & South Frontage Road $44,090
Water Main, East & South Frontage Road $33,125
Site Work, Removals and Restoration $180,245
Total Estimated Project Cost $257,460
The quantity and cost data is based on extension of services to the property line. The
data assumes removal of the existing service road and restoration to city standards with
concrete curb & gutter. The cost data assumes that there will be no responsibilities
within the study area for current or future utility cost in Park Avenue north of the
improvement area. This would be true if no sewer and water service were provided
from Park Avenue to properties in this study area. It should be noted, however, that
some properties will be responsible for future street improvements on Park Avenue. All
properties will be separately responsible for on-site utilities including the piping and site
restoration work associated with the private sewer and water work. Also, each property
will be responsible for connection charges based on the number of equivalent
connections determined by property use.
Related to allocation of cost, the intent will be equity, with a formula selected to fairly
assess the costs. Several options are available including an allocation based on front
footage, an allocation by area or a division of cost on a unit basis. For discussion
purposes, an assessment based on the average of all three methods is shown.

Our recommendation is that the city call a public hearing as authorized by Minnesota
Statutes Chapter 429, to consider the making of a public improvement that has special
benefit to property. The hearing would be for sewer, water and street improvements to
the commercial district that comprises the Mississippi Shores 6th & 7th Addition.
The recommended project is shown on attached sketch sheets. The project as
configured provides sewer and water service to the entire commercial district and
constructs sewer and water facilities that conform to the city overall utility planning. The
project is feasible as proposed and can be constructed as a single project.

Re: Update on Highway 101 Corridor Study
I informed you recently that Mayor Fournier and I are
on two committees formed by MNDOT dealing with their
Highway 101/169 Corridor Study, which is planning for
the next 20 years of work on the highway corridor.
Mayor Fournier is on the committee which is overseeing
all of the corridor planning from Rogers north to
Garrison. I am on.a subcommittee which is just looking
at Highway 101 from Rogers to the Mississippi River.
This subcommittee will make recommendations to the main
committee on what should be included in the Corridor
Study for their section of the highway.
This subcommittee met today for the first time. We
discussed the need for frontage roads in Otsego on both
sides of Highway 101 between County Road 37 and County
Road 36. We discussed that MNDOT would like to
maintain an average speed of 60 miles per hour on this
stretch of Highway 101. Apparently a recent study has
shown the average is 58 mph. We discussed traffic
lights vs. freeway interchanges. We discussed
lengthening left turn lanes. We discussed going to 6
lanes of traffic between Rogers and Elk River.
The next meeting of the subcommittee was set for
Thursday, May 24 at 9:30 a.m. Their hope is to spend
another meeting or two on issue identification and then
start working on suggesting alternatives for
improvement. They hope to have the whole process
wrapped up by November. They will be holding at least
two public forums as part of this process.
I will report to you on the discussions at future
meetings.

I have spoken with Dave Sahli at NIPCA to confirm the steps the City must take to secure
authorization for a new treatment plant in the western portion of the City. This proposal
for engineering services is based on the required tasks Dave described in his response.
First, Dave repeated what I mentioned at our recent wastewater committee meeting: a
Facilities Plan is not required if the City is not seeking State funding for the project.
Instead, Dave said the following tasks must be completed before 1�IPCA would prepare a
draft permit:
I. Determination of Proposed Effluent Limits based on desired flow capacity
2. Engineering Report describing the proposed treatment plant
3. Environmental Assessment Worksheet
Task 1 has been completed. Dave acknowledged receiving our letter requesting effluent
limits based on 300,000 gpd. I replied that we recently received a response from one of
his co-workers with the proposed limits. The distinction that the limits are "proposed" is
important because, as you well know, the i\ [PCA limits must survive the public review
process.
For Task 2, Dave is satisfied with a letter report from us describing the proposed plant,
tank sizes, operation, etc. The letter report does not require Facilities Plan information
such as population projections, alternative evaluations, cost recovery, etc.. After our
conversion I had a clear picture of what he's looking for. We can prepare the letter report
for a cost of 5900, including the tasks to develop tank and equipment sizes. We will
propose that the new plant be a similar treatment process to the East plant because of
similar effluent limits and operator familiarity with the same processes and equipment.

For Task 3, we estimate our costs to prepare the Environmental Assessment Worksheet to
be $3,000 to $4,500. The lower figure will cover costs to prepare the document, meet
with the City to discuss its content, and respond to "normal" public review comments.
This figure assumes no roadblocks to EAW approval. The higher figure is based on
EAW preparation and our estimate of the worst case regarding public review and
approval. We have included in the higher figure some of the tasks that became necessary
for the East plant EAW approval, i.e., responses to an unusually high number of public
comments, negotiations with MPCA staff regarding limits, and attendance at MPCA
Citizen's Board meeting. We don't anticipate the same scrutiny from outside groups we
received for the East plant, but still are uncertain whether or not some of the approval
tasks for the East plant won't be necessary with this EAW. To address this unforeseeable
condition, I suggest that we bill the City on an hourly basis with a to -not -exceed figure of
$4,500.
Thus, our proposed fee to perform Tasks 2 and 3 is $3,900 to $ 5,400.
Also, as we discussed at our recent meeting, before either the engineering report or the
EAW are prepared, we should take preliminary steps to assure ourselves that the
preferred site can be secured.

Minnesota Cities Meeting the Challenges of E -Government
Camille Cates Barnett, Ph.D.
Camille Cates Barnett is both a professional city manager—widely regarded as one of America's most talented—
and a leading national authority on regionalism, sustainability, reinvented government and the application of GIS
and other cutting-edge technologies to the problems of government.
Most of her 24 years in city management were in the Texas hot spots of Houston, Dallas and Austin. While in Austin, she
broke the city manager mold with her customer service orientation, public,visibility, emphasis on public participation and
her ability to broker the competing interests that maneuver for power. Dr. Barnett now works with regions and public sector
clients both nationally and internationally through the Public Strategies Group and the Citistates Group. She specializes in
collaborative approaches to smart growth and other issues that cross governmental jurisdictions.
Late in 1997, Barnett served as Washington's Chief Management Officer during a period of transition back to home rule for
our Nation's Capitol. She focused on restoring quality in the management and delivery of basic services.
During her tenure in Austin, Barnett became engaged with regionalism. She challenged the Austin region to think differ-
ently, pointing to regionalism as the. way Austin could survive and prosper. She has worked with one of the nation's largest
not-for-profit research organizations, counseling governments on city government innovations. Her consulting practice
focuses on developing and transitioning citistates in eastern Europe and Russia.

How to reserve your housing
All hotel reservations must be made using the
form below and submitted to the Duluth
Convention and Visitors Bureau by online at
www.imnc.org or by fax or mail. No telephone
reservations will be accepted.
■ Reservations must be guaranteed by providing a
deposit of one night's rental with a major credit
card.
■ An acknowledgment will be sent to the individual
requesting the room(s); confirmation will follow
from the hotel.
Housing deadlines
■ Reservations must be received by May 15,
2001. After this date, reservations may be made
directly with the hotel of your choice.
■ Reservations will be made on a first-come, first-
served basis based on the send date (online and

Mayor Larry Fournier called the 2001 Board of Review Meeting to order at 6:30 PM.
Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Virginia Wendel,
Jerry Struthers and Suzanne Ackerman.
Staff: Judy Hudson, City Clerk, Pete Merges, City Assessor.
Also attending was Gerald Kritzeck, County Assessor.
Mr. Kritzeck reviewed the estimated market values for 2001 assessments.
Pete Merges announced any on site reviews would be done on May 1 starting at 10 AM.
