06-11-01 CCCITY OF OTSEGO CITY COUNCIL MEETING JUNE 11, 2001 6:30 PM COUNCIL CHAMBERS OTSEGO CITY HALL 1. Mayor Larry Fournier will call meeting to order: Mayor Fournier called the meeting to order at 6:30 PM. A. Roll Call: Mayor Larry Fournier, Councilmembers Virginia Wendel, Vern Heidner, Jerry Struthers, Suzanne Ackerman. Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator; Daniel Licht, City Planner and Jerry Olson, Building Official. B. Pledge of Alle ig ance. Mayor Fournier led in the Pledge of Allegiance. 2. Consider agenda approval. CM Struthers requested to add under Item 9.b. Discussion of Alarm Calls. CM Wendel requested to remove Item 5.1. From the Consent Agenda and place under Item 9.c. and also her memo on a possible Police Department. CM Heidner motioned to adopt the agenda as amended. Seconded by CM Wendel. All in favor. Motion carried. 3. Consider the following minutes: A. May 29, 2001 City Council Meeting. CM Wendel motioned to accept the minutes as written. Seconded by CM Heidner. All in favor. Motion carried. 4. Open Forum: (5 minute limit) A. Any Open Forum No one appeared on Open Forum. 5. Consent Agenda (non -controversial items) 5.1. Consider Claims List. This item was removed and placed under Item 9.c. 6. Dan Licht, City Planner: 6.1. Non -conforming accessory building at 14305 81s` Street. Jerry Olson went over his memo. Mr. Fietek stated that his Insurance Company doesn't feel there was damage to the building in excess of 50%. Mayor Fournier motioned to accept the recommendation of Building Official contingent upon the City Council approving Findings of Facts prepared by staff for the next City Council Meeting, and for all costs incurred by this issue to be deducted from the escrow. The Council took no action. 7. Larry Koshak, City Engineer: There were no Engineering Items. 8. Andrew MacArthur, City Attorney 8.1. Mayor Fournier will open the Public Hearings for the purpose of considering the following Liquor Licenses: City Clerk Judy Hudson attested the proper publishing was done. A. Riverview Liquorette (Re leg r Inc.) 15682 NE 90`h Street (Off -Sale Liquor License) Mayor Fournier opened the Public Hearing at 7:31 PM. No Public Comments. CM Heidner motioned to approve the Off -Sale Liquor License for Riverview Liquorette. Seconded by CM Ackerman. All in favor. Motion carried. CM Heidner motioned to close the Public Hearing. Seconded by CM Ackerman. All in favor. Motion carried. B. D & R Liquor Inc. 7767 NE River Road (Off -Sale Liquor License) Mayor Fournier opened the Public Hearing at 7:34 PM. All in favor. Motion carried. 9. Council Items: A. Discussion of Liquor Store. The City Council directed Mike Robertson to put together start up costs for a Municipal Liquor Store. B. Other Council Business 1. False Alarms CM Struthers requested that the City start charging for false alarms. CM Struthers motioned that a letter is sent to the parties to have false alarms warning them that action might be taken to start charging. Seconded by Mayor Fournier. All in favor. Motion carried. 2. Police Study Workshop The Council set Tuesday, July 10, 2001, 4:30 PM for a Council Workshop to discuss a possible start up of a Police Department. The Council set Wednesday, August 1, 2001, 4:30 PM for a Council Workshop with Sheriff Miller. 9.1. Mike Robertson, City Administrator: Mike Robertson announced that Eugene Goenner will be resigning from the Planning Commission. He also reported that the MN League of Cities will be releasing information on how they would update City Web Sites. 9.2. Judy Hudson, City Clerk. Judy Hudson had no items. 10. Adjourn by 10 PM.
