1_. Mayor Larry Fournier will call meeting to order:
Mayor Fournier called the City Council Meeting to order at 6:30 PM.
a. Roll Call: Mayor Larry Fournier; Councilmembers: Virginia Wendel, Jerry
Struthers. Suzanne Ackerman arrived at 7:32 PM. Absent: Vern Heidner.
Staff. Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator; Dan Licht, City Planner, Larry Koshak, City Engineer; and Ron Wagner,
Assistant City Engineer.
b. Pledge of Allegiance.
Mayor Fournier led in the Pledge of Allegiance.
2. Consider agenda approval.
Mayor Fournier requested to add under Item 6.3. Stonegate Development request for an
extension to record the Final Plat for the Second Addition. Mayor Fournier also
requested to add under Item 7.2.d. Dust Control, and under Item 7.3.e. Report on the
West Treatment Plant Site.
CM Wendel motioned to approve the agenda as amended. Seconded by CM
Struthers. All in favor. Motion carried.
3. Consider the following minutes:
A. June 11. 2001 City Council Meeting
CM Struthers motioned to adopt the minutes of June 11, 2001. Seconded by CM
Wendel. All in favor. Motion carried.
B. June 12, 2001 Council Workshop
CM Wendel motioned to approve the minutes of June 12, 2001 Council Workshop.
Seconded by Mayor Fournier. All in favor. Motion carried.
4. Open Forum:
No one appeared on Open Forum.
5. Consent Agenda (non -controversial items)
5.1. Consider Claims List.
Mayor Fourneir motioned to adopt the Consent Agenda. Seconded by CM
Struthers. All in favor. Motion carried.
6. Dan Licht, City Planner:
6.1. Final Plat for Riverpointe l" Addition
Dan Licht presented the Planner's Report.

CM Wendel motioned to approve the Final Plat for Riverpointe, I` Addition,
consisting of 32 single family residential lots and seven outlots subject to the four
conditions listed in the Findings of Fact. Seconded by CM Struthers. All in favor.
Motion carried.
6.2. Consider Findings of Fact for the Fietek property.
Dan Licht presented the Planner's Report.
CM Wendel motioned to approve the Findings of Fact and Decision for Daniel
Fietek subject to the five conditions. Seconded by CM Struthers. All in favor.
Motion carried.
6.3. Any other Planning Items
A. Extension for Stonegate H Addition
Mayor Fournier motioned to approve Stonegate's request for a 50 Day extension for
Stonegate H Addition filing of the Final Plat. Seconded by CM Struthers. All in
favor. Motion carried.
7. Larry Koshak, City Engineer:
7.1. Review of NPDES Stormwater Requirements
Ron Wagner presented his report.
Council directed to bring this back to the next City Council Meeting.
7.2. West Otsego Sanitary Sewer and Water System
A. Cost Estimate for Feasibility Report for West Otsego
Sewer and Water System.
Larry Koshak presented his cost estimates. Council directed this to be placed on the next
City Council Agenda.
B. Cost Estimate for Topography for Western Otsego and
Consider accepting_ quote for Aerial Photography
Councilmember Ackerman arrived at this point.
CM Struthers motioned to accept the quote from Horizons for the SW part of
Otsego and the quote from Mark Hurd for the balance of the west half of Otsego.
Seconded by Mayor Fournier. All in favor. Motion carried.
C. Consider approving Resolution ordering the preparation of
either or both Feasibility Reports
This was continued to the next City Council Agenda.
7.3. Consider approval of Pay Estimate #4 for 88`h Street and Quada
Avenue Utility Improvement Project (COP#'s 00-02 & 00-03)
Ron Wagner reviewed Pay -Estimate #4.
CM Struthers motioned to approve Pay Estimates #4 in amount of $23,097.12.
Seconded by CM Wendel. All in favor. Motion carried.
7.4. Dust Control.
Mike Robertson stated that Dust Control work was started earlier that day.

West Treatment Plant Location
Mayor Fournier updated the Council on his progress of locating a West Treatment Plant
Location. He is in contact with three landowners and the City Engineer regarding these
locations.
7.4. Review quotes received for 2001 Otsego Street Crack Sealing
Program.
A. Astech Corporation - $14,100
B. Bereman Companies Inc $15,000..
Ron Wagner reviewed the quotes. The Crack Sealing quotes are under the budget and
work will be done before July 31, 2001.
7.5. Consider Resolutions Ordering Assessment Hearin2s for:
A. Odean Avenue Street Construction
B. 88`h Street Water Sanitary Sewer Strom Sewer Installation
And Street Construction
Mayor Fournier motioned to approve Resolution 2001-19 declaring cost to be
assessed, and ordering preparation of proposed assessment for Odean Avenue.
Seconded by CM Struthers. All in favor. Motion carried.
CM Wendel motioned to approve Resolution 2001-20 declaring cost to be assessed,
and ordering preparation of proposed assessment for 88`h Street and Quaday
Avenue. Seconded by CM Ackerman. All in favor. Motion carried.
C. "Slabtown' Water Sanitary Sewer Installation
City Administrator Robertson asked to have action on this assessment postponed as he is
waiting to receive the final cost figures.
8. Andrew MacArthur, Citv Attornev:
8.1 Item 7.2.
8.2. Verizon Lease Agreement
CM Ackerman motioned to table Item 8.2. until the next Council Agenda since the
City Attorney has not yet arrived to the meeting. Seconded by CM Struthers. All
in favor. Motion carried.
9. Council Items:
A. Community Rec. update by CM Wendel
CM Wendel updated the Council that Otsego's Letter of Withdrawal from Community
Rec. was delivered to the Community Rec. Board on June 16, 2001.
9.1. Mike Robertson City Administrator:
2002 Budget, Mike went over his discussion he had with Doug Gruber, Wright County
Auditor, who due to changes in State tax laws won't know the tax capacity for Otsego in
time for the September Preliminary tax levy deadline.

9.2. Judy Hudson. City Clerk.
Judy said she worked with the representative from FEMA today on Otsego's
reimbursement for flooding costs.
10. Adjourn by 10 PM.
CM Ackerman motioned to adjourn. Seconded by CM Struthers. All in favor.
Motion carried. Meeting adjourned at 8:37 PM.
