SEWER SUBCOMMITTEE MEETING
WITH DAYTON SEWER SUBCOMMITTEE
OCTOBER 18, 2001
1. CALL TO ORDER.
The meeting was called to order at 6:00 p.m.
ROLL CALL: Otsego: Mayor Fournier and Councilmember
Heidner. Staff: City Administrator Mike Robertson.
Dayton: Councilmember Doug Anderson and Councilmember
Susanne Jacobs. Staff: City Planner Jason Osberg.
2. Otsego Wastewater Treatment Plant Expansion
Administrator Robertson stated that Otsego just approved
bids for the Phase II expansion of the sewer plant from
200,000 gallons per day (GPD) to 400,00 GPD. Councilmember
Anderson said that Dayton would like to have any Phase II
capacity that Otsego cannot use. Councilmember Heidner
noted that all of the Phase II capacity was spoken for by
developers who had paid upfront for it.
The subcommittees discussed the potential Phase III
expansion of the Otsego Wastewater Treatment Plant.
Councilmember Heidner said he would support expanding from
400,000 GPD to 1,000,000 GPD. Dayton Councilmembers asked
how soon the Phase III expansion could start. Robertson
said that if planning began immediately an application to
the MPCA could probably be submitted in 4-6 months.
Robertson said that he had no reason to think that the MPGA
would take anything less than the 16 months they took last
time to approve the permit. That would mean that bids for
the expansion could be taken in summer or fall of 2003, with
the new capacity probably available in summer 2004.
Mayor Fournier said that Dayton should submit the amount of
GPD they would want, at least by the time Otsego goes out
for bids. City Planner Osberg said that if all of Dayton's
2010 growth area were developed at sewered densities, it
would require approximately 250,000 GPD.
3. Next Meeting
The next meeting was set for Thursday, January 31, 2002 at
6:00 p.m. at Dayton City Hall. With no further business,
the meeting was adjourned at 7:07 p.m.
