1. Mayor Lam- Fournier will call the meeting to order.
Mayor Fournier called the meeting to order at 6:31 P�1.
Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Virginia
Wendel and Jerry Struthers. Suzanne Ackerman arrived at 7:03 PNI.
Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator; Andrew MacArthur, City Attorney and Ron Wagner, City Engineer.
Pledge of Allegiance: Mayor Fournier led in the Pledge of Allegiance.
2. Consider agenda approval
CSI Wendel requested to add under Item 9. Community Rec. Discussion. CSI Struthers
requested to add under Item 9. Discussion of a fire sub -station. Mayor Fournier requested
to add under Item S. City Annexation; Item 9 Plaque at East Sewer Plant; Police
Protection; Respond to Crow River News Article.
Ci<I Heidner motioned to adopt the Agenda as amended. Seconded by CINI
Struthers. All in favor. Motion carried.
3. Consider the following minutes:
A. City Council Meeting of February 11 2002
i\Iavor Fournier motioned adoption. Seconded by C:II Heidner. All in favor.
Motion carried.
B. Public Hearing for `Vest Sewer Service Area.
CM Wendel noted on Page 5, No. 7. The word no vas left out there will be no decisions.
Mavor Fournier noted on Page 2 should read Randy Pouliot and not Ron and Mayor
Fournier asked for his opening statement to be written in the minutes.
CM Heidner motioned adoption of the minutes as corrected. Seconded by CINI
Struthers. All in favor. Motion carried.
C. Workshop with City Council and Planning Commission of 2-04-02
CM Heidner motioned adoption. Seconded by C1:I Struthers. All in favor. Motion
carried.
D. Workshop with City Council and Planning Commission of 2-19-02

CNI Heidner motioned adoption of Consent Agenda. Seconded by CSI Wendel. All

7. Ron Wagner. Citv Engineer:
7.1. 2002 Otsego Roadwav IManaQement Plan: Consider ordering Plans and
Specs.
Ron Wagner reviewed the 2002 Road Maintenance Plan.
CNI Heidner motioned to let the bids out for the 2002 Road Maintenance removing
the seal coating for Quantrelle Avenue. Seconded by CNI Struthers. All in favor.
Motion carried.
7.2. Consider approval of 85`h Street Trunk Waterrnain Plans. order
Advertisement for Bids and set Bid Opening date.
CiV1 Ackerman arrived at this point. Ron Wagner reviewed the plans. The Council
directed \v,Ir. Wagner to trench across Parell and Palm -ren Avenues and use hydro
seeding. The Council also directed Nlike Robertson to conduct an Informational Meeting
for the residents living along the project area.
CNI Heidner motioned to approve the plans as revised and to let out for bids
Seconded by CNI Wendel. All in favor. Motion carried.
7.3. Any other Engineering Items.
7.3.a. Street Light or reflectors at Odav or Obrian Avenues.
Ron Wagner will check into using reflectors at both of these intersections.
Ron recommended an Stormwater Impact Study for Western Otsego should be done,
which will be needed to establish fees for development. Andy ivlacArthur agreed and
said it should be done very soon. Mr. Wagner will bring an estimate of the cost for this
Study for the next Council Meeting.
8. Andrew MacArthur. Citv Attomev:
8.1. Resolution for Moratorium
Andy MacArthur reviewed.
CNI Heidner motioned to adopt the Interim Ordinance extending the Moratorium
on residential subdivisions within the sewer area. Seconded by CSI Ackerman. All
in favor. Motion carried.
8.3. Annexation
The Council discussed annexation with Andy MacArthur who explained the procedure of
annexation from city to city. He noted it requires a contested case Hearing before an

9. Council Items:
A. East and West Sewer Plant Update
Mayor Fournier wants staff to check into a plaque for the East Sewer Plant.
Mike Robertson updated the Council on his and Ted Field's recent visit with the MPCA
at which time they submitted the application for the West Sewer Treatment Plant.
B. Police Protection
Mike Robertson said he isgathering information from communities that have started their
own Police Department and will have this information for the next City Council Meetincrg
C. Crow River Newspaper Article .
The Council directed Mike to write a ldtter responding to the February 25, 2002
newspaper article regarding Albertville's City Council Member Keith Franklin's
comments on the Otsego Nest Sewer Plant etc.
D. Community Rec
CM Wendel distributed information regarding the results of the audit Community Rec.
had done. It shows Otsego owing an estimated S 12,830.28 for a deficit that existed in the
program from 1994 to 1998. CNN Heidner noted the budget was supposed to be balanced
yearly according to the bylaws. Mike Robertson stated the City hasn't received a bill.
E. Fire sub -station
CNN Struthers stated he would like to see a fund started for a future sub -station in Otsego.
The Council directed Andy MacArthur to check into adding a fire fee on a building
permit fee or through development fees.
9.1. Mike Robertson, Citv Administrator:
The Council directed Mike to talk to the Sheriffs Department about getting copies of the
deputy's logs.
9.2. Judy Hudson City Clerk

CNI Ackerman motioned to close the Council `Ieeting for the purpose of
attorney/client privilege. Seconded by Ci\I Wendel. Meeting closed at 8:47 PSI.
