12-14-1995 Truth in Taxation MinutesCITY OF OTSEGO WRIGHT COUNTY, MINNESOTA TRUTH -IN -TAXATION HEARING COUNCIL CHAMBERS DECEMBER 7, 1995 6:30 PM Mayor Freske called the Hearing to order at 6:30 PM. He explained that the Star News inadvertently missed putting the Notice of this Hearing in the paper. Roll Call: Mayor Norman F. Freske; Councilmembers: Suzanne Ackerman. Ron Black, Larry Fournier, Vern Heidner. Staff: Elaine Beatty, City Clerk/Zoning Administrator; Phyllis Boedigheimer, Director of Business and Finance; Judy Hudson, Deputy Clerk. Phyllis Boedigheimer had two (2) handouts (attached). 1. 1996 Proposed Budget Presentation (copies of overheads). 2. Proposed 1996 General Operating Budget. Since there were only a few residents attending, Phyllis asked if anyone had any specific questions or concerns. No one did and Phyllis said she would briefly go through the handouts. Phyllis explained the method of calculations, which is set by the State Legislature. She also explained the proposed tax rate, which is slightly less than last years. Phyllis pointed out that if the valuation changed, then the tax changed. She then went through the attached 1996 Proposed Budget Presentation. 4. Any questions from Residents. Judy Blesi, resident, questioned the 5% Planner's Fee, shown on Page 4, General Operating Budget. Phyllis responded that the City just doesn't have access to one planner but his whole office and professional staff. The City also included in this amount, the fact that the Comprehensive Plan needs to be updated. Truth -In -Taxation Hearing of December 7, 1995, cont'd. Page 2. Mark Berning asked how valuation is determined. He went on to say his valuation increased by $7,500.00. Phyllis explained the City Assessor determines the valuation and the valuations should be addressed at the Board of Review held in the Spring. CM Black motioned to continued the Truth and Taxation Hearing to December 14, 1995, 6:30 PM. Seconded by CM Heidner. All in favor. Motion carried. CM Fournier added that this is the leanest budget the City has ever had and the only issues they didn't touch were the safety ones.
