1. Mayor will call meeting to order.
Mayor Norman F. Freske called the Workshop to order at 6:30 PM.
Roll Call: Mayor; Norman F. Freske; Councilmembers; Ron Black, Larry Fournier, Vern
Heidner.
Absent: CM Suzanne Ackerman
Planning Commission: Chair, Carl Swenson.
Staff: David Licht, City Planner; Bob Kirmis, Assistant Planner; Elaine Beatty, City
Clerk/Zoning Administrator; Judy Hudson, Deputy Clerk.
David Licht started the discussion by saying this meeting was prompted by the annexations
that have taken place. From the City's standpoint, Staff and the Planning Commission
need direction with what issues are out there and what approach does the City want to
take.
Also tied into this, is the development to the North. From an over all planning point, what
is the justification for this development coming in? If sewer goes in, should it be sized for
Island View?
Concerns that should be looked at now, instead of reaction:
Regarding the Southwest Area.
1. If other property owners do have an interest in other uses for their land, is the
City interested in look at this?
2. Storm Drainage issues need to be resolved.
3. Kenco Plat and D'Aigle Plat. What do the dollars and cents mean to Otsego.
(An objective analysis needs to be looked at)
Needed Direction:
1. Otsego Industrial Park needs to be addressed (Long Haul)
2. If Albertville is going North with Industrial Development, does Otsego want
to go North of 94?
3. How does Otsego react to what they want to do?
Discussion:
CM Fournier feels that unless Otsego addresses the service issues (sewer and water) it
could lose the whole area.
David Licht said Albertville's sewer capacity can basically cover up to 70th Street and the
Kenco Property.

CM Fournier stated if Albertville upgrades its treatment plant and goes to the Crow River,
then they could expand further.
It was pointed out that upgrading Sewer Plants is very costly and the type of industrial use
is critical to capacity.
Mr. Licht suggested that Otsego look at the area around the CSAH 37, East side of
Albertville.
CM Fournier wondered if the issue of sharing services with Albertville would have an
impact on the Municipal Board.
David Licht said he thinks the Consolidation Study will have to address some of those
issues. This meeting could end right now if the Council decides not to do anything. A
Policy is needed early on in the process. From Otsego's perspective, you want to have a
Services Study.
CM Heidner discussed the Workshop Meeting of January 11, 1996, the Council had with
David Licht and Larry Koshak regarding the Sewer Study. He mentioned sewer capacity
figures and suggested putting in a treatment plant North and West of Kadler Avenue and
just supply an Industrial Area. He felt that the potential tax revenue from this would be
worth fighting for.
David Licht said this is one of the options the City should explore. But cautioned on
factors other cities are experiencing with Industrial Parks, with certain uses using little
sewer etc. Another caution is that there is a lot of Industrial Land available all along 94
from the Cities to St. Cloud.
CM Fournier asked how does Otsego address concerns of landowners when they want to
develop. To get the most financial gain, he felt they will want to go to Albertville.
David Licht addressed this by saying both private and government reactions are based on
inadequate information. Most private owners do not know the return. It isn't known if it
is advantageous for Kenco to come to Otsego or to Albertville from a financial standpoint.
The Staff is wondering what to do if something happens regarding economic development
and where are we? There are many directions Otsego can take and that is causing
confusion and needs to be clarified.
Carl Swenson noted that if the Consolidation Study takes two years, Otsego would be
nickel and dime'd to death fighting annexations. He stated he thought the first two
annexations would be the end of it until the consolidation issue was resolved.
Elaine Beatty questioned putting a moratorium on.
CM Fournier wondered about the possibility of opening up for development and allow
cluster systems and eventual hook ups to sewer.
David Licht brought the focus back to development going North of 94, and if that presents
a problem, then it needs to addressed quickly. Regarding the Perlich Development, Mr.
Licht said this opportunity needs to be responded to. Otsego needs to find out what the
MPCA requirements are for discharge into the Mississippi River. Look at the feasibility of
it, who wants to develop, are landowners close to each other and not spread out, there are
a lot of elements in this area that have to come together. This development will create

more interest in the Western area of City.
Regarding the area South of 94. There were about 330 acres planned for Industrial. Long
Haul took 35 acres, 154 acres he in the Shoreland Overlay District. Is there even enough
there to develop? David Licht said the City needs facts and figures to work from.
He suggested to start looking at the feasibility of Industrial North of 70th Street and
Kadler. Start looking what Otsego needs to enhance economic development.
Look at promoting Otsego Industrial Park or go North. Look at those things now and
look at service in these areas.
Another suggestion is just water service in the area south of 94. This would eliminate
pollution concerns and enhance the ability to draw Industrial because of sprinkler
capability which they need for insurance etc.
CM Heidner said like a small treatment plant but not allow wet industrial use.
David Licht cautioned putting in a small treatment plant exclusively for Industrial Use.
Industrial growth can be slow and sporadic. Mr. Licht suggested to have Larry Koshak
look at a preliminary feasibility study of what is the potential for Industrial South of 94.
Carl Swenson said for sewer in the Southwest Corner, there would be two choices for
discharge flow, the Crow River or to go under the freeway.
David Licht said that is why he suggested only water in that area.
The area North of 70th Street - Industrial and over by the D'Aigle property - residential.
The area East of Albertville, by CSAH 37 intersection - Non-residential
The area South of 94 - Industrial
Take it step by step and see if each step is feasible.
How much land is there, and how much is needed to be feasible, possible Comp. Plan
Upgrade.
David suggested to having Bob Kirmis and Larry Koshak put together an Outline For
Costs Involved and a step by step process.
The Council will have the consideration of ordering an Outline and Step by Step Process
on the February 12, 1996 City Council Agenda. The Planning Commission will ultimately
review this. David Licht said Otsego will have to look at their Comprehensive Plan being
more sophisticated. Otsego has a lot of land available and you want the best for the dollar.
CM Heidner motioned to adjourn. Seconded by CM Black. All in favor. Motion
carried.
