MEETING MINUTES

Mayor Norman F Freske called the meeting to order at 6:40PM.
Mayor Norman F Freske, Ron Black, Larry Fournier, Vern Heidner, Suzanne
Ackerman, Council Members were present as was Elaine Beatty, City Clerk/Zoning
Administrator and Phyllis Boedigheimer, Business and Finance Director.
Phyllis noted that the Insurance carne in as original quoted and Phyllis will have a
meeting with the Staff on Tuesday, hopefully. The quote is effective September 1, 1995.
The Council agreed with this.
Phyllis brought up Cities Week. and budget figures. She handed out worksheets
on Administrative; Public Works and budget items and talked about backing up the
computers. She said she was conservative con revenue and aggressive on expenditures.
Her goal is more reserve than expenditures. She talked about transfers from other funds
and transfer from Road and Bridge to balance other funds. There was further discussion
of budget items.
Larry Fournier motioned to adjourn the meeting. `tem Heidner seconded the motion.
Motion carried unanimously.

CITY OF OTSEGO BUDGET MEETING
MINUTES
NOVEMBER 15, 1995 - 6:30PM
Vice Mayor, Larry Fournier called the meeting to order at 6:30PM.
Larry Fournier, Vice Mayor, Vern Heidner, Ron Black, and Suzanne Ackerman Council
Members were present. Mayor Norman F. Freske was Absent. Also present were Elaine
Beatty, City Clerk/Zoning Administrator and Phyllis Boedigheimer, Business/Finance
Director.
2. Consider application for Bob and Dianne Cederberg of 8700 Obrian Avenue NE
Otsego, MN, 55330 - PID #118-031-003011 - Request is for a CUP to allow a
building relocation as set out in Sec. 19 of the Zoning Ordinance (Move in House).
(Cont. from 11/13/95 Council Agenda),
Ron Black motioned to approve the required CUP to allow a building relocation as set out
in Sec. 19 of the Zoning Ordinance (Move In House) be granted with the conditions as set
forth by NAC's Report dated October 19, 1995. Suzanne Ackerman seconded the motion.
Motion carried unanimously.
3. Review of Budget and preparation for the Truth in Taxation Meeting (Phyllis
Boedigheimer).
Business/Finance Director, Phyllis Boedigheimer reviewed a variety of handouts including
graphs and charts for use at the Truth In Taxation public hearing. She asked for the City
Council's recommendations regarding the graphs and charts to be used. Councilmember
Fournier indicated that the public likes to see comparisons from the previous years.
Phyllis Boedigheimer indicated that she would be able to show the 1994 actual operating
budget figures, the 1995 amended budget and the 1996 proposed budget in graph form.
General discussion was carried on regarding the graphs to be used and the possibility of
producing the graphs in color. A selection of graphs and charts were recommended for
use in the Business/Finance Director's presentation at the Truth In Taxation public
hearing.
Discussion was also carried on regarding property tax on an agricultural land parcel with a
market value of $180,000 compared to a residential parcel with the same market value.
The City Council requested the Business/Finance Director to prepare a handout showing
the actual property tax calculation on a sample parcel for comparison purposes.
4. Other Business:
Larry Fournier, Park & Rec. Comm. Rep. said ag lime for ballfields is $13.00 a Ton,
Delivered or $4.00 a ton Picked up. The cost of the City doing this would apply to in kind
work. It was agreed that Larry Fournier should work with Phyllis on this. Larry Fournier
also brought up the light for the skating rink at the end of the pole building by the City

Hall. The price is $50.00 with a pole, installed. The cost a month for the light is $4.00. It
will be reviewed by the Finance Officer.
Vern Heidner motioned to adjourn. Suzanne Ackerman seconded the motion. Motion
carried unanimously.

Mayor Norman F. Freske, Mayor called the meeting to order at 6:30PM.
Norman F. Freske, Mayor, Ron Black, Larry Fournier, Vern Heidner and Suzanne
Ackerman, Council Members were present as was Elaine Beatty, City Clerk/Zoning
Administrator, Phyllis Boedigheimer, Business/Finance Director, Ron Langness and Paul
Donna from Springsted.
Phyllis Boedigheimer, Business/Finance Director introduced Mr. Ron Langness and Mr.
Paul Donna from Springsted, a municipal financial advisor organization. Phyllis
Boedigheimer stated that Springsted was invited to make a presentation to the City
Council because of the pending financial issues facing the city. She indicated that those
issues included the study for a wastewater treatment facility in the southeast corner of the
city, and possible city financial incentives for the Otsego Industrial Park. She also
requested that Tax Increment Financing and the establishment of Tax Increment Districts
be discussed.
Mr. Ron Langness discussed his organization and the services they provide to
municipalities. Mr. Langness indicated that they are one of the largest municipal financial
advisors, working with local governments. Mr. Langness indicated that Springsted has
worked with cities such as Lakeville, Burnsville and Coon Rapids from their beginning as
a small city. He further stated that enjoyment comes from working with small
communities during their growth.
General discussion was carried on regarding Tax Increment Financing, long range
planning, and wastewater treatment projects. The discussions involved need for planning,
cost of issuing bonds, and financial structuring of a sewer treatment project. The
discussions also involved the Albertville annexation issue, the I94 and county road 19
interchange and how Springsted could work with the city in each of these areas.
