Mavor Norman F Freske called the meeting to order at 7:10P1V1.
Mayor Norman F Freske, Ron Black, Vern Heidner, Suzanne Ackerman, Larry
Fournier, Council Members were present. Elaine Beatty, City Clerk;'Zoning
Administrator and Phyllis Boedigheimer, Business and Finance Director were also
present.
Vern Heidner started with the Maintenance Budget and said they had cut
$42,550,00 from the proposed Maintenance Budget. He explained the cuts.
Phyllis Boedigheimer explained the Municipal Well and 546,000.00 in the well
fund with $28,000.00 being spent for the first bond payment and $5,000.00 for
Engineering fees. The 1996 Bond Payment is $22 8,155. 01). This is negative S 15,000.00.
It does not take into account the school well use at S 1.40 per 100 gals of water.
1996 levy will he Sl 5.000.00 for the Municipal Well G.O. Bonds.
Add: City Maps - S2,000.00 for Administration
Insurance - $25,000.00 Budect Figure
Bid for 1996 $23,000.00
Discussion of insurance deductible which is now 5500.00 and should it be changed. The
Council wanted to look at 51,000.00 or whatever would make a difference for deductible.
Discussion of the planners budget. 520,000.00 originally. 510,000.00 was deducted
from Planners Budget.
Dave Licht recommends 55,000.00 for SW Area of City Comp. Plan update
55,000.00 East end of City Comp Plan update.
The attorney has been approached regarding* a contract with him.
There was more discussion on Budget and cuts, where possible were done.
The tax rates for 1993 was 2)7.302
1994 was 28.169
1995 was 34.00
The was was cut by S57,740.

CITY OF OTSEGO SPECIAL COUNCIL MEETING
MINUTES
AUGUST 29, 1995 - 6:30PM
The meeting was called to order by Norman F. Freske, Mayor at 6:30PM
Norman F. Freske, Mayor, Ron Black, Larry Fournier, Vern Heidner, Suzanne Ackerman,
Council Members, Elaine Beatty, City Clerk/Zoning Administrator, and Phyllis
Boedigheimer, Business/Finance Director were present.
Phyllis Boedigheimer, Business/Finance Director reviewed the 1996 proposed budget and
discussed the levy necessary to meet the budget. She indicated that the proposed levy and
resulting tax rate is based upon the 1996 budget as proposed and the tax capacity
information currently available from the County. She further indicated that the proposed
levy included $15,000 for the Park Development Fund. Discussion was carried on
regarding the levy for Park Development and that as proposed, it would not meet the
match funds necessary for the 1996 ISTEA Grant as submitted.
The need for an additional levy to meet the bonded debt for the municipal well, the
estimate of $5,000 for a part time clerical person, purchase of the state statute books, and
the Planner's budget were also discussed.
On motion and second, meeting adjourned.
