RESOLUTION ORDERING IMPROVEMENT AND
PREPARATION OF PLANS
WHEREAS, a resolution of the city council adopted the 10TH . day of
Y , 1999, fixed a date for a council hearing on the proposed Improvement of
Odean Avenue from CSAH 37 to CSAH 39 including excavation, aggregate base, curb
and gutter, bituminous surfacing and drainage improvements.
AND WHEREAS, ten days' mailed notice and two weeks' published notice of the
hearing was given, and the hearing was held thereon on the 1st day of June, 1999, at
which all persons desiring to be heard were given an opportunity to be heard thereon,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
OTSEGO, MINNESOTA:
1. Such improvement is hereby ordered as proposed in the Feasibility Report
dated December 1998, and In the council resolution adopted _ 14TH day of
June , 1999.
2. Hakanson Anderson Associates, Inc. Is hereby designated as the
engineer for this Improvement, and are hereby directed and authorized to prepare plans
and specifications for the making of such improvement.
Adopted by the council this1 TH day of June , 1999.

EXTRACT OF MINUTES OF REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF OTSEGO,
WRIGHT COUNTY, MINNESOTA
Pursuant to due call and notice thereof, a regular meeting of the City Council of the
City of Otsego, Wright County, Minnesota was duly held in the City Hall in said City on
the 10th day of May, 1999 at 6:30 O'clock PM. The following members were present at
the meeting,:
Mayor Larry Fournier, Virginia Wendel, Vern Heidner, Suzanne Ackerman and
Mark Berning, Council Members
Council Member Mayor fairy Fournier introduced the following resolution and
moved its adoption:
RESOLUTION RECEIVING REPORT AND CALLING FOR HEARING
ON IMPROVEMENT
WHEREAS, Hakanson Anderson, Inc. has prepared a feasibility report for
municipal improvements on Odean Avenue NE ( fi-om County Road #37 North to County
Road #39) and has presented such feasibility report to the City Council for its approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OTSEGO, WRIGHT COUNTY, MINNESOTA:
1. Such feasibility report, a copy of which is attached hereto and made a
part hereof, is hereby accepted.
2. The City Council will consider said improvement in accordance with the
report and the assessment of benefited property for all or a portion of the
cost of the improvement pursuant to Minnesota Statutes Chapter 429, as
amended, at an estimated total cost of $ 2,200,000.00.
3. A public hearing shall be heard on said improvement on the 1st day of
June, 1999 at 7PM, at the City Hall in said City and the Clerk shall have
mailed and published notice of such hearing and improvements as required
by law.
4. A motion for the adoption of the foregoing resolution was duly seconded by
Councilmember Mark Berning, and upon a vote being taken thereon, the
following voted in favor thereof:
Mayor Larry Fournier, Council Members Vern Heidner, Mark Berning,
Virginia Wendel and Suzanne Ackerman.

incorporated as a City on or about 1990, in Wright County, Minnesota, do hereby certify
that I have carefully compared the attached and foregoing Extract of Minutes of the
Regular Meeting of the City Council of the City of Otsego held on May 10, 1999, with the
original thereof on file in my office, and the same is a full, true and correct transcript
thereof insofar as it relates to the resolution receiving the feasibility report and calling for
hearing on the improvement.
