No No BACKGROUND/JUSTIFICATION: During the 2013-2014 winter season, the City of Otsego utilized hockey boards on loan from the City of Elk River to construct an outdoor hockey rink at Prairie Park, in addition to an ice surface for pleasure skating. With the popularity of the hockey rink, the City decided to purchase and construct their own hockey boards using funds received from charitable gambling hosted by the Rogers Hockey Association at various locations throughout Otsego. The size of the new hockey rink is 200'x85' and is better configured for playing games than the prior hockey rink. Since the new hockey rink was constructed and the flooded operations started, staff has observed the rink being used by a large number of participants each night. Currently, the park regulation section of the City Code does not address any rules in regards to City outdoor ice rinks. City staff brought this issue to the Parks and Recreation Commission at their meeting on December 16, 2014. If approved, the rules will be posted at all City operated ice rinks. The rules that are proposed address: • Ice rink hours are from 5 a.m. to 10 p.m., which is one hour earlier than standard park hours. • The use of hockey sticks and pucks is to be kept within the hockey rink. • No organized games or practices of any kind are to take place in the hockey rink. There is an existing exception provision within the City Code allowing for any City organized activity to be programed. • No pets are to be allowed on any surface that is maintained for skating. The Parks and Recreation Commission unanimously recommended amending the City Code to include rules regulating the use of the City's ice rinks. City staff has drafted an ordinance amendment incorporating the proposed regulations within Chapter 6, Section 7 of the City Code. SUPPORTING DOCUMENTS: X ATTACHED ❑ NONE A. THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN: Section 1. Section 6-7-3.A of the City Code (Park and Trail Regulations — Curfew) shall be amended to read as follows: A. No person shall be upon any City of Otsego parks or trails, nor shall any person park a vehicle upon any City park, greenway or parking lot within a City park or greenway between the hours of 11:00 PM and 5:00 AM of the following day., subject to more restrictive provisions of this Section and minors shall be further subject to the restrictions of the juvenile curfew established by Chapter 5, Section 3 of the City Code. Section 2. Chapter 6, Section 7 of the City Code is hereby amended to include the following provisions: 6-7-8: OUTDOOR ICE RINKS: A. Use of ice rinks shall be limited to between the hours of 5:OOAM and 10:OOPM each day. B. Use of hockey sticks and hockey pucks shall only be allowed within the designated hockey rink. C. Ice rinks are provided for informal recreational use only: no organized practices or games affiliated with a league or athletic association are to take occur on the ice rinks. D. No animals shall be allowed on any ice surface that is maintained for skating. Section 3. This Ordinance shall become effective immediately upon its passage and publication according to Law.
