ITEM 3.2B 12.8.2014 MinutesITEM 3_20 OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER DECEMBER 8, 2014 7:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Tom Darkenwald and Jason Warehime. Absent: CM Doug Schroeder. Staff: Lori Johnson, City Administrator; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City Attorney; Dan Jordet, Administrative Services Director; Tami Loff, City Clerk and Ross Demant, Parks and Recreation Manager. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Otsego River Riders President, Pat Hilden, gave an update on activity. He said this is the club's 13th season and they currently have 60 paid members. CM Heidner thanked the club. Parks and Recreation Manager Demant introduced and thanked Adam Zoffi, Midwest Landscapes, who donated 20 trees to the city. Mr. Zoffi recommended the city consider the Tree City Program; he said he has worked with other cities on it and he knows there are grants available. The City Council thanked Midwest Landscapes for their donation. Parks and Recreation Manager Demant also introduced Bill LaVigne and Leroy Lindenfelser from the Bank of Elk River who presented a check to the city in the amount of $4,500 for city recreation programs. The City Council thanked the Bank of Elk River for their donation. 2. Consider agenda approval. Mayor Stockamp requested to add item 7.1 Holiday PTO. CM Heidner motioned to approve as amended. Seconded by CM Warehime. All in favor. Motion carried. 3. Consent Agenda. (Non -controversial items] 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. November 17, 2014 Special Meeting. B. November 24, 2014 Meeting. C. November 24, 2014 Special Meeting. D. November 24, 2014 6:30 PM Special Meeting. 3.3 Approve Resolution 2014-79 accepting tree donation from Midwest Landscapes. 3.4 Approve Resolution 2014-80 accepting donation from the Bank of Elk River. 3.5 Approve Agreement between the City of Otsego and Otsego Lions. 3.6 Pay Estimates/Requests: A. Final Pay Estimate to Dave Perkins Contracting, Inc. in the amount of $14,475.35 for culvert work on 77th Street and 67th Street. 3.7 Approve hire of Recreational staff. CM Heidner motioned to approve. Seconded by CM Warehime. All in favor. Motion carried. 4. Administration: 4.1 2015 Tax Levy and Budget. A. Budget and Levy Presentation. B. Public Input. C. Consider Resolution 2014-81 Adopting the Final 2015 Tax Levy. D. Consider Resolution 2014-82 Adopting 2015 Budgets. City Administrator Johnson provided background on the 2015 budget and stated that the public is invited to comment following the staff presentation. . Administrative Services Director Jordet presented the Budget and Levy Presentation. Mayor Stockamp opened for public input at 7:58 PM. Hearing no public comments closed at 7:58 PM. CM Heidner motioned to approve Resolution 2014-81 approving the 2014 Tax Levy Collectible in 2015. Seconded by CM Darkenwald. All in favor. Motion carried. CM Heidner motioned to approve Resolution 2014-82 adopting the 2015 Operating Budgets. Seconded by CM Darkenwald. All in favor. Motion carried. 5. Public Hearing: 5.1 To consider the 2015 Fee Schedule. A. City Clerk attests to legal notice. B. Presentation of the proposed fee schedule. C. Public Comments. D. Close the Public Hearing. E. Approve Ordinance 2014-16. City Clerk Loff attested that all the proper noticing, posting and publishing has been completed. City Clerk Loff presented the staff report. Mayor Stockamp opened the Public Hearing at 8:03 PM. Hearing no comments Mayor Stockamp closed the Public Hearing at 8:03 PM. CM Warehime questioned the annual fire inspection fee. City Administrator Johnson clarified. CM Warehime motioned to approve Ordinance 2014-16 establishing the fee schedule of City fees for 2015 and publication in summary form. Seconded by CM Heidner. All in favor. Motion carried. 6. Public Works: 6.1 Consider Resolution 2014-83 Authorizing Bids for the 70th Street Project. City Engineer Wagner presented staff report. CM Darkenwald reiterated that this project is not going to cost the taxpayers. CM Warehime asked if any of the trees on the Kolles property could be saved. City Engineer Wagner said there will be a trail along that portion and they will save what they can but it will be difficult. CM Heidner asked is all the land needed has been acquired. City Attorney MacArthur said yes. CM Heidner said when door knocking he heard a lot of residents that are excited about this project. Mayor Stockamp thanked staff for their work on this project. CM Heidner motioned to approve Resolution 2014-83 approving Plans and Specifications and Ordering Advertisement for Bids for the 70th Street Improvement Project. Seconded by CM Warehime. All in favor. Motion carried. 7. City Council Reports and Updates. 7.1 Talk about Holiday PTO. Mayor Stockamp is recommending closing City Hall early on New Year's Eve Day. City Administrator Johnson recommended that the motion call for closing all departments four hours early on New Year's Eve Day with holiday leave granted to employees. Mayor Stockamp motioned to close four hours early on New Year's Eve Day and to grant holiday leave to all employees for that time. Seconded by CM Darkenwald. All in favor. Motion carried. 8. Staff Reports and Updates. 8.1 Rogers Fire Contract - Verbal Update. City Administrator Johnson gave an update stating that the City of Rogers is reviewing the revisions, and further, that Rogers and Otsego are both under the understanding that the existing contract remains in effect until a revised contract is approved. She stated Rogers expects to have comments for staff discussion sometime in January. CM Warehime gave an update on the Albertville Fire department officers and the extension of the current fire chief's term. CM Heidner requested verbiage at the bottom of all Commission meetings allowing possible quorum of the City Council to attend. The City Council agreed. The City Clerk will add that verbiage. 9. Closed meeting under Attorney Client privilege pursuant to Minnesota Statute 13D.05, Subdivision 3 fb). City Attorney MacArthur requested a closed meeting under MN Statute 13D.05, Subdivision 3 (b). CM Darkenwald motioned to close the meeting at 8:27 PM. Seconded by CM Warehime. All in favor. Motion carried. 10. Open Meeting. CM Darkenwald motioned to reopen the meeting at 9:26 PM. Seconded by CM Warehime. All in favor. Motion carried. There was discussion on a worksession. Mayor Stockamp called a worksession for Monday, January 12, 2015 at 6:00 PM to review 2015 Compensation.
