ITEM 3.8C Parks 11.18.2014 MinutesITEM 3-0G OTSEGO PARKS AND RECREATION OTSEGO PRAIRIE CENTER November 18, 2014 7:00 PM Call to Order. Chair Angie Dehn called the meeting to order at 7:00 PM. Roll Call: Chair Angie Dehn; Commissioners: Charles VonBerg, Peter Torresani, Jim Breitbach, Susan Krekelberg and Corey Tanner. Absent: Commissioners Doug Cassady and Cara Husak. City Council: Mayor Jessica Stockamp and Council Member Doug Schroeder. Staff: Ross Demant, Parks and Recreation Manager, Amy Stemler, Recreation Programming Staff and Connie Schwecke, Recreation Administrative Assistant. 1. Open Forum. No Items. 2. Consider agenda approval. Commissioner Krekelberg motioned to approve as written. Seconded by Commissioner Breitbach. All in favor. Motion carried. 3.1 October 21, 2014 Regular Meeting Minutes. Commissioner Torresani motioned to approve as written. Seconded by Commissioner VonBerg. All in favor. Motion carried. 4. Unfinished Business. 4.1 Field Use Fees for Soccer. Parks and Recreation Manger Demant presented. He stated that the athletic associations were in favor of charging a field use fee per field and not per child. Demant also stated that he did find out that no fees were ever collected by Community Education on behalf of Otsego for the use of our fields, so for this reason, staff recommends setting up a 2015 Field Use Fee Schedule. After discussion, the following Fee Schedule was approved: Spring/Summer Season April —July Fall Season August - October • Soccer 4v4 non -irrigated field $50 per field North & South of Prairie Center • Soccer 4v4 irrigated field $70 per field • Soccer Full Size $100 per field Commissioner Tanner motioned to approve as written. Seconded by Commissioner VonBerg. All in favor. Motion carried. 5. New Business. Commissioner Breitbach recommended that the commissioners at all the Otsego community events wear nametags to identify themselves. 6. Parks and Recreation Manager Update. Parks and Recreation Manger Demant presented. He stated that the winter program guide was delivered November 7, 2014 and the winter registration was going very well. He discussed the community event, Santa Day and reminded the commissioners the date is December 13 from 10-1:00pm and it was decided that set up will be on Friday December 12 at 6:30pm. Commissioner Krekelberg requested to have signage out to remind Santa Day participants of the ice rinks. Demant also spoke about the community event, Pumpkin Patch. After discussion, commissioners agreed to the following changes in 2015. • Order 700 smaller pumpkins (look for a different vendor) • Recruit more volunteers and add a new game. • Have the lines for the games on the outside of the pavilion. • Move the wagon inside the circle and only have one pumpkin for guessing the weight. • Signage for the inflatables. 7. City Council Reports. Council Member Schroeder presented. He stated that the Council and Staff have been working on the CIP and the Budget and will be finalized by the first week of December. He also stated that the City Council will meet with a representative from Bountiful Baskets to obtain more information regarding the company and the logistics of Prairie Center being a site for distribution. 8.
