12-08-14 SCC MinutesSPECIAL CITY COUNCIL MEETING PRAIRIE CENTER DECEMBER 8, 2014 Call to Order. Mayor Jessica Stockamp called the meeting to order at 9:30 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Tom Darkenwald. Absent: CM Doug Schroeder. Staff: Lori Johnson, City Administrator; Dan Jordet, Administrative Services Director; Kurt Neidermeier, Utility Operations Supervisor, Ross Demant, Parks and Recreation Manager, Kevin Lamson, Interim Streets Maintenance Supervisor; Daniel Licht, City Planner; Ron Wagner, City Engineer and Tami Loff, City Clerk. 1 Mark Bezek ISD 728 Superintendent; verbal presentation. ISD 728 Superintendent Mark Bezek and School Board Member Jolene Jorgenson were present. Mr. Bezek said the district is just getting organized with the project and budget for the E-8 school and he is checking with all the Cities on any ideas or requests they have for city use. Mayor Stockamp asked if there will be any community input on the project. Mr. Bezek said yes; the E-8 project will have a large planning committee and stated someone from the city can be on the committee. He said the Auditorium project will have a committee as well. They are looking at late January or early February for the planning committee to start and he is estimating it about a six month process. He said they are looking at construction in the spring of 2016 and a fall of 2017 opening. City Administrator Johnson asked if citizens will be asked to join the committee. Mr. Bezek said yes they are looking at about six citizens and there will be an application process those individuals will go through. Mayor Stockamp asked if once that application and information is available if the District could send to us at the city to add to our city website. Mr. Bezek said yes. Mayor Stockamp asked if the boundaries will be looked at. Mr. Bezek stated that will be another committee. The City Council agreed Mayor Stockamp and Parks and Recreation Manager Ross Demant will be on the planning committee for the E-8 project and also if Councilmember Doug Schroeder is interested. 2. CIP Public Works; City Administrator Johnson provided background on the goals for the public works CIP including completing the road rating inventory. City Engineer Wagner and Intern Street Maintenance Supervisor Lamson reviewed the PCI rating system. CM Warehime questioned the road rating on Queens Avenue. City Engineer Wagner explained it was due to the soil conditions. The City Council concurred with the PCI rating system. Intern Street Maintenance Supervisor Lamson said City staff will update this annually. City Engineer Wagner reviewed the 2015 maintenance; the five year plan, the annual street general repair and the State Aid. The City Council concurred. Intern Street Maintenance Supervisor Lamson reviewed the request for Anti- Icing Brine Production System for 2015 for use in the snow and ice control operations. There was discussion on purchasing yet this year for this winter season. The City Council all agreed. Mayor Stockamp motioned to approve Brine System purchase under $50,000 in 2014 with funding as stated in the CIP. Seconded by CM Heidner. All in favor. Motion carried. 3 Other Budget Items. CM Warehime motioned to schedule a worksession for January 12, 2015 directly following the regular scheduled meeting to review the Utility CIP. Seconded by CM Heidner. All in favor.
