SUBJECT: Capital Improvement Plan (CIP) Discussion
The Council and staff have had initial discussion on all of the 2015-2019 CIP requests with the
exception of the water and sewer utility departments. On Monday, staff will present the Utility
section of the CIP and explain each of the capital requests in as much detail as the Council
wants. As we have previously agreed, a separate work session is necessary to have adequate
time to begin to address the more in-depth West Wastewater Facility issues and to identify a
strategy for developing a plan to address the odor and expansion issues.
In addition to reviewing the Utility CIP, we will review the other sections of the CIP again briefly
to gather Council input and make adjustments as you desire. The main focus will be on
ensuring there is agreement with the 2015 requests. After the Council has provided direction
and recommendations for adjustments to the draft CIP, the document will be prepared in final
form for approval at a future Council meeting.
Finally, there are several attachments to this memo: First, due to the long time period over
which we have reviewed the CIP, the minutes from the previous three meetings are attached as
a refresher. Second, Ron Wagner and Kurt Neidermeier recently prepared additional
documentation for the Utility items previously included in the CIP. The information
corresponds closely, but not exactly with the information they provided for the draft CIP; thus,
as these items are discussed on Monday, slight modifications may be made. Please note that
the draft CIP is not attached; you should bring your copy that was distributed in November.
