Call to Order.
Mayor Jessica Stockamp called the meeting to order at 6:30 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Tom
Darkenwald. Absent: Councilmember Doug Schroeder. Staff: Lori Johnson, City Administrator;
Daniel Licht, City Planner; Ross Demant, Parks & Recreation Manager; and Tam! Loff, City Clerk.
1. Bountiful Baskets.
Bountiful Baskets Representative Shelly Meneley was present. Ms. Meneley is requesting us of
city space free of charge. She stated that Bountiful Baskets is a not for profit organization that
provides fresh produce for discounted price starting at $15 per basket. They currently use free
of charge the Elk River Muffler and Brake which is an empty retail space. She would like to
relocate to Otsego. Their current pick up is Friday night at 5:45 PM. She estimated needing the
space about two hours. She is asking the City Council for space for the winter months on an
every two week schedule. She stated January 2 is the next pick up date.
Mayor Stockamp asked how many current members they have. Ms. Meneley said they had 22
the very first week and now have 35 members.
CM Heidner asked if Bountiful Baskets is registered in Minnesota and said he would like to see
the paperwork. Ms. Meneley said she is not sure and she can look into that.
City Administrator Johnson explained the state laws and the recent guidelines from the Office of
the State Auditor on Public Purpose Expenditures and charitable contributions. She explained
that Bountiful Baskets is not an eligible organization under these guidelines. She further stated
that the current fee schedule requires a fee for use of the facility unless it is a non- profit
organization that volunteers service hours to the City for City projects. The Council may choose
to amend the fee schedule to reduce the rates, but those rates must apply to all similar
businesses. That policy is not advantageous to the City as there are out of pocket costs the
City would incur that need to be funded.
City Administrator Johnson asked if Ms. Meneley has contacted CAER in Elk River. Ms. Meneley
said no.
Ms. Meneley stated that Plymouth currently has a pick up site at their community center.
The City Council agreed they need more information. Ms. Meneley said she will get information
requested and follow up.
CM Warehime motioned to adjourn. Seconded by CM Darkenwald. All in favor.
Motion carried. Adjourned at 6:59 PM.
