06-10-96 CCCITY OF OTSEGO WRIGHT COUNTY, MINNESOTA CITY COUNCIL WORKSHOP 6:30 PM OTSEGO CITY HALL JUNE 18, 1996 1. Mayor Norman F Freske will call meeting to order: Mayor Freske called the Workshop Meeting to order at 6:30 PM. Roll Call: Mayor Norman F. Freske; Councilmembers: CM Black, CM Fournier, CM Heidner. Absent: CM Ackerman Staff: Bob Kirmis, Assistant City Planner; Andy MacArthur, City Attorney; Elaine Beatty, City Clerk/Zoning Administrator; Judy Hudson, Deputy Clerk. CM Black motioned to adjourn the Workshop Meeting between 8:30 and 9:00 PM. Seconded by CM Heidner. All in favor. Motion carried. I Discussion and consideration of the }goosed Feedlot Ordinance (Any }posed changed: Mr. Kirmis referred to the NAC Memo dated June 17, 1996 and suggested to go through the outline. Mr. Kirmis went through the attached NAC Report with the Council. CM Black asked what the Feedlot Committee recommended for the Rural Service Area for Animal Units. He also asked what was the rationale for the difference in the numbers the Planning Commission put in from what the Feedlot Committee suggested. CM Heidner said the number was higher but had greater setbacks. The Planning Commission used a lot of numbers from the Manure Management Guide. Mr. Kirmis suggested for the Council to consider if they want Animal Feedlots and after they have answered that questioned they should proceed from there. Mr. Kirmis also went over the term "animal units" and the Immediate Urban Service Area and the expansion of Feedlots. Long Range Urban Service Area: Mr. Kirmis believes 600 AU is excessive because this area will ultimately be in the Urban Service and 300 AU is more appropriate. Rural Service Area: Maximum is 750 AU for new but maximum was not set for existing feedlots but both should have equitable treatment. He also noted for Private Residences that he feels this hasn't been given enough information for the potential impact and suggested a graphic evaluation be conducted. Regarding Churches, Schools or Similar Facilities, he is concern with similar facilities and what that constitutes and should be clarified. City Council Workshop of June 18, 1996, cont'd. Page 2. Mr. MacArthur said that generally this was looked at based on planning and should be strict regulations intended for urban development and if allowed in rural areas should be equal for existing. Regarding the Shoreland: What was passed from the Planning Commission is less stringent than what the City had before. Going with the MPCA can be within 1,000 feet if the MPCA determines there is no potential pollution hazard. CM Fournier suggested, to start with does the Council want to allow Feedlots? CM Black's thoughts were to freeze status quo. He questioned why would landowner invest in something that would cause problems in the future. He stated it is not a realistic approach to think that the Metro area won't spill into Otsego because it will. He was concern with expanding and that sooner or later a cap is hit. He said to leave what is there but to allow or consider investing additional capital for expansion he has a hard time supporting. CM Heidner agreed somewhat, but feels the existing ones need to expand, since they have made an investment. He thought the largest one in Otsego is 500 AU and doubling that could last a long time. He stated the existing ones should be able to expand but doesn't have a number. CM Black wouldn't have a problem with that. Mayor Freske asked what current Ordinance says. Mr. Kirmis replied no cap over 300 AU but need a CUP. Mr. MacArthur said over 1,000 AU need a EAW. CM Fournier agreed with CM Black in the Urban Service Area, but in the Long Range Area he was undecided. He felt rural area people should be allowed to farm, and the CUP process can regulate just about anything. CM Heidner's problem with the CUP Process is that it doesn't have a cap in it. CM Black said it isn't realistic saying rural is going to be forever. There are residents in the rural area asking to be in the Immediate Service Area. We have talked about package plants and some of these things should be factored in. Growth is not going to be stopped, it can be slowed down. People in the Southwest area supported preserving Ag land and the same people are requesting annexation. Mayor Freske agreed and stated there are a lot of people in the rural area that would like to sell now. CM Fournier agreed but maybe look at proposed lines. CM Heidner stated he doesn't want to move lines just to prevent feedlots, The Council reviewed the current Rural Service Area Lines. CM Fournier suggested a Feedlot Overlay District. There was further Council discussion on the Rural Service Area and what is currently existing. Mr. MacArthur suggested looking at what other communities are doing. CM Black stated the City has put in a lot of time and effort into this and he would like to move forward. Otsego City Workshop of June 18, 1996, cont'd. Page 3. CM Black suggested an information map showing the residences. The Council discussed different types of information that should be put on the map. After discussion the Council decided the map doesn't have to show the Immediate Service Area but mark out all the other residences in the City. They didn't want staff to put a lot of time into this. 3-4..-tv o6er Council None CM Heidner motioned to adjourn. Seconded by CM Fournier. All in favor. Motion carried.
