02-19-98 WSCITY OF OTSEGO WRIGHT COUNTY, MINNESOTA SPECIAL CITY COUNCIL WORKSHOP OTSEGO CITY HALL FEBRUARY 19, 1998 4 P 1 _ Mayor La= Fournier will call meeting to order. Mayor Fournier called the workshop to order at 4:03 PM Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Mark Berning, Virginia Wendel arrived at 4:05 PM and Suzanne Ackerman arrived at 5:26 PM. Engineering Staff: John Harwood, Larry Koshak, Steve Weser, Janele Taveggia. City Staff: Mike Robertson, City Administrator; Elaine Beatty, City Clerk/Zoning Administrator and Judy Hudson, Deputy Clerk. Park and Rec. Commission Member, Nicole Martin. 2_ Mayor Fournier will turn meeting over to John Harwood, City Engineer, A. Review Dolicy for acquisition for easement and right of w ys. Mr. Harwood reviewed the proposed policy with the Council. It was the consensus of the Council to direct the City Attorney, Andrew MacArthur, to prepare a policy statement for Council consideration of adoption for the March 9, 1998 City Council Meeting. B. Review of Design Reports as follows: 1— Odean Avenue NE Mr. Harwood reviewed the Design Report. The City Council agreed with the layout of Odean Avenue with offsetting the centerline to the east to allow for a bike path on the west side. The Council requested for the bike path to be bid separately. Staff will proceed to right of way acquisition and with plans and specifications. Council also discussed using Trail Fees for this bike path project. Mr. Robertson will write a memo to the Park and Rec. Commission regarding this issue. 2. Sanitary Collection System Mr. Harwood noted that the sewer force main between County Road 39 and County Road 42 has been replaced with a gravity main. Mr. Harwood explained he will be revising the route for the force main from TH 101 to the Wastewater Treatment Plant. This new route will follow 65th Street east from TH 101 and on easement south of 65th Street to the wastewater treatment plant route. This will avoid reconstruction work to CSAH 36 and is approximately $300,000 cheaper. Mr. Harwood will prepare final easement and right of way sketches and descriptions for the March 9, 1998 City Council Meeting. 3. Potahle Water System Mr. Harwood discussed test wells with the Council. It was their consensus for Mr. Harwood to get quotations and report back to the Council at the February 23, 1998 City Council Meeting. Mr. Harwood will also proceed with plans and specifications for the well, pumphouse and plans for the water tower. He explained the base bid for the tower will be less costly with City Council Workshop of February 19, 1998, cont'd. Page 2. a water spheroid type tower. He will also allow a bid alternative for the fluted column type of tower to maximize competitive bidding. The Council directed Mr. Harwood to provide them at the March 9, 1998 City Council Meeting a cost evaluation showing how the change from a 3 tower configuration to a 2 tower configuration will impact overall project costs and how much of the cost will be accelerated by construction of the a 400,000 gallon tank located near 70th Street. Mr. Harwood will also present final right of way and easement descriptions at the March 9th Council Meeting. CM Ackerman arrived at the meeting during these discussions. CM Beming left meeting at 6 PM. 3. Any other Council Business. There was none. 4. Adjourn. CM Wendel motioned to adjourn. Seconded by CM Heidner. All in favor.
