10-21-96 WSCITY COUNCIL WORKSHOP To Review 85th Street Feasibility Study October 21, 1996 7:30 PM 1. Call to order by Mayor Norman F. Freske- Mayor Freske called the Workshop to order at 7:30 PM. Roll Call: Mayor Norman F. Freske; Councilmembers: Suzanne Ackerman, Ron Black, Larry Fournier, Vern Heidner. Staff. Larry Koshak, City Engineer, Kevin Kielb, Assistant City Engineer, Elaine Beatty, City Clerk/Zoning Administrator, Judy Hudson, Deputy Clerk. 2. Review of Feasibility Study for 95th St Project for Bituminous Street Reconstruction byCity Engineer - 85th Street Reconstruction presented by Kevin Kielb. Reconstruction will be in two segments - from Nashua Avenue to Odean Avenue and from Odean Avenue to Page Avenue. The proposed improvement will be a typical urban design. Discussion was held regarding the placing of a bike path. The extent of the construction will have to be determined by the City Council with possible ISTEA Grant (1998 Grant). Funds will have to be matched by the City. Update was given by Larry Koshak on future bike paths. One possibility is just do the grading for the bike path at the time of reconstruction of the street and complete the bike path at a later date. An additional 10 feet may be needed for grading the bike path. The Council and staff also discussed the slope easements, a 40 MPH design and the intersection at Odean and 85th Street which will have turn lanes placed for all directions. Ohland Avenue is also on the MSA List and this intersection will have to be reviewed (Ohland and 85th Street). The costs, assessments and MSA Funds, as outlined in the attached Feasibility Report were gone over and discussed. The Council felt that at least the grading for the bike paths should be done at time of reconstruction. Storm Sewer Improvement Project: The political boundaries are for the Halls Pond Watershed. Mr. Kielb went over the area of benefit, costs and assessments. Discussed was the Halls Pond - can't increase the flow to the pond. The current pond takes care of the current conditions and will need a new pond to take the increase. Different options were reviewed and the most feasible according to the Engineers is to build a new pond with an elevation of five (5) feet higher than the Halls Pond with a outlet pipe into the Hall's Pond. MSA participation was reviewed. Also discussed was the present undeveloped land. City of Otsego City Council Workshop of October 21, 1996, contd. Page 2. Sub -Regional Improvements: Council and staff held discussion on improvements to include the residences on Needham. With the City extending the pipe up 85th Street to collect their water and take it way from the present water flow direction to the Halls Pond. Mr. Koshak supported the Feasibility Study saying the City needed it done to document the improvements. The topography for the street will start this week. The Council directed the City Engineer (saying they want the problems areas for Stormwater piping also done), but first need cost estimates for the field work for each area separately. CM Fournier updated the Council on this joint project with the City of Albertville. 70th Street is a shared street which will be a shared project. The cost for Otsego is estimated at $2,800 which the Council stated can come out of the Maintenance Repair Budget. Larry Koshak also informed the Council the pipe under Odean Avenue, south of 83rd Street, has deteriorated and has opened a big hole along the shoulder. The repair project is estimated at $10,000. Mr. Koshak is in the process of getting estimated. He also recommended to repair this as soon as possible. Council requested for Phyllis Cokley, Director of Business and Finance, to look at the Budget for funding and to place this issue on the October 28, 1996 City Council Agenda. 5. Aciiourn.
