It is recommended that the City Council approve submission of the 2015 Pay Equity Compliance
Report showing an underpayment ratio of 240.00

BACKGROUNDMUSTIFICATION:
Every three years the City must submit a report regarding the City's compliance with the Pay Equity
law (M.S. 471.991-.999). Reporting data is gathered and analyzed using a program developed by the
Minnesota Management and Budget state agency. Following input of the data by each jurisdiction,
an analysis is run by the software and reports are produced indicating compliance or non-compliance
with the law. In general terms, female employee classes must not be at a disadvantage compared
with male employee classes. The specific terms of that analysis are shown in the Compliance Report
page of the report. In the analysis, the Underpayment Ratio must be 80% or higher. Otsego's is
240% for the period. The Salary Range must be 80% or more. Otsego's score is 87.50. The
Exceptional Pay Test is not required of the City as it has too few classes receiving exceptional service
pay (actual number is 0).
Once approved by the City Council, the Implementation report is completed electronically and
submitted electronically through the MMB website using the aforementioned MMB software. A
printed copy of the results must be posted in a prominent place for employee review. Otsego's will
be posted in the Employee Lunchroom at City Hall.
