11-21-96 CCCITY OF OTSEGO WRIGHT COUNTY, MINNESOTA CITY COUNCIL BUDGET MEETING 6:30 PM OTSEGO CITY HALL NOVEMBER 21, 1996 1 Mayor Norman F. Freske will call workshop to order. Mayor Norman F. Freske called the Budget Meeting to order at 6:30. Roll Call: Mayor Norman F. Freske; Councilmembers: Suzanne Ackerman, Ron Black, Larry Fournier, Vern Heidner. Councilmembers elect: Mark Berning and Virginia Wendel Staff: Elaine Beatty, City Clerk/Zoning Administrator; Judy Hudson, Deputy Clerk. Contracted Staff: Gary Groen, Accountant Mr. Gary Groen, City Accountant, reviewed the 1997 Proposed Budget with the council. (report dated August 28, 1996) There was a correction: Page 39 the total should read $269,743. The proposed 1997 tax capacity rate is 32.207%, which has gone down from 1996 which was 34.637%. Technically, taxes went down, except if valuation increased. The Council would like to see a scale done since the City has been incorporated and to use the same type of overheads as used at last year's Truth and Taxation. Also a comparison of relative expenditures by category with Cities of comparable size. The Council also discussed the expenditures the Council authorizes that isn't in the budget. Mr. Groen also recommended doing this for the revenues. The Council also requested for the information material for the Truth and Taxation Meeting be distributed prior to the meeting. The Council offered the two new council members elect, Mark Berning and Virginia Wendel, time to discuss this budget. Virginia asked about the legal services. The Council discussed the rates, this is a contracted service and the budgeted amount. Virginia also asked if the City collects Park and Trail Fees. The council went over the fees and discussed the Parks and Trails. Mark asked about the Water Source, Trunk and Storage Facilities Plan on Page 36. He also questioned the legal budget and the loan for City Hall. Mr. Groen and the Council went over these items with Mr. Berning. City Council Budget Meeting of November 21, 1996, contd. Page 2. 4.
