1. Mayer Norman F. Freske will call meeting to order.
Mayor Norman F. Freske called the December 23, 1996 City Council Meeting to order at
6:38 PM.
Roll Call: Mayor Norman F. Freske: Councilmembers: Suzanne Ackerman (arrived late),
Ron Black, Larry Fournier, Vern Heidner.
Staff: Larry Koshak, City Engineer; Elaine Beatty, City Clerk/Zoning Administrator; Judy
Hudson, Deputy Clerk; Carol Olson, Secretary; Jerry Olson, Building Official.
2. Consider Agenda Approval (Deletions or Additions)
CM Black motioned to adopt the December 23 City Council Agenda. Seconded by CM
Fournier. All in favor. Motion carried.
3. Consider Minutes-

CM Fournier motioned to adopt these Minutes. Seconded by CM Black.
Voting In Favor: CMs, Black, Fournier and Heidner.
Abstained: Mayor Freske, since he did not attend this meeting.
Motion carried.
B. December 5, 1996 Truth In Taxation HPa -
CM Black motioned to adopt these Minutes. Seconded by CM Heidner. All in
favor. Motion carried.
C. December 9, 1996 City Council Meeting
CM Heidner motioned adopt these Minutes. Seconded by CM Black.
Voting In Favor: CMs, Black, Fournier and Heidner.
Abstained: Mayor Freske, since he did not attend this meeting.
Motion carried.
4. Oren Forum
4.1_ Special presentation by Pat Sawatzke, Second District Commissioner Re -
Hazardous Waste Colles ion at O s go

Pat Sawatzke, County Commissioner, discussed with the Council using the Maintenance
Shop Site as a Hazardous Waste Collection in Otsego. A private contractor is hired by

the County to bring in containers and to properly dispose of the waste. The County will
run this collection and be responsible for any liability. They would appreciate volunteers
from Otsego. Commissioner Sawatzke also discussed the reasons for the closing of the
Wright County Compost Facility as of January 31, 1997 for MSW Collection.
CM Fournier motioned to set a Household Hazardous Waste Collection Date at
Otsego. The date and details to be worked out with City Staff. Seconded by CM
Heidner. All in favor. Motion carried.
Mayor Freske suggested to advertise this event in the Otsego Newsletter. Commissioner
Sawatzke suggested to discuss this with Chuck Davis, Environmental Health, for specifics.
Mary Reich, 16686 65th Street NE (East side of 101). Mr. Reich expressed concern
regarding the closing of access to 101 from 65th Street specifically in regards to the
additional time it will take emergency vehicles to get to his residence. He requested a
frontage road, that by being able to get to 62nd Street would make it easier for him.
The Council and City Engineer went over the history of the concept plans and sources of
money and assessment policy.
5. Consent Agenda
5.1. Approval for Phyllis Cokley to use accrued vacation hours in 1997-

CM Fournier motioned to approve the Consent Agenda. Seconded by CM Black.

Jerry Olson briefly went over his attached report.
CM Fournier motioned to allow Lin -Bar Development to do Standard -on -Site
Septic Systems. Seconded by CM Black.
Voting For the Motion: Mayor Freske, CM Ackerman, CM Black, CM Fournier.
Voting Against the Motion: CM Heidner.
Motion carried four (4) to one (1).

CM Black motioned to table this item until the January 13, 1997 City Council
Meeting. Seconded by CM Fournier. All in favor. Motion carried.

A_ Rezone property from A-1 (General Agricultural) to R-3;
4Residential Immediate Urban Service real
CM Black motioned to adopt the Planning Commission's Recommendation to
rezone this property from A-1 (General Agricultural) to R-3 (Residential Immediate
Urban Service Area). Seconded by CM Fournier. All in favor. Motion carried.
It was noted this was just approval of the rezoning and not the platting.
6.4_ Any other Planning Business -
There was none.
CM Heidner motioned to adopt the Ordinance pertaining to defective or
malfunctioning emergency alarm systems within the City of Otsego but to include all
Fire Departments serving the City of Otsego. Seconded by CM Ackerman.
All in favor. Motion carried.
The Council directed the City Attorney to review this change.

CM Black motioned for the Mayor and City Clerk to enter into a Joint Fire
Agreement with the City of Monticello and Monticello Township. Seconded by CM
Fournier. All in favor. Motion carried.
Elaine Beatty informed the Council the City Attorney will have a Resolution prepared for
the next council meeting.

Larry Koshak noted the petition stated road construction of approximately 430 feet and
the plat shows 498 feet. He, along with the City Attorney, would like to further review
this plat. The Council agreed.
CM Black motioned to have the Petition For Local Improvement (88th Street) be
returned to the applicant to clarify the length of street they are proposing
construction. Seconded by CM Heidner. All in favor. Motion carried.
7.3. Any other legal business -
City Attorney was not present.
8. Larry Koshak, CityEngineer.
8.1_ Discussion of Annual MSA Mileage Certification.
Mr. Koshak recommended a workshop in late January for the Council to review this. The
certification is due March 15, 1996.
9.1_ Discussion of letter received from Joan Vasseur - re: Snow lowing
CM Fournier stated he talked with Ms. Vasseur and she would like the City to continue
snowplowing of private driveways through the 1996/97 season.
After Council discussion, they agreed to not change their previous decision of
discontinuing this service as of the first of year.
9.2. Discussion of memo from Merland Otto Re* 1STFA money for local
(City) match for trail enhancement pjects.
Costs of applications and the City needing to match the grants were discussed.
CM Black motioned to request Merland Otto to make the appropriate applications.
Seconded by CM Ackerman.
Voting For the Motion: CM Black, CM Ackerman
Voting Against the Motion: CM Fournier, CM Heidner, Mayor Freske.
Motion Failed three (3) to two (2).
9.4. City Clerk's Update
Elaine Beatty discussed with the Council and Pat Sawatzke the proposed contract from
Wright County for maintenance on the traffic lights on CSAH 42 and 101.
The Council and Pat Sawatzke would like to know if the County is receiving money for
this maintenance.
Elaine will bring this up at the next City Council Meeting.
Elaine also thank thanked Mayor Freske and CM Black for all their time and work given
to the City of Otsego.

9.5. Consider Claims List for approval
CM Black motioned to accept the Claims List. Seconded by CM Ackerman. All in
favor. Motion carried.
Mayor Freske commented on his last thirteen years of service as a Town Board Member
and as Otsego's first Mayor. He thanked the professional staff, City Staff, fellow council
members, Otsego residents and his family. He wished Larry Fournier and the Council his
best.
CM Fournier presented Mayor Freske and CM Black plaques honoring them and thank
them for their service to the residents of Otsego. A break was then taken with
refreshments.
