07-14-97 CCCITY OF OTSEGO WRIGHT COUNTY, MINNESOTA CITY COUNCIL MEETING 6:30 PM COUNCIL CHAMBERS OTSEGO CITY HALL JULY 14,1997 L Mayor Fournier will call meeting to order. Mayor Fournier called the July 14, 1997 City Council Meeting to order at 6:30 PM a Pledge of Allegi nc Mayor Fournier led in the Pledge of Allegiance. Mayor Larry Fournier; Councilmembers: Suzanne Ackerman, Vern Heidner, Mark Berning and Virginia Wendel. Staff: Andrew MacArthur, City Attorney; Kevin Kielb, Larry Koshak, City Engineers; Judy Hudson, Deputy Clerk; Carol Olson, Secretary; Jerry Olson, Building Official. Absent: Bob Kirmis, City Planner and Elaine Beatty, City Clerk/Zoning Administrator. Consider Agenda -Approval" CM Berning requested an addition: Under Item 9. Community Rec. Update. Mayor Fournier requested additions: Under Item 7.2. Cost to research differentsewer districts and address possible ordinance changes. Under 9.7. Discussion of directing Financial Advisors, Juran and Moody, to put together Financial Numbers on Waste Water Treatment Facility, Sewer Collection System and Potable Water System and meeting with the engineers as needed. CM Heidner motioned for adoption of the July 14, 1997 City Council Agenda as amended. Seconded by CM Ackerman. All in favor. Motion carried. Consider Minutes: A June 30, 1997 6.30 CityCo mcil 14 ing CM Wendel motioned to adopt the minutes. Seconded by CM Berning. All in favor. Motion carried. 4 Open Forum. Jeff Bartheld, Chair of Parks Commission. In regards to the metal building located on the City Hall site. He encouraged the Council not to tear the building down since the Parks use it extensively. Members of the Park and Rec. Commission, Darlene Solberg, Terri Kohler and Tom Constant, also supported Mr. Bartheld's proposal to save this building and for the Council to insure it. Steve Parker, resident. Ask for assistance from the City to help clean up the brush from the July 1, 1997 storm. Deb Rosa, resident. She also asked for City assistance for clean up. Her house was destroyed, it was under insured and she can't afford to clean her lot up. Otsego City Council Meeting of July 14, 1997, cont'd. Page 2. Tom Osborne, resident. He spoke for his neighborhood saying a lot of residents need help. He feels the ordinances make in impossible for people to live here, council isn't helping and permit fees are too high. Karen Kloone, resident. Ms. Rosa spoke on her behalf in asking the City for assistance in clean up. Andrew MacArthur, City Attorney, explained that homes with more than 50 percent damage must be replaced within conformity of the City Ordinances. Joe Panka, resident. Stated he would like to see the City help out with the clean up. He also requested that single wide manufactured homes be allowed to be replaced with single wider since it would financially help these residents because of recent storm. Theresa Panka, resident. Spoke in support of allowing single wide manufactured homes to replaced the recent damaged ones. 5 Consent Agenda There were no items. 6 Bob Kirmis., Assistant City lanner: 6-1. No items at agenda time. 6.2- Any PlanningB use iness. Mr. Kirmis was not in attendance as there were no planning items. 7 Andrew MacArthur, CityAttorney: 7-1- onsider advertisement andI)roposed contract fnr Interim City Administrator Mr. MacArthur went over the contract with the council. The Council requested the following changes: Language change in the seventh paragraph on page 1. Number 8: change language to reflect possibility of position being terminated prior to the original date. CM Heidner motioned to approve the general format and proposed advertisement, with changes included that were discussed. Seconded by CM Berning. All in favor. Motion carried. CM Wendel motioned authorizing to start advertising with a salary range of $25 to $35 per hour. Seconded by CM Berning. All in favor. Motion carried. CM Ackerman motioned to set the Interim City Administrator term for six (6) months and no more than one (1) year. Motion died for lack of second. CM Heidner motioned to set the Interim City Administrator term not to exceed nine (9) months. Seconded by CM Ackerman. All in favor. Motion carried. Mayor set the next sub -committee meeting for the Interim Administrator position for Tuesday, July 22, 4 PM. 7-2- Any other Legal Business. 7.2_a. Cost to research different_ sewer districts and address pos_ sible nrdin nce changes Mr. Kielb stated this issue was brought up at the recent Council Workshop. He feels this would also involve the planner. Staff would like to prepare as many options and policies for Council consideration. Mr. MacArthur stated his fee estimate is $800. After Council discussion, the Council decided to wait on this until the City of Dayton reaches a decision. Mr. MacArthur reminded the Council that the current moratorium will end in six (6) months and a decision will have to be made regarding an extension. In his opinion, he doesn't feel that the changes to the Comp. Plan can be completed in six months. 8 Kevin Kielb. CityJiagineer: 9-1. Public Works U dp ate. Mr. Kielb went over the attached list of Public Works Projects. Mayor Fournier requested a formal proposal for the Crack Sealing for discussion at the Public Works Sub -committee Meeting. He also requested a Cost Estimate for Dust Control completion. 8.2. Update ISTI`A Enhance ment_1?roj�c�iB kaths� Mr. Kielb updated the Council on this project. CM Heidner motioned for a Public Meeting to be held and for the City Engineer to pass out flyers to the affected property owners. Seconded by CM Ackerman. All in favor. Motion carried. 8-3. Any other Engineering Rus— J - — Mr. Kielb updated the Island View Estates project. Kevin will be distributing the attached flyers to the residents. 9 CQuncilItems_ 9-1- Council fill out June time sheets_ Council completed. 9.2Consider Budget Meeting dates from Crary 7roen_ CM Wendel motioned to accept the dates as recommended by Mr. Groen in the attached memo. Seconded by Mayor Fournier. All in favor. Motion carried. 9.3. Consider old pole building at City Hall Site, Jerry Olson, Building Official, recommended to the Council to have a company that specializes in pole building construction give an estimate and recommendation. Seconded by Mayor Fournier. All in favor. Motion carried. 9.4- Consider Darlyn Kofoed resignation from EDAAC Mayor motioned to accept Darlyn Kofoed resignation effective immediately, and for the City to send her a letter thanking her for her services. Seconded by CM Heidner. All in favor. Motion carried. Mayor Fournier set July 17, 4 PM for the Public Works meeting. 9.6- Set date for Administrative sub -committee meetir It was decided one will not be held this month. CM Wendel motioned to authorize Mayor Fournier to talk to Juran and Moody for this cost analysis on Wastewater Treatment Facility, Sewer Collection System and Potable Water System and meeting with the engineers as needed with a price cap at $2,000. Seconded by CM Ackerman. All in favor. Motion carried. 9-9- Deputy City Clerk's Update The Council agreed to tour the Wastewater Treatment Facilities at St. Michael, Delano and Rockford on Friday, July 18, meeting at City Hall at 8 AM, public invited. Mayor Fournier suggested a Otsego City Council Workshop to discuss the sewer project. After discussion, it was the Council's consensus to go ahead with the project regardless of Dayton's decision and that they could always buy in later on or buy capacity from Otsego if Otsego decides to follow through on this project. 9-9- Consider Claims List for apnroval" CM Heidner motioned adoption. Seconded by CM Ackerman. All in favor. Motion carried. CM Berning gave a Community Rec. update in regards to their payroll being processed by one entity. CM Wendel stated she will not be able to attend the October 27, 1997 Council Meeting. CM Berning stated he will not be able to attend the August 25, 1997 Council Meeting. CM Heidner motioned to change the August 25, 1997 Council Meeting to Monday, August 26, 1997 at 6:30 PM. Seconded by CM Wendel. All in favor. Motion carried.
