Morrell Incorporated of Elk River was contacted for price quotes for equipment. Morrell recently complete the clean-up in Anoka, with assistance from City crews. The lead contact is: Larry Morrell at (612) 867-1204 Morrell has a clam -bucket available on Saturdays (6 am to 6 pm). The rate is $75.00/hour. The clam -bucket may be available on weekdays (day to day availability) at a rate of $70.00/hour. The rate includes an operator. Morrell indicated they would not rent the machine without an operator. End dumps are available at a rate of $54.00/hour weekdays and $60.00/hour weekends. Mr. Morrell indicated that they cleaned up Anoka in about a week. This was done using City front end loaders during the week and the clam -bucket on weekends. The clam -bucket is currently available on Saturdays. One possibility is to use the clam - bucket with City trucks on Saturdays to complete the work. At 12 hours a day, this would mean $900 per Saturday for Morrell's equipment. as OT910.mem Engineers Landscape Architects Surveyors The sub -committee of Mayor Fournier and CM Ackerman met Thursday, July 17. The following are their recommendations: Brush Clean Up Hire Morrell Inc. to use the clam -bucket with City trucks and maintenance personnel for Saturday (at 12 hours a day). Morrell's cost for each Saturday would be $900. Cleanup of brush would be for the Saturdays of August 2 and August 9 from 6 AM to 6 PM. Brush clean up will be from the Public ROW ONLY. Assessment of streets that need brush pick-up will be done by the Public Works Department on the preceding Friday. This recommendation is based on: - helping residents which include some who are not able to transport their brush to the brush pile located behind City Hall. - clearing away the ROWs and insuring drainage will not be obstructed Replacements of homes lost during storm Follow the City Ordinances. This recommendation was done based on: - responsibility to treat all residents the same - difference in price between the price of a double wide and single wide is not a substantial difference (example, per a local dealer, a typically new single wide is approximately $40,000 which is equivalent to a $48,000 double wide and therefore approximately $80 more in monthly payments) - in checking with neighboring communities none of them allow single wides on private property, except for trailer parks. - if there were to be any amendments to the Zoning Ordinances, time would be a factor. The processing of an amendment change involves several weeks and would delay residents making a decision regarding their situation. Because the City is concerned with the residents currently living in campers and tents, we encourage them to start working with the City ASAP regarding the replacement of their homes. There is help available through the Red Cross. We understand the Red Cross has already been through several areas in the City. The Red Cross number is 291-6789. We have also talked to the MN Housing Agency. There is a MN Mortgage Program and some of the local lenders are Marquette Bank of Otsego, Liberty Savings Bank in Monticello, First National of Elk River, Norwest of Elk River and Heigl Mortgage and Financial Corporation of Elk River. A suggestion is to go to one of these lenders and discuss your situation with them. Dealerships of Manufactured Homes also offer financing suggestions and as do the Realtors working with builders. Residents may also call the Emergency Services of the State of MN at 296-2233. Civil Defense Director and Emergency Policy Since the City currently does not have a Civil Defense Director or an Emergency Policy, consider giving direction to the staff to research, through other cities having such policies, and to bring this back to the City Council for discussion. They told me that their best option is to call the HRA (320-252-0880) first to see if there's any grant or loan money available through Iliem. If they are unable to get help through the HRA a Fix -Up loan is probably the most appropriate. Enclosed is the information about the fix up loan and what lenders deal with these loans. The loan comes directly from the financial institution and payments are made to the Minnesota Housing Finance agency. As I wrote on the lender sheet the requirements for this loan are: Total family Incorne does not exceed $413,000 The borrower must have 113 ownership in property The borrower rnust have a good credit history The borrower must meet the ability to pay requirements The loan has a 2.8% Interest rete depending on income They may borrow up to $1$,000 They may take up to 15 years to repay the loan They may also oaq Rural Development at 320-251-8880 to see if their are any loans or grants available. These are usually for very low Income families. I also included our St Cloud Housing Brochure that lists the property management companies that may have housing. Because of the college situation there may be some empty housing in the college area that people could rent for a month or two.
