04-23-02 BRITEM 3.5. CITY OF OTSEGO BOARD OF REVIEW TUESDAY APRIL 23, 2002 6:30 PM OTSEGO CITY HALL 1. Mayor Larry Fournier will call the 2002 Board of Review Meeting to order_ Mayor Fournier opened the Board of Review at 6:33 PM. Roll Call: Mayor Larry Fournier; Councilmembers: Vem Heidner, Jerry Struthers, Virginia Wendel and Suzanne Ackerman. Staff Judy Hudson, City Clerk and Pete Merges, and City Assessor. Randy DesMarais and County Assessor Gregory Kramber. 2. Comments by the Wright County Assessor. Mr. Kramber said there was a lot of value change throughout the County. Mr. DesMarais stated the purpose of the Board of Review is to review 2002 valuation and classification. They can't discuss the previous years valuations and taxes aren't discussed. Sales are the driving factor for determining valuations. Valuation must be within 90% to 105% ratio of sales prices. If not in this range, the State has the power to increase or decrease the values. In Wright County for Year 2001, there were 2000 new homes with 3000 new splits of property. There are 51,800 parcels compared to in 1971 it was between 18,000 and 19,000 parcels. 3. Comments by the City Assessor Pete Merges Pete referred to the attached handout. He also noted Otsego is making history as this will be the first time a computer will be used at a Board of Review in Wright County. 4. Review valuation of property owners from the Sign Up List Lori Schmidt 118-071-001080 8081 Padre Way NE Crimson Ponds H EMV $255,600 Ms. Schmidt questioned the valuation, others in her neighborhood came in below her purchase price and her valuation came in over the purchase price. She did discuss this with Pete prior to the meeting and he went out and re -measured. Pete went over the square footage. Ms. Schmidt agreed with this valuation. No Council Action Board of Review Meeting, cont'd. Page 2. Faye Sullivan 118-071-003010 8104 Padgett Avenue NE EMV $222,769 Faye Sullivan was not in attendance. Mr. Merges discussed the valuation with her prior to the meeting and Ms. Sullivan agreed with Pete's recommendation of lowering the valuation to $206,100. CNN Heidner motioned to lower to $206,100 from $222,769 due to a measuring error. Seconded by CNI Struthers. All in favor. Motion carried. Joel Vaa and Tracy Starkovich 118-071-001010 8096 Padre Way NE EMC $177,100 Not in attendance. Mr. Merges discussed the valuation with the homeowners and they were satisfied with his recommendation of increasing the valuation to $193,600. CM Heidner motioned to increase the valuation to 193,600 from $177,100 because of measuring issues. Seconded by CM Struthers. All in favor. Motion carried. Mike and Nancy Johnson 118-035-001070 83 03 Needham Ave NE EMV $191,200 Mr. Johnson said valuation was up by $15,600. He did build a detached garage last year. He had two appraisals done for refinancing and they came in lower than the assessor's valuation. Pete Merges explained the increase was due to the detached garage and appraisals for financing are usually appraised lower. No Council action. Paul Young 118-135-001010 5491 Quilley Avenue EMV $265,893. Mr. Young did not attend. Mr. Merges discussed the valuation with Mr. Young prior to this meeting. Mr. Young's house burned and they rebuilt. Mr. Merges remeasured the house and recommended reducing valuation to $239,500. CM Heidner motioned to reduce the valuation to $239,500 due to a measuring error. Seconded by CM Wendel. All in favor. Motion carried. Board of Review 2002 Meeting, cont'd. Page 3. Jim Talbot 118-500-361300 17800 River Rd NE $1,917,100 House Only Recommendation: Reduce to 51,823,400. 118-500-362100 EMV $166,600 Land Only Recommendation: Reduce to $138,900, no change for Green Acres. 118-500-253400 EMV $139,800 Land Only Recommendation: Reduce to $116,700, no change for Green Acres. C1vI Heidner motioned to approve the Assessor's recommendation of reducing the house value on Parcel 118-500-361300 to $1,823,400, reduce value of Parcel 118-500- 362100 to $138,900 with no change for Green Acres, reduce value of Parcel 118-500- 253400 to $116,700 with no change for Green Acres and for assessor to review these properties this summer. Seconded by CM Wendel. All in favor. Motion carried. 5. Review any letiers There were no letters. 6. Continue Board of Review to the May 13 2002 City Council Meeting_ The County Assessor stated that since there are no re -measures to do, the Board of Review can be closed.
