ITEM 3.2C 2.9.2015 MinutesITEM 3_2C OTSEGO CITY COUNCIL. MEETING OTSEGO PRAIRIE CENTER FEBRUARY 9, 2015 7:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Doug Schroeder. Absent: Councilmember Tom Darkenwald. Staff: Lori Johnson, City Administrator; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City Attorney; Dan Jordet, Administrative Services Director and Tami Loff, City Clerk. Ross Demant. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. State Representative Eric Lucero gave the City Council an update on the legislative sessions. CM Heidner referenced Senate File SF122; House file HF698 regarding eminent domain stating he has an issue with the wording. Mr. Lucero wrote down the file number and said he would look into it. 2._ _ Consider agenda approval. CM Heidner motioned to approve as written. Seconded by CM Schroeder. All in favor. Motion carried 4-0. 3. Consent Agenda. (Non -controversial items), 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. ^�^ A. January 26, 2015 Meeting. T 3.3 Approve Motion to call the Board of Equalization meeting on April 27, 2015 at 5:30 PM. 3.4 Approve 2015 Wright County Economic Development Partnership Membership, 3.5 Approve igloo SAC/WAC Agreement. 3.6 Apprpve finance employee leave of absence. 3.7 Motion to approve hiring of temporary staff far Finance Assistant II Position. CM Heidner motioned to approve. Seconded by CM Schroeder. All in favor. Motion carried 4-0. 4. City Attorney: 4.1 Charter Communications Franchise Renewal, City Attorney MacArthur reviewed correspondence he received from Charter Communications regarding the current cable franchise which is to expire November 21, 2017. Charteris requesting a meeting with the city to review the franchise renewal procedure. He is looking for approval to send the drafted letter provided in the packet and also is requesting the City Council to consider appointing one or two Councilmembers to be involved in the initial discussions and ongoing negotiations. There was discussion on gathering a list of issues. City Clerk Loff to add to the city website asking residents for input and this will also be added to the Otsego View. CM Warehime asked that all the City Council be made aware of the findings. Mayor Stockamp motioned to approve attached letter to Charter Communications. Seconded by CM Heidner Vern. All in favor. Motion carried 4-0. Mayor Stockamp motioned to appoint Vern Heidner and Doug Schroeder. Seconded by CM Warehime. All in favor. Motion carried 4-0. 5. City Council Reports and Updates. CM Heidner said earlier on the agenda the Igloo agreement was approved and he said regarding the events listed in the agreement City staff needs to make sure Igloo is dear and meet the requirements. CM Warehime gave an update on Albertville Fire Chief Interviews. Mayor Stockamp gave an update on the 25tt' Anniversary Board. 6. Staff Reports and Updates. 5.1 Otsego Elementary Fields Update. Parks and Recreation Manager Demant said he received notice from an ISD 728 Representative that the Otsego Elementary baseball Feld project has been removed from the ISD 728 priority list. There was discussion that the indication for years has been funding was available. Mayor Stockamp said a response to Dr. Bezek should be sent. City Administrator Johnson said City staff can draft a letter for the City Council to consider at a future meeting. The Council requested that the letter wait until after Parks and Recreation Manager Demant receives a response to the correspondence he sent to the school.City Administrator said that only one night; February 18; is needed for the advisory commissioner interviews and that the February 19 meeting can be canceled. CM Heidner motioned to cancel the Special Meeting scheduled for Thursday, February 19, 2015 at 6:00 PM at Prairie Center, 8899 Nashua Avenue NE. Seconded by CM Warehime. All in favor.
