03-12-14 PR/dDϯ͘ϭ  OTSEGO PARKS AND RECREATION OTSEGO PRAIRIE CENTER March 12, 2014 7:00 PM Call to Order. Chair Peter Torresani called the meeting to order at 7:00 PM. Roll Call: Chair Peter Torresani; Commissioners: Charles VonBerg, Angie Dehn , Doug Cassady, Jim Breitbach, Corey Tanner, Brian Fahey, Cara Husak. Absent: Commissioner Susan Krekelberg and Commission Member Doug Schroeder. City Council: Mayor Jessica Stockamp. Staff: Ross Demant, Parks and Recreation Manager, Amy Stemler, Recreation Program and Connie Schwecke, Recreation Assistant. 1. Open Forum. No Items. 2. Consider agenda approval Commissioner Cassady motioned to approve as written. Seconded by Commissioner VonBerg. All in favor. Motion carried. 3.1 February 12 Regular Meeting Minutes. Commissioner Dehn motioned to approve as written. Seconded by Commissioner Fahey. All in favor. Motion carried. 4. Unfinished Business. No Items 5. New Business. 5.1 Election of Officers: Commissioner Dehn and Commissioner Cassady were both nominated as Chair. Commissioner VonBerg was nominated as Vice Chair. Parks and Recreation Manager Demant handed each commissioner a paper ballet to vote for each seat. The ballets were tallied and Parks and Recreation Manager Demant announced Commissioner Dehn was elected as Chair and Commissioner VonBerg as Vice Chair. 5.2 Field Use Fee: Parks and Recreation Manager Demant presented. Aaron Cavanaugh from Otsego Little League, Steve Zoulbek from Three Rivers Soccer Association, and Brian Moss and Derrick Stark from Rogers/ Otsego Youth Baseball were present and spoke in favor of paying fees for field use. Charges per field are recommended to be $75 for the baseball and softball fields, staff will bring back to the Commission a recommendation for a soccer field use fee at a later meeting. There was discussion about whether the fees /dDϯ͘ϭ  were consistent with what other cities charge, Parks and Recreation Manager Demant stated that they were. Commissioner VonBerg motioned to approve as written. Seconded by Commissioner Fahey. All in favor. Motion carried. 5.3 Discussion to move Parks and Recreation monthly meeting date: Mayor Stockamp presented. Council Member Schroeder, who serves as the liaison to the Parks and Recreation Commission, has had a change in work schedule that would require him to be out of town on the date of the regular meeting the Parks and Recreation meeting. Council Member Schroeder would like to continue to be the Council Liaison to the Commission and asked if the Commissioners would consider moving their monthly meeting to the third Tuesday of the monthAfter a brief ͘ discussion it was decided that the third Tuesday of each month would work with the Commissioners who were present at the meeting. Commissioner Cassady motion to change date of Parks and Recreation Commission meetings from the second Wednesday of the month to the third Tuesday of the month starting in April. Commissioner VonBerg seconded. All in favor. Motion carried. 5.4 Set-up tour of Park System: Parks and Recreation Manager Demant presented. Commissioner Cassady suggested starting the meeting early to have enough time to tour the parks. Chair Dehn suggested that if a van was rented, the group would have time for discussion on the drive. May 20 was a suggested date. Commissioner Torresani made a motion to move the start time of the May 20 meeting to 5pm. Chair Dehn seconded. All in favor. Motion carried. 6. Parks and Recreation Manager Update. Parks and Recreation Manager Demant presented. Demant discussed some of the new recreation programs that will be offered this summer. Starting in June, we will offer a Senior Activity Time where seniors can come in to Prairie Center and play cards on Mondays and Tuesdays from 10am-12pm. We are currently working with Elk River to offer an opportunity for adults and seniors to go on a daytrip to the casino and attend a play this fall. Some of the other new summer programs are; paintball, firearms, a Wednesday preschool program and some adult wellness classes. Demant also discussed the upcoming Easter Egg Hunt event that will take place on April 12. 7. City Council Reports. No items 8. Adjourn. Commissioner Torresani motioned to adjourn.
