Call to Order.
Chair Angie Dehn called the meeting to order at 7:00 PM.
Roll Call: Chair Angie Dehn; Commissioners: Charles VonBerg, Peter Torresani, Doug
Cassady, Jim Breitbach, Brian Fahey, Corey Tanner, Cara Husak and Susan Krekelberg.
City Council: Mayor Jessica Stockamp. Absent Council Member Doug Schroeder.
Staff: Ross Demant, Parks and Recreation Manager and Connie Schwecke, Recreation
Assistant.
1. Open Forum.

2. Consider agenda approval
Commissioner Cassady motioned to approve as written. Seconded by
Commissioner VanBerg. All in favor. Motion carried.
3.1 February 12 Regular Meeting Minutes.
Commissioner Torresani motioned to approve as written. Seconded by
Commissioner Husak. All in favor. Motion carried.

5. New Business.
5.1 Departmental Policies and Procedures:
Parks and Recreation Manager Ross Demant presented. He stated that he is
seeing a need for the Parks & Recreation Department to have approved city policies in
place for staff to follow. Demant also stated that he could develop a framework for
policies and at future commission meetings; these policies would be reviewed and
discussed. Some policies that the commissioners mentioned they would like to review
first are: a missing child policy, a field usage, an inclement weather policy, and a
volunteer policy.
5.2 Fall Program Offerings:
Parks and Recreation Manager Ross Demant presented. The fall program guide
deadline is quickly approaching (July 18). Demant stated that we would not be offering
Dred in the Shed or Holiday Inn Night. Two years ago, this swim program was very
successful but last fall, Holiday Inn changed how this program ran and it was not as

popular. Demant discussed the programs that would be offered again this fall. The 3

annual Monster Mash Dash will be offered on the same date as Pumpkin Patch this
year. He stated that the Rogers Dance Team always works very hard and are a
wonderful asset for this 5K. We will have 3 Movies in the Park for this fall and staff has
noticed this program is growing steadily with more participants coming from other
communities. Chair Dehn suggested we try back projecting to the screen. A fall couples
canoe trip will be offered and hopefully we will offer an adult movie to coincide. Chair
Dehn suggested offer a beginning flag football class instead of a league. Commissioner
Krekelberg suggested offering a flag football league in the spring or summer.
Commissioner Fahey suggested an Outdoor Class. Chair Dehn suggested a company
MNAqua, who will offer a fishing class and provide all equipment. Other program ideas
were: a pet vaccination clinic, Ron Tim photography class, IT classes, painting, cheese
and wine tasting.
6. Parks and Recreation Manager Update.
Parks and Recreation Manager Ross Demant presented. Safety Camp was a
success with over 40 participants this year. The new School Knoll Playground is
completed and reviews have been positive. Summer Recreation Programs have started
and are popular. We were notified that Midwest Archery was going out of business two
days before our archery program was starting. Archery Country in Rogers agreed to
offer this program and they were very professional and great with the participants. We
are excited to work with them in the future. The splash pad has had some repairs but
is still under warranty. The Saint Paul Saints Experience will take place on June 25 at
6:00 pm hosting a game. The Saints will have the mascot, announcer, and hotdogs and
it will be a fun family event.
7. City Council Reports.
Mayor Jessica Stockamp presented. Police commission will now be named Public
Safety. Kaleidoscope School wants to plan a building expansion. City received a financial

award. Soccer Fest which is a one day event will be held on June 28. We are still
hoping we can partner with the School District on the baseball fields at Otsego
Elementary.
