08-19-14 PR/dDϯ͘ϭ  OTSEGO PARKS AND RECREATION OTSEGO PRAIRIE CENTER August 19, 2014 7:00 PM Call to Order. Chair Angie Dehn called the meeting to order at 7:00 PM. Roll Call: Chair Angie Dehn; Commissioners: Charles VonBerg, Peter Torresani, Doug Cassady, Jim Breitbach, Cara Husak, Susan Krekelberg and Corey Tanner. Absent Brian Fahey. Absent City Council: Mayor Jessica Stockamp and Council Member Doug Schroeder. Staff: Ross Demant, Parks and Recreation Manager and Connie Schwecke, Recreation Assistant. 1. Open Forum. No Items. 2. Consider agenda approval Commissioner Tanner motioned to approve as written. Seconded by Commissioner Torrresani. All in favor. Motion carried. 3.1 June 17 Regular Meeting Minutes. Commissioner VonBerg motioned to approve as written. Seconded by Commissioner Husak . All in favor. Motion carried. 4. Unfinished Business. 4.1 Departmental Policies and Procedures: Parks and Recreation manager Demant presented. At the last commission meeting, it was discussed that as a department we needed to develop departmental procedures and policies. The commission decided that two policies; Missing Child and Refund policies were to be reviewed first. Demant stated that when researching a Missing Child Policy and Refund Policy many recreation departments were similar but he would like to consolidate all Parks and Recreation Policies into one book. When reviewing the Missing Child Policy, it was discussed that on item B- , item 4 needed to be added-Once the child is found the lead staff will fill out an incident report.When reviewing the Refund Policy, it was discussed that $5 is an acceptable and standard fee to charge for canceling classes. It was also noted that item 6 needed to be removed. only if the department cancels the class due to inclement weather. Commissioner Torresani motioned to recommend that City Council approve these two policies with the two amendments. Seconded by Commissioner Cassady. All in favor. Motion carried.  /dDϯ͘ϭ  5. New Business. 5.1 Neighborhood Shelter Use Parks and Recreation Manager Demant presented. Staff has noted that residents have called this summer requesting an option to rent neighborhood shelters. Demant stated that if the shelters were to become reserve able, signage would be placed in a visible location on each shelter and a monthly schedule would be posted. It was discussed that a $10 fee including tax was a good rate since there was no access to electricity. After discussion, it was agreed that the department would begin by renting two neighborhood shelters; one at School Knoll Park and one at Kittredge Park. Commissioner Torresani motioned to recommend to the City Council to approve the Neighborhood Shelter Use Policy. Seconded by Commissioner VonBerg. All in favor. Motion carried. 6. Parks and Recreation Manager Update. Parks and Recreation Manager Ross Demant presented. He stated that in the past Pro Surface has done an excellent job on court resurfacing. There were some draining issues that needed to be address before resurfacing however Zimmer Park will still be completed this year and Beaudry Park will be completed next year. Water and electric installation is still in process at Prairie Park. Planning for the festival is going very well. More sponsors are donating this year and many merchant vendors are signed up as well. He stated that he was hoping for great weather that day so the festival could have their first fireworks display. He also stated that dog pots are currently being installed in all our parks. He concluded by discussing the plans for landscaping around Prairie Center and that this should be completed by the next commission meeting. 7. City Council Reports. 8. Adjourn.
