Call to Order.
Chair Angie Dehn called the meeting to order at 7:00 PM.
Roll Call: Chair Angie Dehn; Commissioners: Charles VonBerg, Peter Torresani, Doug
Cassady Jim Breitbach, Cara Husak, and Corey Tanner. Absent: Susan Krekelberg
City Council: Council Member Doug Schroeder. Absent Mayor Jessica Stockamp.
Staff: Ross Demant, Parks and Recreation Manager and Connie Schwecke, Recreation
Assistant.
1. Open Forum.
No Items.
2. Consider agenda approval
Commissioner VonBerg motioned to approve as written. Seconded by
Commissioner Torresani. All in favor. Motion carried.
3.1 August 19, 2014 Regular Meeting Minutes.
Commissioner Torresani motioned to approve as written. Seconded by
Commissioner VonBerg. All in favor. Motion carried.
4. Unfinished Business.
4.1 Departmental Policies and Procedures:
Parks and Recreation Manager Demant presented. He stated with non-resident
fees, staff recommends a 25% increase for a non-resident fee for the Prairie
Shelter rental. After discussion, it was agreed that a 25% increase in a non-
resident fee was an acceptable fee.
Demant stated that there is a resident and non-resident rate for rentals at Prairie
Center.
He added that since the recreation programs are still in a building phase, staff
recommended not to add a non-resident fee. After discussion, it was agreed that
if a program receives 90% capacity one year, the following year a non-resident
rate of 25% will be instilled.
Demant discussed how the department facilitated three tournaments this past
summer and he believes the number of tournaments will continue to grow for
the City. Because of this, staff recommends that a tournament guideline be
developed and implemented for 2015 season. After discussion, it was agreed

that associations need to have all requests by March 1, 2015 if they want to
to book all other
tournaments.

Regarding the weather cancellation policy, Demant said staff found that usually a
heat index of 105 degrees or warmer and a temperature of -10 degrees/wind
chill -25 degrees is a good guideline for cancelling classes. Staff will also monitor
the weather if severe weather is forecasted.
Commissioner Tanner motioned to recommend that City Council approve
these two policies with the two amendments. Seconded by Commissioner
Husak. All in favor. Motion carried.
5. New Business.
6. Parks and Recreation Manager Update.
Parks and Recreation Manager Ross Demant presented. He discussed the Prairie
Festival. He stated that community
increased this year and that many people worked very hard to make the festival
a huge success. The bands, Naked Cowboys and Outside Recess both did a
phenomenal job. It was suggested that we have these two bands back next year
and to add a third band, Moose Knuckle Brothers. Demant added that this year,
besides the two bands, we also had two new additions to the festival; the Lions
ran a beer garden and the firework display. He stated that the fireworks were a
huge success and the City had received many compliments.
The commissioners discussed improvements for next year festival. Commissioner
Breitbach recommended setting up a large tent in case of rain. He suggested
since tents are very expensive to rent, we should try and find a sponsor who
would donate a tent. Another suggestion was that a dance floor should be added
so people could dance.
Demant discussed the fall program guide:
Commissioner VonBerg will be leading two new Pickle Ball Clinics being held
September 20 and September 27 (Free). We have many participants signed up.
Monster Mash Dash 5K and Pumpkin Patch October 25. The 5K starts at 8am and
Pumpkin Patch is from 11-1pm. Commissioner Torresani recommended this year
we have staff at the gates to the Pumpkin Patch prior to the event starting to
keep residents from taking pumpkins ahead of time. Demant stated that the City
is purchasing pumpkins from 101 Market this year, since Bob & Judy are not
selling.
7. City Council Reports.
Council Member Doug Schroeder presented. He stated that the City budget was
set and everything looked good for next year.
He also discussed the School Levy, which if voters approve, will include K-8
school in Otsego. City is still looking to partner with School District on field
usage. Kaleidoscope would like to partner with the City. It was stated that
Kaleidoscope, in the past, has worked really well with the City.
