10-21-14 PR/dDϯ͘ϭ  OTSEGO PARKS AND RECREATION OTSEGO PRAIRIE CENTER October 21, 2014 7:00 PM Call to Order. Chair Angie Dehn called the meeting to order at 7:00 PM. Roll Call: Chair Angie Dehn; Commissioners: Charles VonBerg, Peter Torresani, Doug Cassady and Cara Husak. Absent: Commissioner Jim Breitbach, Susan Krekelberg and Corey Tanner. City Council: Absent: Mayor Jessica Stockamp and Commission Member Doug Schroeder. Staff: Ross Demant, Parks and Recreation Manager, Amy Stemler, Recreation Programming Staff and Connie Schwecke, Recreation Administrative Assistant. 1. Open Forum. No Items. 2. Consider agenda approval. Commissioner Torresani motioned to approve as written. Seconded by Commissioner VonBerg. All in favor. Motion carried. 3.1 September 16, 2014 Regular Meeting Minutes. Commissioner Cassady motioned to approve as written. Seconded by Commissioner Husak. All in favor. Motion carried. 4. Unfinished Business. 4.1 Departmental Policies and Procedures. Parks and Recreation Manger Demant Presented. He stated staff recommends that the Trail and Snow Policy be updated because safety concerns had been with children walking on streets because the trails near schools were not plowed. Demant researched and found other cities have developed a hierarchy on which trails and cul-de-sacs are plowed first. He said that the trails near schools would be first on the priority list and then the City parks that are the most used would be plowed after. Demant stated he would like to develop a priority list of trails before the snow season begins. Commissioner Torresani motioned to approve as written. Seconded by Commissioner VonBerg. All in favor. Motion carried. 5. New Business. 5.1 Winter Programs. /dDϯ͘ϭ  Parks and Recreation Manger Demant presented. He stated that staff is excited to start two new recreation programs this winter; Senior Programming and Tumbling Classes. Commissioner VonBerg presented on the Senior Programming. He stated that the Open House is scheduled for Monday January 5, 2015 and senior hours will be scheduled for 10:00am 2:00pm Mondays & Wednesdays in the Fireside room to start. He added that volunteers and staff are currently working on scheduling different speakers and outings appropriate for active adults 55+ (seniors). Demant reviewed all the other recreation programs offered this winter. 6. Parks and Recreation Manager Update. Parks and Recreation Manger Demant presented. Demant showed a video that was created for advertising the Otsego Festival. It was well received by the Commission. He stated that the City just planted 20 trees along Nashua Ave and that the trees were donated from Midwest Landscaping but the City paid the planting fees. Demant discussed the Parks Trail Project and added the staff is working on installing the hockey rink boards and grading the ground for better flooding. 7. City Council Reports. Parks and Recreation Manager Demant presented. He stated that issues at Beaudry Meadows Park concerned neighborhood parents. Demant added that parents discussed that some adolescence children were causing problems at the park and when City staff looked into this issue, it was found that these were being posted on social media. He stated that because of this concern, City staff contacted the Police and after investigation, it was found that the problems were minor in nature but both Police and staff continue to monitor the park on a regular basis. 8.
