Call to Order.
Commissioner VonBerg called the meeting to order at 7:00 PM.
Roll Call: Commissioners: Charles VonBerg, Peter Torresani, Doug Cassady, Susan
Krekelberg, Cara Husak and Corey Tanner. Absent: Chair Angie Dehn and Commissioner
Jim Breitbach.
City Council: Mayor Jessica Stockamp and Council Member Doug Schroeder.
Staff: Ross Demant, Parks and Recreation Manager, Amy Stemler, Recreation
Programming Staff and Connie Schwecke, Recreation Administrative Assistant.
1. Open Forum.
No Items.
2. Consider agenda approval.
Commissioner Cassady motioned to approve as written. Seconded by
Commissioner Torresani. All in favor. Motion carried.
3.1 November 18, 2014 Regular Meeting Minutes.
Commissioner Cassady motioned to approve as written. Seconded by
Commissioner Tanner. All in favor. Motion carried.
4. Unfinished Business.
5. New Business.
5.1 Outdoor Hockey Rink Rules.
Parks and Recreation Manger Demant presented. He reviewed the history of the
ice rinks. He stated two years ago, the City had two pleasure rinks and last
year the city had one pleasure rink and a smaller hockey rink that
was established with donated hockey boards from the City of Elk River. Demant
stated that this year the City received fees from Rogers Area Youth Hockey
Association selling pull tabs at various establishments and those fees purchased
hockey boards for a large 200 x 85ft hockey rink. He said that staff noticed, after
the ice was established, that the hockey rink was heavily used, so for this
reason, staff would recommend posting basic rules for rinks. After
discussion, the commissioners made the following amendments to the suggested
rules:

No organized team practice.

Commissioner Torresani motioned to approve the amended rules. Seconded
by Commissioner Cassady. All in favor. Motion carried.
5.2 Spring/Summer Program Review.
Parks and Recreation Manger Demant presented. He stated that staff is in the
process of developing the Spring/Summer Program Guide and is seeking
recommendations.
programs and stated that some programs needed to be modified. He added that
the sport programs are well attended when they are at an entry or beginning
level. Staff found that a price point of around $40 per program seems to be
successful. He added that the Bank of Elk River has renewed their contract with
the City so we will be offering Entertainment in the Park and Movies in the Park
again this summer. The following are the
Commissioner Husak volunteered to organize a Mushroom class again
this spring.
Commissioner VonBerg volunteered to run some Pickleball Clinics.
Commissioner Krekelberg requested that staff organize a bike/run club.
Mayor Stockamp suggested contacting the organization Garage Theater
Minneapolis. She stated that they will perform locally in the months of
August October.
Commissioner Krekelberg requested starting a group with seniors and
youth. (knitting or reading club.)
Commissioner Husak requested a BMX demonstration at the Prairie
Festival.
Commissioner Torresani requested more adult leagues.
6. Parks and Recreation Manager Update.
Parks and Recreation Manger Demant presented. Ice rinks were operational until
this past weekend. He added that they hope to get the ice rinks established by
the winter break if the weather cooperates.
Demant also discussed the new Otsego K-8 grade school and that the City will be
represented on the vison committee.
He also stated the he and City Planner Licht met with SRF to begin the process
of the planning Wild Flower Meadows park.
7. City Council Reports.
Council Member Schroeder stated that he missed the last City Council meeting so
he asked the Mayor to present the City Council report. Mayor Stockamp stated
the Council adopted the City budget but are still in the process of finishing some
line items on the CIP.
She also stated that Christian Brothers has been officially approved by the City
