According to Superintendent Bezek, ISD 728 (District) plans to have the new Otsego E-8 school
open in the fall of 2017. That requires that the City plan backward from that date to ensure
infrastructure is available to meet the District's construction schedule. The following
infrastructure needs to be constructed:
• Streets — MacIver and 85th
o Storm Sewer
• Watermain
• Sewer lines and lift station
To meet the anticipated opening date of fall 2017, construction of the improvements needs to
take place in 2016.
Before the City can proceed with the infrastructure project, the appropriate agreement(s) need
to be in place with the District. The agreement would address funding, construction timing,
dedication of required easements, and other related project items. In order to meet the
preliminary schedule that staff has drafted, that agreement needs to be approved by the
District in September, 2015. The Council should approve the agreement by June to give the
District adequate time for review and approval of the agreement.
On Monday, we will present an overview of the proposed street alignments, storm sewer
requirements, sewer system design, and water connection. The City Engineer has estimated
costs for the project based on the proposed design assumptions; the allocation of those costs to
the District, City, and surrounding or benefitting property needs to be determined as well.
