Call to Order.
Chair Angie Dehn called the meeting to order at 7:00 PM.
Roll Call: Chair Angie Dehn; Commissioners: Charles VonBerg, Peter Torresani, Doug
Cassady, Susan Krekelberg, Cara Husak, Jim Breitbach and Corey Tanner.
City Council: Mayor Jessica Stockamp and Council Member Doug Schroeder.
Staff: Ross Demant, Parks and Recreation Manager and Connie Schwecke, Recreation
Administrative Assistant.

2. Consider agenda approval.
Commissioner Breitbach motioned to approve as written. Seconded by
Commissioner Cassady. All in favor. Motion carried.
3.1 December 16, 2014 Regular Meeting Minutes.
Commissioner Tanner motioned to approve as written. Seconded by
Commissioner Husak. All in favor. Motion carried.

5. New Business.
5.1 Review of Proposed 2015 Capital Improvement Plan (CID Updates.
Parks and Recreation Manger Demant presented.
He discussed the 70th Street Trail Project which connected Maciver to Martin
Farms. He explained that phase two of this project would continue from Martin
Farms to Odean adding 2.75 miles to the City's Trail System.
Demant discussed the 90th Street Trail and Crosswalks were added to the Cl P
because of the increase use of pedestrian/ bicycle traffic to Prairie Park and the
need for their safety.
Demant stated that the boat landing (Norin Landing) needed the following
improvements; construction of boat landing, vehicle parking area and
improvements in the park. He reminded the commissioners that a concept plan
had been approved by the Commission as well as the City Council and that the
council had directed staff to pursue Federal and privately funded grant
opportunities.

Demant discussed the Wilson property. He discussed a plan for a
boardwalk/ nature trail bordering Hall's Pond and that the City would work with
the developer to have it installed.
Demant stated that when the plans for development of third phase of Wildflower
Meadows are submitted and formally approved, the planning of the Wildflower
Meadows Park can proceed. SRF Consulting will work with the City to design a
park plan.
Demant discussed the priority of the construction of a dog park which was
included in the 2013 Prairie Park Master Plan. According to the master plan, the
location of the dog park will be on the south east side of the park. This was
chosen because of the close proximity to Prairie Center's parking lot and water
lines. This project will be completed in 2015.
6. Parks and Recreation Manaaer Update
Parks and Recreation Manger Demant presented. He stated that staff was
working on the new Spring/Summer program guide. Demant gave an overview
of all the summer programs but highlighted the following new programs being
offered this summer:
Bike (Dub -sponsoring with Ramsey Sports
Fire Arm Safety
Adult Tennis
Playground Program
Painting Gasses
I T Gasses
Commissioner VonBerg discussed the Adult 55+ program that started in January.
He stated that about 50 people attended the open house and we are in the
process of designing a newsletter/ calendar of events that may be viewed on the
website and distributed in the community. He stated that the activity center now
offers card games, speakers, fitness and trips and the participants are very
excited to support an activity center in our community and staff feels that this
program will continue to grow and be very successful.
Parks and Recreation Manager Demant thanked Commissioner VonBerg and
Recreation Lead Staff Stemler for all their hard work in planning and establishing
a senior activity center.
7. City Council Reports.
Council Member Schroeder presented. He stated that the City Council finished
the G P at the last meeting and will be interviewing for Commissioner positions
on February 18 and 19.

The Mayor stated that the Qty of Otsego will be celebrating its 25th anniversary
on November 15 this year. She stated that they would be forming a committee
and asked the commissioners to think about joining.
