RECOMMENDATION:
City Staff recommends purchasing a single axle Mack truck from Nuss Truck & Equipment for
$105,242.31 and having Crysteel Truck Equipment outfit the truck and provide the quoted implements
for $116,950. Staff also recommends trading in the 1995 International Dump truck to Crysteel Truck
Equipment for $15,000.

BACKGROUND/JUSTIFICATION: The 2015 CIP plan includes the replacement of the 1995 International single axle
dump/plow truck which is used exclusively for plowing snow. Staff has recommended that this
particular truck be replaced with a roll -off style truck that can be utilized year-round. The advantage
that we can gain with a roll -off truck is that it allows staff multiple implements to be used on one truck
chassis, such as a dump body, flatbed or a dumpster body.
Staff had a number of cab and chassis options to choose from, but ultimately felt that it made sense to
purchase the same model of truck that we have in the past to minimize overhead with maintenance.
The last two new trucks that the City purchased have been Mack trucks and we have experienced very
little problems with them. A Western Star was also considered, but by the time that the spec sheet was
completed to match the before mentioned Mack, it was slightly more money. Purchase price for the
Mack truck is $105,242.31 and is on State Contract Pricing.
After the cab and chassis are purchased, the truck must be outfitted with the remainder of the
equipment. Staff solicited State Contract Pricing from Towmaster and Crysteel Truck Equipment to
outfit the truck. This truck will be fitted with: roll -off lift, plow/wing, stainless dump body and sander,
pre -wet equipment, lighting and hydraulics. Staff also wanted the quotes to include pricing on a 15 yard
dumpster body and 14' flatbed roll -off implements to be included on the pricing to be included with the
initial purchase of the truck. Crysteel Truck Equipment's quote of $116,950 was under Towmaster's
quote of $131,854 and included an additional 15 yard dumpster for that price. Crysteel Truck
Equipment also offered the City $15,000 for the trade-in of the 1995 International which was more than
the $12,000 offered by Boyer Ford. Crysteel Truck Equipment would also be able to deliver the
completed truck to the City this calendar year where Towmaster is already into next January or February
for a completion date of a new truck.
The final purchase price for a Mack truck outfitted by Crysteel Truck Equipment is $207,192.31 after
trade-in. This purchase price assumes that the City takes delivery of the vehicle after adoption of
legislation to exempt such vehicles from the 6.5% motor vehicle tax which government vehicles are
subject to right now. This topic is currently being debated in legislation and there could be changes in
the near future. The public works subcommittee has been presented with this information and
recommended that it be placed on the consent agenda.
